Our landlord, BLACKSTONE, can't handle Stuy Town and Peter Cooper Village. There is a lack of enforcement of certain "rules," and no amount of notice to this alleviates the problems. We are continually being told half-truths and fabrications. And we have no viable Tenants organization, despite our TA asking for dues all the time. So far, the politicians have proven to be basically useless. A typical New York story.
Really, that is all they got: the greenery. (Less so than before, but still around.) If it were not for that, this place would be a nightmare. I think they know it.

1.0 star rating 1/10/2017 I moved into Sty town 1.5 years ago, and it was perfectly fine. Yes, the walls are thin and you can hear people walking above, but it was manageable.
Everything was fine until they rented the apartment below me to what I assume was 3 college kids. I was plagued by noise (loud talking/partying/music/beer pong) on several nights of every week. The acoustics of Sty town are something to behold. If they hung out in the back bedroom, it sounded as if they were in my bedroom! I could hear all of their conversations, their movies, their music, etc. It was amazing how the sound traveled so well into my apartment. It was not fun to be up with them until 3 am almost every night, and I was not able to function at my day job after about 1 week of this.
After realizing I could not possibly continue to stay there bc of sleep deprivation, I requested to terminate my lease. This was after repeated calls to security to request that they speak with the tenants, which they did, to no avail. Management informed me that there was a 3 month penalty fee for breaking a lease. They also informed me that of my 12 calls to the security department over a 17 day period (btw the hours of midnight and 3:30am) only 1 call was "founded." Because my case was not 'substantiated' there was nothing that they could do to help. Management suggested I stay and keep filing reports - ie prolong the sleep deprivation. Management refused to acknowledge the problem and refused to allow me to break my lease without penalty. I'm not sure how they 'substantiate' calls to security in the middle of the night, but I assure you, as do my phone records, that I was awake. Sty town management sided with the partying tenants over the stable, quiet, professional tenant who lived there for 1.5 years without so much as one iota of a complaint.
The whole experience really had me disheartened at mankind. I don't understand why the management department was so unhelpful and dismissive of my complaints. Sleep deprivation is awful, unhealthy, and dangerous, and they acted as if I was fabricating the problem. I paid the penalty and I left as soon as I found another apartment. I consider myself fortunate that I could afford to pay the penalty and leave, and I feel so bad for other tenants who cannot. I was about to craft a witty response to all the postings about noise issues in Stuy Town. But I can't concentrate. The incessant moving of furniture, the clacking of high heels at 3:00AM, the loud, raucous laughter and shrieks, and, of course, the billows of marijuana smoke wafting throughout...I'm on the edge...lol! Remember the old Beach Boys song "Help me, Rhonda"? "HELP ME, RICK" What a disgraceful transient flophouse this has become on so so many levels. ADDENDUM: Freshly laid, steaming pile of dog sh*t right by the door to the laundry room in my building! UN-fu*kin' believable?! But all is not lost. Maybe I'll bring it over to the FiveTurdCafe and they can sell it as artisanal croissants! That's being environmentally progressive, isn't it? You gotta' laugh!
It's true that this place is becoming a Hell Hole for anybody who wants to live a normal life here. I think it is a deliberate plan to remove all of the tenants who are not students or transients. They don't want a stable residential community.
People who are sleep deprived have more accidents on the road and at work. I wonder how those frat boys and woo-hoo girls would feel if the lady they kept up all night with their partying turned out to be the emergency room nurse who had to work on them or one of their loved ones being admitted to the ER after an accident or sudden illness? Or the guy driving their cab or bus and who was nodding at the wheel from exhaustion. Two ladies who live in my building are intensive care nurses; one is a cardiac care nurse. If you have a heart attack, and have to go into cardiac ICU, she will be monitoring your vitals and administering your medication. You want her to be bright-eyed and alert or struggling to hold her thoughts together because she got 3 hours of sleep thanks to your keg bash?
Blackstone needs to take very seriously the problem of noisy tenants interfering with the sleep and peacefulness of their neighbors. It's a serious matter and a very genuine health concern. I'd rather have second hand smoke and take my chances on lead paint than have to suffer sleep deprivation on a regular basis. That's how bad it is. It's also a form of harassment and is illegal and very evil to allow it to continue.
For several months, when my life circumstances changed and now especially when it has gotten cold and I need to be in my apartment more than usual, I hear things above me that has me wondering what the hell is going on up there? Periodically, furniture is being moved and seemingly heavy furniture at that. The high heels are still there, but not as frequent, and their noise is explainable. But furniture? Sometimes I wonder if it's an AirBnB apartment or part AirBnB. Just doesn't make sense, otherwise.
STR, the overcrowded, chopped up dorm units probably have furniture that has to be moved to accommodate the murphy bed or pull-out sofa bed. Also, they probably don't have room for much furniture, so chairs have to be dragged from the dining table to the television, etc.

They do not want real tenents here - just people passing through. Sad. Rick needs to do something about noise from neighbors. Most people I know do NOT report noisy neighbors. Why, I don't know. Oh, I'm okay. Probably grumpier at times. And at other times, I laugh because it is so ridiculous. Usually, I'm in a very good mood. Usually. Thanks for your concern, though.
It's not 10 AM and the hockey bombs are going strong. Why has this prime time been given to a hockey team instead of for regular lessons to children who want to learn to skate? Don't you think parents would love to send their kids off during the weekend AM hours for a couple of hours of good clean fun on the ice? And are all the players Stuy Town residents or is this another case of renting to an outside group? The rink is too small for hockey! That's why it's sounds like bombs are landing even though I live 12 floors over the rink.
I'd give a leg for them the city to post signage for (and enforce) a "no-honking" zone at 1st and 14th. My life is a constant cacophony of blaring car horns, no matter if it's 9 am, 1 pm, or 3 am. The sirens may be a necessity, but the nearly non-stop honking will drive me over the edge some day.
PCVST is made with porous cinder concrete; which have to be fire-stopped in order to control noise. 1937 NYC Administrative Code, 1938 Building code, and 1928 NYC Multiple Dwelling Law require the floors and walls to be fire-stopped with fiberglass and mineral wool to prevent smoke and air from passing through the walls for at least an hour. This is how sound is prevented from passing to other apartments. The tenants have to work together and have the sound breaches measured by an acoustic engineer and take the information to the court. The judge will require management to abate the noise nuisances.
Comments have to await approval by the administrator of this blog to be published. Comments that insult another commentator, or that cross a line the administrator is not comfortable with, will not get approved.
