Our landlord, BLACKSTONE, can't handle Stuy Town and Peter Cooper Village. There is a lack of enforcement of certain "rules," and no amount of notice to this alleviates the problems. We are continually being told half-truths and fabrications. And we have no viable Tenants organization, despite our TA asking for dues all the time. So far, the politicians have proven to be basically useless. A typical New York story.

"Tagging" Incident Confirmed at Oval Fountain
The other day there was a notice by a Stuy Town resident that graffiti was found on the Oval Fountain. I went there this morning, and while the top portion was free of any writing, the bottom portion has a different color and looked rapidly "made over" by personnel who wish to obliterate its writing. Not everything is completely obliterated and some minor writing is still evident.
This is the first time I'm aware of that graffiti has appeared on the Oval Fountain. I've found it someplace else, however.
UPDATED 7/6/16: The many, and I mean many, "chalk" marks on the third bench, west side, near the exit at the Fountain are NOT chalk marks. I was wondering why they were continually there, and now I know: graffiti! Yes, they are only removable by sand-blasting or painting over, which would look odd as the rest of the benches are of wood. An even more flagrant instance of graffiti smudges on the Oval Fountain. Calling Rick and his signs....
That would never have happened with MetLife and permanent residents. This property was their crown jewel.
ReplyDeleteThis is what STPCV has become. Wow!!! We are very close to becoming a slum - just a step or two away. There is no security. No enforcement of rules. There are people from outside who are using our playgrounds. There has to be a way to check if people are residents. The PCV basketball courts seem to be under control because there is usually a recreation person checking ID. Now, we need a recreation person at the playgrounds. You can't let any of this get out of control because you will start to see things like graffiti. Let's keep on top of things.

ReplyDeleteJust yesterday I was in my elevator and this young 20 something year old had his laundry with him and he had NO shirt on. NO SHIRT! There are students ALL OVER THIS PLACE. This is not a residential community anymore, but a dorm. The owners know this, BUT DO NOT CARE. DO NOT CARE!!!

ReplyDeleteRemember when in PCV that PS officer was fired for attempting to enforce one of the dog regulations? I am betting that the PCVST PS community remembers that incident all too well. Speaking of dogs, see the 8/26/2011 T&V letter link. Of course, it was ignored except for the recent new dog blue ID tags (Blackstone initiated) that are much more visible but again, as has been pointed out at this blog over and over again by the STR and posters, if there is no enforcement (and why should PS care?- see past incident illustrated above), the problems will remain for all the issues here.

Dogs are not allowed legally in the laundry room. There should be a sign in the laundry room listing that regulation along with others. I had to call security once because a coed had a dog with her. I know what 8:13 means by improper attire. Some of them come down in pajamas. I am increasingly not allowing suitcase people into the building. They get annoyed, but tough. Too many strangers coming in and out. Once again, I state that if management was really serious about alleviating these issues, they would take more proactive steps.

About students
I think the Achilles heel about students is the partitioning which I contend is probably illegal. In violation of NYS Multiple Dwelling Code part 173 which says all rooms must have windows that overlook courtyards or streets. The sticking point is what is the definition of a room and the NYC Administrative Code part 27-232 makes very clear what is a habitable or occupiable room. The partitioned areas fit both definitions.
The problem here is unless you're willing to pay for a lawyer, will any gov't agency or official take up the cause. I believe the right agency to deal with partitioning is the Dept of Housing Preservation and Development (HPD). Have written to HPD and the State AG (wouldn't trust NYC Dept of Buildings to handle this).
A legal assistant from Brian Kavanagh's office got back to me, mostly with reasons why taking this up will be next to impossible...but maybe Assembly Kavanagh will make it a legislative priority next year...to clarify what a room is.
You know I see that many of the proposals our state reps come up with don't even make it out of committee, and the ones I've seen with respect to rent stabilization are so extreme I wouldn't even vote for them myself. They seem more like something they can tout back to constituents.
What this is coming down to, I think, is that while we may be able to get something done about the dogs, without the AG or HPD actually challenging the partitioning here, the problems that come with a large student population are probably going to grow.

