Here's a small sample of what I saw. (And, yes, photo 2 is of a doggie bag with dog shit inside that someone placed on the stairway at the 20 St. Loop.)
We all know, of course, that the walkways (with their many cracks, gouges, holes) are waiting to be fixed when the passage of time will allow an MCI can be charged for it, but it's disgraceful that the stewards of this property keep it in such condition and that no one is compelling this job to get done now, MCIs be damned.
As to the dog shit, it really is all over the place and increasing month by month.
This is not luxury living, but slum living for white folks who don't know better. Wake up, everyone, and see our projects for what they are and how badly they are maintained by CWCapital and CompassRock! So what, you have an Ice Rink! (That only a couple of hundred tenants at most use.) So what, you have a "cafe" at the Oval that serves overpriced lukewarm coffee and still can't make peanut butter & jelly sandwiches! So what, you feel safe because the people around you are not minorities! Demand more of the rent check you pay every month!
STR, some of the projects are better looked after than this place. Also, minorities are not necessarily less safe than white folk. I'm a little surprised at the way you worded your post.
ReplyDeleteManagement will never come out of their new bunker. They've made First Avenue pretty from the L train to the renting office, and it's not much further to the employees' entrance. Public Safety seems to have been made responsible for every conceivable problem other than fixing the plumbing. Bottom line is that there is no meaningful, effective, or competent management. We need to deliver the shit to where it belongs--the new management office. Yeah, let's scoop it and drop it there.

The dirty little secret of STPCV is that it is primarily a white community (now with an Asian student population) and that most of the white renters here are at ease living here because it is NOT a community with a sizable minority (ie, black or Hispanic) population. I'll go further, most white renters here who are oblivious to the project-nature of this complex would change their view if there were a sizable minority population. And I bet that a good number of "New Stabilizers" would leave if such a minority population turned up.
CWCapital, and the others before them, had PCV gates locked during the summer when minority kids would leave the Asser Levy pool, so that these kids wouldn't go through Peter Cooper and, presumably, Stuy Town.

I think I understand what you mean, STR. This place is very much like the projects. My apartment is so cold you could hang meat and I have to use space heaters all the time. If a large minority population moved in, they would probably be blamed for the low QOL and white tenants would feel that it had gone down because of them!

ReplyDeleteI see nothing wrong with preventing trespassing and protecting your property as much as you can. I live near these gates. I am all for controlling access to the property. Our playgrounds can get very over-crowded, not to mention the added problem with security, cleanliness and general maintenance of the place when you have outsiders dropping in to picnic, sunbathe, play, etc. Bad enough with the current resident population.
By the way, it's not just "minority kids" that cut through PCV, since more than just "minority kids" go to the Asser Levy pool.
Other places are very vigilant all year round when safeguarding their property, Waterside Plaza next door for instance. On this issue, I am with management.
Posting on Yelp might get their attention.

We know REBNY wanted a law passed to screw people buying condos after people were wiped out by banks in the 2008 crash. In record time, REBNY passed the house in 2013 and gave thanks to Schumer / Maloney pushing through federal government in 2014. RE has record growth sales and profit years with lawmakers passing laws to further aid REBNY business interests and worse, take away protections from people who are still struggling from the 2008 crash.

A person, condo buyer, used a loophole as a SAFETY NET after banks/business interests wiped out the economy / people in 2008 and lawmakers immediately jumped into action to remove the safety net. No wonder people are still struggling but business is flourishing.

REBNY runs government and "NY is a real estate town" (spinola). They could have passed laws to protect tenants during foreclosure but didn't. Didn't protect people renting or buying. Lawmakers passed laws to protect BUSINESS interests of REBNY only.
Reread Dan's letter, he will stop at nothing for his business interest, "nobody is going to shut us out of this process."
Helluva threat purposefully written by a team of PR, lawyers, allies that make it clear priority is business interests in purchase process with zero consideration for people struggling through years of acts that have put the community and property in peril with thousands evicted from their homes.
We don't need a new TA yet. We can achieve a lot more individually and quislings double crossing us want a "new TA" battle eg Marsh's condescending letter to tenants calling for debate to those challenging the financial and quality of life assaults on us. That battle will only take away resources from the real battle, protecting our homes and community.
We are hardworking people with limited time and we are not stupid like they treat us. We could focus on getting best results for ourselves because no one else is prioritizing us tenants.
Fighting individual overcharges, reporting hazardous safety and quality of life conditions, will help us more and collectively will go further.
Again, I urge people to take a look at the area just north of the fountain in PCV. It's been turned into a giant dog run. Most of the grass is dead. It's been turned into a giant eyesore.
ReplyDeleteAll this dog shit really poses a public health issue. Throughout the city it's one thing for people on any given block to have dogs and curb them. This way the shit is not on the sidewalks & grassy areas, and though disgusting, at least it's spread out. But here, the shit is on the walkways & grass and instead of being spread out, the dogs are concentrated within the confines of ST and PCV in the same places.
Maybe when enough toddlers start tripping and falling face down into some of this crap, there will be more public concern. Otherwise, dog owners couldn't give a shit. Only their dogs do.
As part of one the conditions of PCVST being built back in the 1940’s, PCVST is considered private property but with public access. That is why ANYONE can walk through the property and sit at a bench (however, they cannot use the playgrounds), notwithstanding the rather racial component of closing access to PCV at the 23rd street entry/exit points during the summer months when the Asser Levy pool is open. BTW, the road exit point on Avenue C in PCV is always open.
ReplyDeleteAs far as Mr. Sean Sullivan, the so called “former Marine” (I could not find any evidence for this on line) is concerned, I was at the Community Center meeting where Mr. Sullivan was caught in several lies by his Chief of Public Safety, William McClellan. These lies were a denial that any felonies (property stolen) had been committed by the independent intercom contractors in PCV. McClellan then duly noted that no, that was not correct, there was at least two felonies reported. Also during the meeting, a senior couple, the husband was in a wheelchair, were berated by Sullivan while they tried to get answer of when one of the PCV elevators damaged by Sandy would be fixed. He treated every tenant at the meeting with condescending behavior and disgust. He came to talk about Shakespeare, thought his audience would be a bunch of docile seniors but he was quickly out his league. He was fired but not to worry, he received a very generous golden parachute and like the typical corporate scum in this country these days, he was soon able to land safely somewhere else. Good riddance to bad rubbish.

