Hockey Noise and Thrown Away Christmas Trees


That sound is magnified about 100 times when you are there in person, and though I don't live around the Ice Rink, it sounds shattering to those that do. (Hat tip to a blog reader for the video.)

You know those Christmas trees that are being thrown away around the property? Particularly the Christmas tree "hill" at the 20 St. Loop?  I just don't understand how some dog owners lack the awareness or courtesy to NOT let their dogs piss on those trees. I see dog owners even head there on purpose to let their fidos do their thing. Some worker is going to have to pick up those urine-dripping and smelling trees, but that doesn't matter to these dog owners. Yes, most dog owners are responsible, but others lack something between their ears.

    I would gladly trade the hockey noise from the skating rink for my upstairs "neighbors".
    I don't know whether Stuy Town rents to pachyderms but these clods clomp around like a herd of elephants.
    They wear their high heels at 3:00AM in the morning, move furniture at ungodly hours and carpeting?..you gotta be kidding?!
    I put a very mild note under their door asking for a little consideration...nada.
    I need advice?
    What should I do? Complain to management? Pound on the ceiling? Confront them in a more confrontational manner?

  2. Frankly I don't want to hear from any more dog owners here who say most of them are good people, it's just a few who are inconsiderate. So far as I'm concerned, the situation is unworkable. Everywhere else owners must curb their dogs. Here the dogs are allowed to shit on the sidewalks. Not only are there plenty of mutts right here, they also come in from the other side of 14th and the other side of 1st. With so many dogs all headed to go within the same common areas, it doesn't take many inconsiderate owners to mess up the area for all of us.
    So what is management really going to be able to do about this??? If we want decent sidewalks and decent grassy areas, the dogs will have to go.

  3. 4:58 PM: Call PS and keep on calling them. Ask the PS officers for their names and make sure you keep a log of all the times you call them. Don't confront the assholes upstairs yourself. Persevere with PS. If that doesn't work, file a complaint with HPD. You have every right to do that.

  4. @8:44 PM, I don't think they can reverse the dogs allowed rule at this point. What would work would be if there was a rigorous enforcement of the rules. We are paying for Public Safety and the myriad cameras around the property. If PS would do the job and issue tickets for fines and order people from outside who are walking their dogs to GET OFF THE PROPERTY, things would definitely improve. Let's hope the new management enforces the rules here and doesn't just fart out empty promises.

  6. Yeah, management has to address, admit and take action. Something is up with the not carpeting the dorms here. They paid for and installed their furniture, just not carpet. Ever wonder why?

    The lack of enforcement of the dog rules is really pathetic. Once in blue moon, you'll see PS get on the ball for a couple of days, and then back to the same old. A moratorium on dogs would mandate efficient enforcement, and we know that PS would not be able to do that job, given their past lack of enforcement on other dog issues.

    This info is basically incorrect. Only the 100-200(?)of the NYU official graduate school level apartments have preinstalled carpets and furniture. NYU is the lease holder. That’s why these NYU graduate students have an 11 month cycle in those apartments. There is also a rumor that Parsons and The New School lease some apartments directly as well, I do not know if they are pre furnished as well. As has been posted been posted here at this blog, the overwhelming majority of “dorm” style apartmenst here (thousands-can also be a mix of students and the just post graduate crowd) are leased directly with the leasing office, the students themselves holding the lease as tenants of record, their parents guaranteeing the lease. These apartments are NOT furnished. That is why about every 6 months, you see the discarded furniture dump of the parental funded "Children of the Corn" strewn about both in ST and PCV. BTW, all this is legal(I know, frigging outrageous) as per NYS RS law which currently (until 6/2020), all PCVST apartments are regulated under.

    Sorry, speculation,IMO. I have been inside these renovated apartments between tenant occupancy, the old parquet floors are either refurbished or replaced with similar wood. This is obvious by looking at the endless PCVST Craig list roommate advertisements which show the floors which have either zero or a very low percentage of carpet coverage with very skimpy rugs. Since PCVST construction is basically just concrete slabs with wood parquet floors (typical post WW II project type construction), if there is no real carpet coverage (the so called carpet that CR claims is “complaint” is bullshit) the result is one vast echo chamber, whether you live above or below the apartment that is in violation of their lease.