STR: Most of the problems ARE centered around the students. Remember when YOU were young and did all the things you were not supposed to be doing? Well, now it is their turn, with one exception: Mommy and Daddy aren't around to watch them! Paaaaarrrrteeee!
Somewhat off this topic- how about stopping the Hospital workers from taking over all the benches in STPCV every day??? They sit there n then ( some) leave garbage on the ground & , definitely, in the garbage cans . Then the garbage cans are overflowing. I mean, can't they eat elsewhere??? Let the hospitals provide outdoor space for them. Hospitals are taking over everything in NYC - even our benches -LOL !! And this my friend, is why we should have limited access to the 2 complexes. Gated communities������

You're right in that I don't know (meaning, I didn't see) the Oval Fountain being tagged. But I know that kids, not students, were playing there. Oh, and it was some kids from Epiphany that made graffiti markings a few years ago in Stuy Town. That I know. I think students are divided into the quiet ones and the less quiet ones, and these are more interesting in partying than in tagging a fountain.

And dogs...there was a time when dogs were prohibited in Stuy Town and Peter Cooper, but now that battle has been won by the dog lovers. And, yes, some of these people have two dogs, and some are over 50 pounds. That's the way it is.

I do not think the Attorney General has ever taken on the landlords of Stuyvesant Town on behalf of standing up for rent stabilized tenants and unless we vote in a courageous Assemblyperson like Steve McLaughlin of Rensselaer County who is fighting so hard for the citizens of Hoosick, we will get unacceptable answers like you got from the legal assistant. That answer from the legal aid is defeatist not courageous and probably not entirely truthful. This is a safety hazard and an infrastructure issue. Spending legislature time defining a room is a weak solution that does not address the quality of life and safety problems. People say Brian Kavanagh is a nice guy that might be better suited for a different job that does not require fighting for rights, even quality of life rights.
ReplyDeleteVery sick of this a one bdroom rented on our floor is full of 'kids'. i don't think they're even college students. drugs, drinking, screaming all night and security does or cant do shit. The lease is in the name of two 20 somethings. They are renting the place to people they know or those who know others for $100 a night. They get up to $500 a night and there are at times 8 or 9 sleeping there. This is peter cooper again, one bedroom.

You can see the kids waiting outside for an open door and 85 % of the time the back door of the building is open ALL DAY for repairmen and construction. Signs are bullcrap , a ten year old will hold the door open for anyone and all.
Let's see: The Oval Fountain Saturday morning. A heavy-set woman is on the cellphone but doesn't care that her two children are ripping the flowerbed nearby to throw what their little hands can throw into the fountain. She is very much aware of what the children and doing, but doesn't care. Kids will be kids. She and her childen are replaced by a woman with a very large dog who casually walks the Oval Fountain area before selecting a seat, IN THE FOUNTAIN AREA. Oval Study, at 15 minutes and counting, still doesn't have an assistant to help inside. Lights are still out, though at least two regulars are now in.

He runs as a Democrat but caucuses with the GOP and votes with them on most issues. His rating by the NYS Conservative party is 72 out of 100. By comparison, the most radical Republican gets a 76. Had he voted for a democrat a few months ago, for the first time in a very long time the Democrats would have controlled the senate because Mel Brooks grand-nephew Todd Kaminsky won Dean Skelos' seat in Long Island. ReplyDeleteRecently the TA sent out a mailer asking for members. Said it wasn't our parents' TA. Actually, the TA of 20-30 years ago would have been better. At that time we had the Jefferson Democratic Club here and the leadership of the TA was a part of that club so that the TA did have some political savvy and clout. Watching Susan Steinberg in action with politicians, seems clear she is so pleased to be rubbing elbows with these guys, the TA has become more of extension of Garodnick and DeBlasio and other pols than of the interests of STPCV tenants.
ReplyDeleteCompletely agree about the bikes. Actually the whole area deserves some police attention. Bikers are supposed to obey the same rules as cars and stay in bike lanes. But they're all over the place and they cut the traffic lights all the time. Just wonder how many of the elderly get knocked over every day.

ReplyDeleteI wish they (the powers that be) realized that a portion of the tenant body doesn't give a damn and either feels entitled or just don't care (the other "don't care" where you do harm to a property or people and don't give a fuck). Or else they are plain stupid.
NYPD doesn't care - aside from drug dealing = and good luck proving it - they don't care about a bit of noise and 12 guys living in a one bedroom. You'd think their landlord would, but whores are whores.