It is public access for tax exemptions and private property for construction purposes. The city let's them call it public access so landlords can pay less taxes and the city let's landlords call it private property when landlords want to develop open space. This city administration will even rewrite zoning for landlords to put businesses on residential zones on private property that attracts the public and advertise those attractions on city websites to tourists.

I am an on-property dog owner and I'm disgusted by the amount of dog poop in PCV and by the behavior of some (not all) owners. I have been yelled at by people who walk their dog off leash when we steer clear of them. Or when I don't take my dog into the no dog areas. Come on! Everybody does it! I now walk my dog off-property. City streets are cleaner. People are nicer. I really don't understand how management doesn't have a dog enforcement squad. With the amount of fines it could dole out it would pay for itself.

It's not just the open area that's a disaster. People have taken to climbing over the fence to let their little yappers frolic in the grass near the 23rd St. fence. My building faces that area and I called PS this week to complain. Nothing will satisfy these dog owners--give them a big space and they need more. To hell with anyone who doesn't want to listen to their barking dogs all afternoon. (Not to mention the barker across the hall from me, which can be heard in the apartment upstairs too.)
As for public health, a woman named Fran Lee was instrumental in getting the pooper scooper law passed. Her NY Times obituary said:

In the early '70s she founded Children Before Dogs, a group whose aim was the elimination of all such waste from city streets. The gate opposite Asser Levy has been a means of egress for vehicular traffic too. Many times, including once this month, I've come almost literally nose to nose with a car coming in from this gate…. since I walk looking at the ground these days, it comes as a shock to meet a car where it is not supposed to be. Drivers come down the service road and sneak into PCV from this gate; there is never a security person for me to flag down. By the time I can make a phone call, the car is gone.
ReplyDeleteNot too long ago, a car pulled up and a group of people starting unpacking picnic stuff as well as a grill, right onto the grass just off the PCV road (near the fountain). .. and almost within sight of the main security booth! A resident leaned out the window and informed the "visitors" that that sort of thing was not allowed in PCV.

Some dog owners are good neighbors and pick up after their dogs. Some are not good neighbors and leave the mess behind. Just like some neighbors are considerate of others when it comes to noise and some are not. Our neighbors on one side are considerate and on the other side are rude and noisy.

Being part of the dog owner community, I have noticed those same people who leave the mess behind or make a lot of noise are inconsiderate in general, in all aspects. Just blanketly selfish people to their neighbors and to those friends and family living within their apartments who don't pick up after themselves or care much beyond themselves.
Please try not to lump us all together. Some dog owners are considerate, some students are quiet, the rest are giving everyone else a bad name.

That's why dogs shouldn't be crapping on the pathways at all. That's why dogs are supposed to be curbed. A curb is not in the middle of where people have to walk. If your dog crapped in your apartment, would you leave the residue behind? If the answer is yes, no more needs to be said.

ReplyDeleteNow I state I often see 2 groundskeepers very early in the morning (8am), 1 dragging a large green refuse can, making noise as they walking along, another with a pick-up apparatus. Between the 2 they chase down errant garbage only! CW also has a mobile watering tank so they water the most unnecessary planters on 15th street & 1st avenue.
Now I understand your rage regarding dog poop and photo documentation borders on the surreal. Again I recall Officer Opie from Alice's Restaurant, whereas we have more people reporting the crime, documenting it, complaining about and more. I'm pretty sure if we put our heads together we can solve this world epidemic. Issue fines, shame the offenders, etc. . Just do something!

It's such a dumpy, dirty place with no enforcement of QOL rules. How does it feel market raters, to hear the farts, phone rings, coughing, etc. coming from the apartment next to you as if it were in YOUR apartment? I'm paying less than half market rate and shit man I feel like I'm getting ripped off. Yeah, Yeah, don't worry I AM leaving as soon as feasible.