    What I will agree upon is these so called “improvements” in renovated apartments, be the microwaves, dish washers, A/Cs (the window ones suck, they are cheap Sharp models, not sure if the new in line ones suck as well) etc., are cheap and break down all the time. The amortization accounting vacancy decontrol rules for apartment renovations that initially bought these apartments out of the NYS RS law, then back (again, ends 6/2020 for all Roberts and post Roberts renovated apartments) again was upheld by the Roberts J-51 ruling as per a snapshot audit for the so called "legal" rent.

    Now before anyone jumps on me for providing a Garodnick Roberts link, this interpretation by Garodnick of how this increase would be fought has become BS but the legal foundation (CR could increase rents mid lease) is correct as is for the rest of the pure legal Roberts (not any of the political posturing) points in the link.

  13. When no dogs were allowed, obviously enforcement was easy. What do you think PS can or will do now??? They can't be everywhere, especially many of the inner areas. So if owners don't want to pick up after, most of the time they won't be caught. And if they do catch them, so what? Suppose they come from outside the complex. What can PS do? IN any case, if people say 'hey, I forgot my bag. Sorry.' Or they refuse to give their names, what can PS do?

    For now I'd like to know what the new rules are with respect to size and breed. Of course, the dog owners who are in violation will say...what do you want me to do? Kill my dog?

    I think some minor enforcement might be possible, but I think the proposition for now is clear. The dogs are here, there is little that can be done to avoid the piss stains and the shit left behind. Like it or lump it.

    I completely agree that PS is a total waste in most cases. But I challenge anyone here to give us concrete examples of what enforcement would look like. I'll bet you can't cite anything convincing.

    I like challenges, so let's see....

    PS has the ability to write tickets, so they should be writing violation tickets when they come across something that warrants one, instead of just listening to a story, nodding their heads, and then letting a person go.

    PS obviously can't be everyplace, but it can set up operations in areas that are frequented by dog owners. Certainly they can be, and ARE!, at the guard booth in PCV on 1st Ave. I've seen dog owners from outside walk right past that booth and the guard inside either sees the dog and does nothing or is too busy doing something else to notice. I've even seen a guard confront the dog owner, but the owner was some hot babe, so he was more interested in her...and let her go on the way through the complex! A guard at the entrance to Stuy Town opposite Ave A would also result in a number of dog owners heading from the East Village being denied access. Then there's the guard booth at the Oval. The PS person there, if he's there, many times is on his cell phone, and even if he is not, he never says anything about a non-registered dog or an illegal breed. How's about him waking up and performing his duty. AND, on top of that, I've seen PS standing outside of the PS office and ignoring any dog infraction in front of them!

  17. I agree with STR (12:01), but there are a few other things that we need to realize.

    1) How much is PS getting paid? I would be more than willing to bet that they aren't getting paid an amount that they are going to rush resolve. We may think it's major, but to them it is probably the status quo and doesn't necessitate the hassle that comes along with it.

    2) What is their incentive? It's not like the NYPD, where you can move up in ranks based on certain factors. They are most likely stuck where they are, with little room for advancement. Again, why deal with the hassle if there is no real incentive?

    3) How do tenants really view PS? I would say that a majority view them as "rent-a-cops," which is a term I hate. Overall, they are not respected, so why put that extra leg forward?

    I know a lot of you will probably say that a job is a job, and they should do it as per the rules. Until you are in a position where you are paid a minimal amount and hassled beyond belief, I don't think we can judge.

    NYU, the lease holders of these graduate student apartments, would not make that claim in writing at their public graduate student web link if they were not in compliance of the 80% carpet requirement. NYU furnishes these apartments. NOT CWC/CR. They are evil (NYU) but they are not stupid. My point also was that, again, thousands of these dorm apartments are not furnished at ALL since the lease holders are the students. LMAO!