Inevitable occurrence.
Also inevitable, if not already an occurrence, is a PCVST resident, most likely a child, attacked and injured by a dog under the control of a careless owner claiming the human victim startled or made threatening movements toward the dog, which instinctively defended itself and its owner.
Another dog was attacked in the oval outside the study.

if the woman with the aggressive dog refused to give any information, the victim should have taken a picture of her and her dog, followed her to her building inside or outside of the community and called PS who would have come over, called the police to get information if PS couldn't get anything out of her Never let someone get away with this kind of bs. Then get a lawyer and sue her for everything. A real nightmare.
ReplyDelete5:35 PM, your suggestions are sound except that the victim was probably too distraught and concerned about her beloved pet to think about what to do, except get the poor animal to a vet. It's a shame that nobody in the vicinity snapped a pic of the vile perp and followed her to her building. It is even more unfortunate that our so-called "Public Safety" people cannot find this incident on their camera footage. I sincerely hope that the rotten woman whose dog attacked the victim dog is found and prosecuted or sued. I would sue her fucking ass off if it were my dog. Remember, folks, a dog that attacks another dog can just as easily attack a small child. Most dogs DO NOT attack other dogs or babies, but there are exceptions and this is obviously one of those exceptions. The face that this woman had an infant with her gives rise to concern as to the safety of the child. Unfit Mother doesn't even begin to describe it.

Not starting any rumor. Haven't heard anything to this affect. Just expressing my own personal opinion. If he was good at his job he would have made this dump more livable and given PS a kick up the ass and made them enforce the rules WITHOUT HAVING TO BE TOLD BY TENANTS when they see the slob with the feet on the table and the bicycles round the Oval and dogs shitting and pissing in the NO DOGS areas. I think PS needs a good shake-up and a change in leadership because the current commander (or whatever he calls himself) is as useless and lazy as can be and has been here far too long. He wouldn't have lasted five minutes under a real management.

I assume the guy is all right with management, even though he has more speed than most of the bicycles that run through the Oval.

"General Manager Sean Sullivan hosted a town hall meeting for Stuyvesant Town and Peter Cooper Village residents last Tuesday, the first such meeting in a number of years. Sullivan noted at the beginning of the meeting that its purpose was an informal gathering to talk with seniors about residential programming and the community center, but it quickly became clear that residents had other things on their minds. Security issues, Sandy-related problems and the rising student population were some of the main concerns of tenants at the meeting.

I don't think this guy ever claimed to have a Marine background. There is another Sean Sullivan who, if you google him, comes up as a Marine and I think that too many people googled and assumed, wrongly, that it was the guy who had the bad luck to try and be a manager at STPCV!
ReplyDeleteI was at the meeting in question and I felt rather sorry for the guy. He was very ineffectual, and the tenants were very hostile (not without good reason). If this guy had been a Marine - or even a well-trained property manager - he would not have been so unprepared and pathetic as he was at the aforementioned meeting. I blame Compass Rock (his employer) and, as I said, I felt rather sorry for the guy.
Today in the PCV basketball playground, a 13 ish year old boy playing basketball & a 21+ man playing basketball on the other court . No recreation person on duty. In come 5 teenage boys & 1 girl . They then just take over the 2 courts. The 13 yr. old was smart & immediately left. The 21 yr. old stayed for a minute & then left. Neither could play ball. In 2 or 3 minutes, the recreation person came & was immediately intimidated by this group. She finally asked them for ID & they claimed they had it & started to laugh & pretend to look for the ID. After a minute or 2 of this, they left. The recreation person sat for 5 minutes & left. There was no one in the playground because this lovely teenage group sent them running. Oh, this was as 2 middle aged women sat at the PCV tables in front of 360 & one of them had her head on the table sleeping. This went on for almost an hour. Oh, and there was the woman stretched out on the bench.( This is very common. Wasn't there a rule - no sleeping on benches???). Boy, things are busy in PCV this summer. Is there any security here? The gates need to be closed here. Make it hard to get in PCV. ST can't do this as easily as we can. Either close the gates or get the PS moving.

ReplyDelete3.35 PM here. I was at the meeting as well. Let me set the record straight here about that meeting. Do you still feel sorry for him when he lied and said there were no crimes committed by the intercom installers in PCV? His chief of Public Safety, William McClellan corrected him on the spot and said no, there were two reported apartment thefts. Re Sean Sullivan being a former US Marine the ONLY media outlet that reported him being a former US Marine was the Town and Village newspaper. At any of his then current bio links, including the one at the CompassRock site, ZERO mention of a prior Marine service. He had a Catholic college undergrad education, I think it was Loyola? Maybe he’s a former altar boy, that why he stood up so “straight”.

7:49 pm, I totally agree with you. PS needs to evict the drunks and homeless who are taking up the benches. They stink and they are disgusting. This IS private property and I don't care what the politicians and police commish tell us, crime is on the rise and we are not immune to it. Back in the day when the area south of East 14th was Alphabet City and was drug and crime infested, we rarely had a crime on the property. Why? Because PS had booths at the entrances of the property and they patrolled the property. Cameras do nothing to deter crime. And the cameras are not even working most of the time!

ReplyDeleteAs a lifer here, the security booth at 14th and Ave B was recently constructed around 10 years ago by TS (?) and it is now never manned because it, like the one at the Ave C loop, was built illegally without DOB approval. That being said, I totally agree with your patrol premise, there are no “boots on the ground” here anymore. As an example, Security (now Public Safety-PS) back in the day would have officers patrol inside each address by going to both stairwells and walking down to every floor. That basic law enforcement protocol has been long gone.
PCVST (F that NYU-focus group “Stuy Town” designation) was originally built on the premise, as per the agreement with the City, that it was private property with public access. In general, as long as a person is not violating any private property rule, that person cannot be prevented from entering or evicted for trespassing. So PS can act upon the issues you have illustrated. On special occasions like the East River fireworks, access can be restricted by requiring ID for the infamous “residents and their guests” rule. Only on these special nights can PS plan to have the required manpower needed to restrict general access here. BTW, I was not here for the 4th, does anyone know how those access restrictions worked (announced by email and lobby posting) after the Monday night East River fireworks? In the past years, such access restrictions were announced with great fanfare as well but enforcement was zero as thousands of non-residents streamed through PCVST after the fireworks were over.
When I moved in (1980) there was always a guard in a booth at the entrance to the 14th Street Loop (Avenue A end). They eventually discontinued that booth for reasons unknown. I remember when they had Security do walk through the buildings. They would go to the top floor and walk down by going across each hallway. I wish they would do that now.

Late this morning, there was a PS officer inside the Ave B and 14th loop guard booth. I talked to the officer; he told me that when PS shift/manpower requirements permit, they can place an officer at the booth. His expression said a thousand words. PS is understaffed. Until the PS headcount is bought up to speed, many QOL regulations here will not be enforced and, in addition, major crime issues may not be addressed as well.
Rick Hayduk, are you listening? Enough of allocating resources to Carnival Cruise Oval events and other events (do we really need a dog day event at rotating playgrounds?) as well, marketed mainly toward your ideal transient demographic and spend money on significant housing resources such as PS and maintenance. You came from the hospitality world. That’s not the way to run this large town of at least 30,000 people that increases every couple of months due to a rapid increase of students and “young professionals”, cramming themselves 3, 4 and 5 unrelated adults into each apartment. ReplyDeleteIf PS did their job, many of our problems would be solved- unregistered dogs, speeding bicycles, unruly neighbors, homeless sleeping on benches. So, maybe we have collectively come up with the solution- more PS & enforcement of rules by PS. In addition, take a look at the litter around the complex. Much of it comes from people having lunch here. They are, for the most part, not residents. You can see THE straws, plastic bags, napkins, coffee cups,etc. Has to stop. This place is becoming a pig sty. DO SOMETHING MANAGEMENT. Redidtribute the budget. Put $$ towards PS. NOW!!!! Before it's too late.

And as for PS officers, station some at the entrances to the loops and have them screen suitcase people and non residents attempting to enter the property. I never see them at the fringes of the property. It is not our responsibility as tenants to weed out the hotel guests, it is management's.