    I'm not sure about #3. I don't disrespect PS and appreciate them being here. And they do arrive when there is a "real" need. I think we need to look higher up. I still am uncertain if management is not the real culprit here and has instituted a silent policy of looking the other way on dog issues. I would hope the new management insists on doing otherwise.

    As for PS' pay grade, I've been in low-paying jobs and my sense of responsibility and personal pride have not allowed me to just collect a pay check for minimal effort. You get paid, I expect you to do the job. No excuses. Sorry.

    Also being a PS officer in Stuy Town/Peter Cooper is not the hardest job in the world or even remotely close to it. This is relatively a very safe community, and the only hassle is that it's so large and a lot of people are bitching (rightfully so).

  21. Also.... Some of you may remember that several years ago a PS officer got into a confrontation with, who else?, but a dog owner who was disobeying the dog rules. I believe, the owner even threw his little mutt at the officer. Management did not have this officer's back and fired him.

    I'm sure that took some wind out of PS officers going after irresponsible dog owners.

  25. STR...sorry, you cite weak examples of what can be done about the dogs. There are so many entrances to ST and PCV, the dog owners from the outside will figure out the best ways in.

    But what about the people with dogs here? The flagstones in front of 370 1st were so stained with pee, they were beyond disgusting. What is PS to do when the owners say...oh, sorry. He just went. I couldn't stop him.

    There are times when compromise works and times when it doesn't. For those of us fed up with the dog shit and piss, I fail to see how compromise will work. The moment Tishman-Speyer allowed dogs in order to appeal to higher income families, that was the end of respectable, effective maintenance here.

    You might have thought that only the new families would want the dogs. But that's not the case. I see plenty of long timers...whether they're just dog lovers or deeply lonely people looking for love...I have no doubt that they will fight to the bitter end to have their dogs.

    At least when the dogs weren't allowed, this issue didn't exist to divide us. Now it's just one more issue to divide us started up thanks to the morons at Tishman-Speyer.

  30. Some (but not all) members of the PS force have been trained to write ECB summonses under their Peace Officer status. They are answerable to the City of New York. If someone refuses to give their name, the NYPD will certainly be summoned.

  31. To be clear. Dogs are NOT allowed to defecate on public sidewalks in NYC.

    Health Code § 161.03 Control of dogs and other animals to prevent nuisance.
    A person who owns, possesses or controls a dog, cat or other animal shall not permit
    the animal to commit a nuisance on a SIDEWALK of any public place, on a floor, wall,
    stairway or roof of any public or private premises used in common by the public, or on a
    fence, wall or stairway of a building abutting on a public place.

    I don’t know if a case can be made for Blackstone allowing this as STPCV is private property. It’s for sure a health risk to 30,000 residents doesn’t change just because the sidewalks are on private rather than public property.

    It’s also worth noting that not only are owners responsible to clean up after their dogs, property owners are too. And that appears to be true regardless if the property is private. That's means Blackstone has a responsibility. So in the future, if a mess is left, I suggest you report it to Blackstone and if it isn't dealt with in a timely way, the matter can be reported to the city.     If Blackstone is in earnest about being responsive, this would mean having someone on the staff available to clean up when reports are sent in. There’s something for Blackstone to consider and respond to.

    BTW, CR did try establishing a dog run opposite the small fountain on Peter Cooper Road. Within a few months the grass was gone and the area was a terrible, dusty eyesore. Eventually, they put the fencing back up and re-grew the grass.

    To those who think a dog run might be a good idea, I too think it’s good idea...right next to their buildings. I wonder if a dog run is even legal or a health risk if embedded within a densely populated residential areas like STPCV.

  33. PS enforces the dog rule usually when I deal with them, but they cannot do anything about illegal breeds IF management ALLOWS them to be registered
    . If they have proper tags and are on a leash they are all good.

    Kind of a shitty place to be when you can't do your job because your boss' break the rules so you cannot do it.

  35. Hi In the past month I have twice phoned Mgmt Office main # to report dog waste on the main walking paths near my building near the rink. In both cases the matter was attended to in a timely way. My point being instead of posting here about the misery of sering pet waste, call and report it and maybe like me you will have a satisfying resolution. Just try it and see what happens. Hoping for cleaner footpaths in 2016 under new ownership.

    Ah, but you are forgetting one thing: A tenant can keep a dog if management hasn't done anything about the dog in three months. It would be simple, given the lack of effectiveness of PS on dog issues and the amount of dogs here already, for a new tenant to keep a dog "hidden" for three months, and then the dog is a legal inhabitant. I agree with you, though, but I doubt PS could enforce a no new dogs rule.

  52. Why are the politicians letting NYU campus takeover multifamily housing in the East and West Village? They hoped to get GE but in the end GE chose Boston, the true center for higher education and innovation. NY has become a city without a personality, is it Dubai on the Hudson? Casinos and Convention Center Vegas II? We fairly and squarely lost the DNC to Philly because NY flaunted wealth and money and NYC lost GE because this city is trying to be anything other than what is once was, the most unique, greatest city in the world. But the loss of GE may be a gain for NY taxpayers and infrastructure. GE is one of the richest corporations and still NY tried bribing them with hundreds of millions of taxpayer dollars to set up shop. Let Boston have GE and hope they do not pollute the Waters and let's put that GE money into our infrastructure.

    GE made its announcement at the same time that Gov. Andrew Cuomo was giving his State of the State address.

We are a college campus and the Ferry is for students to get to all the Applied Sciences campuses. It has nothing to do with giving better access to working New Yorkers and EVERYTHING to do with a commute route for students between campuses and music festival parties. This summer is going to mark the first of the NYC drunken college music fest that will put the NYC city sponsored SantaCon to shame. Using NYU students for the inspections on working middle class was a low blow.

Allowing dogs in the complex was a terrible decision by Robbie Speyer, one that has caused anger and divisiveness among tenants, and made this place filthy with dog stains and even lumps of unpicked crap. I don't think anyone is "waiting" for dogs to die. It's just a fact that if the door to owning a dog were closed now, there would be a time when there would be no dogs at some future date, excepting service dogs. I fully realize that dogs can be wonderful companions for people and that most dog owners are responsible and pick up after their dog, but it's just a fact that the more dogs there are, the filthier this place becomes.

  60. Property Management could easily hose the walkways regularly and keep the place clean but they are using the overfilled littered recycling areas and poop on sidewalks to harass tenants out. Plus as long as tenants are focusing on poop and trash they are not paying attention to the overcharging market rate rents.

  67. The recycling areas are absolutely disgusting. People put food waste in the bins and nobody heeds the signs that indicate which bins are for plastics and which are for paper, etc. Everything is left for the porters to sort and those guys have to dig through the stinking food waste to separate the stuff. I don't think the new people moving in here know how read or they just don't care. I never put take anything to the recycling areas anymore (except glass because it is dangerous to the porters if it is put down the garbage chute). Everything goes down the chute because it is just pointless to try to recycle here. If so many people foul up the recycling areas, then what's the point of even having them?

They are looking for problems and things that do not exist just to use anything to disturb your life and stress you out. Aren't inspections supposed to be allowed only for a very few reasons and aren't the reasons supposed to be specific and stated on the notice? Our kids don't want these hooligans coming in our private spaces.

    Hayduk says carpet inspection will now be included as well. On a 2 year cycle as per a posting at the TA FB page. The problem with dorm style apartments is that their roommates can be gone monthly and they are gone in a year so a two year inspection cycle does nothing.

  76. Owners and supers of buildings are required by law to keep the walkways, city sidewalks and 6 inches into the city streets clean and clear. There is no need for tenants to pay for walkways to be kept sanitary and clean.
    It is the law the owners must do this.

    If they spent more time inspecting the walkways are they are supposed to by law, instead of inspecting the apartments refrigerators and air conditioners the complex would be safer.

  77. Choose people. Many posts complain about non-enforcement of the 80% floor covering rule and want mgmt. to enforce the rules. Mgmt. sets up inspections and NOW the inspections are a problem for some of you? But I guess your view is that you don't break the rules and mgmt. should know this via some type of magic?

    Let the inspectors do their jobs. And let's then see whether mgmt. is successful in enforcing a QOL issue. They deserve the chance to succeed or fail. We can then assess their performance.

  81. I'm a dog owner and am pretty disgusted by the amount of crap left on walkways and such. But a monthly fee would be a bad idea. Things would only get worse because then no one would clean up after their dogs. Why would they. They're now paying someone else to do it. I would also renters who spit gum and cigarette butts on the ground be fined, but as i said earlier, things would get worse.

    Saying that. Management really should charge renters who let their dogs in the no dog areas and/or leave poop behind. A boots on the ground team especially at night would pay for itself in weeks. I'm also not opposed to dog owners paying a DNA database charge. When poop is found and identified, the owner is fined for the violation and lab tests. If you don't enter the database you will be charged monthly for non-compliance.

    What about people with dogs who come off-property? They should be asked to leave. This is private property. No tags. No ID. Off you go. At night, more gates should be manned or closed. This would also cut down on delivery bikes and scooters.

    Lastly, there are too many dogs. I believe new leases should have a no dog clause. Inspections for pets should be tied in with carpet inspections within two months. But if the renter can hide the dog and get past the three months now the dog can stay rule, they should be fined heavily and often for a non-registered non dna compliance dog.

  82. Management and Public Safety should enforce the laws pertaining to dogs, noise and all quality of life issues and stop looking the other way. Sloppy, lazy management and poor enforcement are the root of all the QOL problems here. CW's only interest was raking in the money, no matter what the cost to the quality of life here, and Compass Rock simply followed this policy of gouging tenants and letting the QOL deteriorate to a hellish level because they didn't care. They didn't live on site, and so long as they got their pay checks they didn't give a flying fuck. Tenants were just an inconvenience to them.

    Probably the easiest thing to enforce, actually, but PS will have to up their game considerably. If PS needs more officers, so be it. And one wouldn't have to have them posted at the main entry points all the time, just, initially, during the busy times for dogs to be walked. And, yes, if a dog owner is heading from outside and the dog has no tag, then out they go, immediately. None of this excuse BS or letting in dog owners who are hot chicks.

  84. Oh, another big problem that I was reminded of reading the non-TA ST/PCV Facebook page: dog leashes. The rule is they cannot be extended beyond 6 feet, and yet we have a good number of dog walkers who extend them beyond that legal limit. This is not only a hazard (bicyclists have a hard time seeing these near invisible leashes), but unneighborly, as someone walking or jogging along has to go out of his or her way to circle around the dog owner and his/her very long leash.

  85. Donalda inspected us for a carpet twice. We were in compliance everywhere but at the little area at the front door entrance (because it would get dirty fast) but she let us buy a little entryway rug that week and came back the next time we were able to take time off of work and rush home during business hours, she saw the entry doormat we placed inside our home and she passed us. She is a nice lady and was pleasant to deal with. She told us to be sure to keep the doormat in the house and not outside the door in the public hall (like we preferred), so the entryway is 80% covered and our neighbors halls are not blocked. Our family has always been good, quiet neighbors. Inspections are stressful and we had to take time off work twice for that. From neighbors they say the new inspectors look around and through everything, beyond what they are there to "inspect". MetLife only inspected when there was a complaint. Tishman Speyer and CompassRock inspected with aggression to pry into our lives and dig up any little speck of dirt. Blackstone is looking more like Tishman Speyer Compass Rock then MetLife. If you have a problem with noise, then file a complaint and have the tenants inspected for rugs. But this "every two year" inspections is not a good way for Rick Hayduk to begin. We already had our stove, our air conditioner, our refrigerator, our closets and our medicine cabinets inspected, in every room of the house by Tishman Speyer Compass Rock and all the same people are in the management office so they have all our inspection paperwork. These broad inspections are not friendly, they are hostile and unnecessary. Those complaining about noise, go address your complaints through the proper complaint channels and leave the rest of us out of it. We have our own busy hectic schedules and our own problems and do not need to be lumped in with anyone else's so let's all just take care of ourselves, take action on behalf of ourselves, and stop whining worse than the kindergarten kids about noisy neighbors. There are plenty of ways to address it like an adult that actually do work, property management, security, 311, a lawyer.

He jumped over , she smiled & the dog did his business. Cute. Dog jumped back over & they scurried home. I am sure- to be repeated again, & again. The dog issue & the noise from neighbors are the top priorities. Also, litter. Has anyone noticed the candy wrappers, receipts, Starbucks cups & napkins all strewn around the property??? This is also true as you look around theoutside perimeter of the property . Nice message to send . This never happened before CW took over. We need more people to clean up around the property. I know for a fact there is a " cleaning team" to prep the new apartments for the next tenants. Maybe we can reshuffle the deck & let some of these people clean up the property. Good idea????     If someone has a complaint, fine. There is no priority to a complaint; it's a matter of personal opinion. Some may consider the dog issue a priority, others the high cost of their rent. Each complaint is valid for the person making it. I also don't think we need to ignore minor issues. All problems should be addressed and can be addressed by management.

If someone has noise complaints lodged against them I can understand inspections of carpets, etc., but if there is no complaint, why the inspection? My upstairs neighbors have wall-to-wall carpets, but they walk like elephants and shake the floor/my ceiling. I don't complain because people can't help it if they are heavy-footed. We live in apartments, not houses in a field. Expect to be aware that you are surrounded by live, living people who actually walk on the floor, instead of flying like Peter Pan. Expect to hear water running, dishes clanking, etc., etc. If it is such a problem, go live in a house in the middle of a large field in Kansas or Nebraska or Alaska. Then you will probably complain about owls hooting, wolves howling and all the nighttime critters of the countryside - oh, and the cows mooing in the morning and the birds twittering at dawn.

    Sorry, I've never been a fan of the argument, "You live in the city, so don't complain about noise; if you don't want noise, go live in the country." People have a right to live in an environment that is basically noise free.   102. Whose "brilliant" idea was it to turn this place into a dorm? This was a really nice place to live before we became over-run with students. Was this that Speyer creature's idea or did it pre-date him? The strain on the infrastructure from these kids must be colossal and it is so unfair to "real" tenants to have to put up with dorm crap. This project, PCV and ST, wasn't built to be a dorm and it was, and still is, a really bad idea to try to convert it into a dorm.

    I know that Speyer is famous for his lack of intelligence and insight (Larry Fink of BlackRock was the Cheney to Speyer's Bush), but even he couldn't have come up with a worse idea than to convert the property into a dorm. The quality of life has gone down the toilet (and stairs) since we became a dorm for undergrads with no manners and no upbringing. The best I can say for most of them is that their fathers should have masturbated.

  103. I believe "dorm life" started with Met at the tail end of its reign. Robbie Speyer went full blast on it. ST/PCV was then being advertised for the student crowd. CW continued pushing the dormification.

    We have seen a 5,000 tenant increase in recent years, and I'd bet most of that increase is in student tenants who are being packed into apartments that have increased in room count via partitions.

    Of course, legally, one can't deny students an apartment if they meet the qualifications, financial and otherwise. But there is zero attempt to uncover if the student renters of one apartment go beyond the allowed three unrelated. And the partitioning of apartments can stop.

    I suspect that the new Blackstone management will continue the dormification of ST/PCV. Money talks.

    Blackstone doesn't have to market to students to get student applicants. The word is already out there so the schools themselves will do the marketing.

    Of course, Blackstone can always change policy but whether they're marketing to students or not, students are here to stay.

    The student issues moving forward will focus on controlling noise and management reactions to violations of its own stated policies.
