Blackstone Territory in ST and PCV

According to Debbie Sabatino, the Senior Manager of this property for Blackstone and the complex's resident relations, the territory owned by Blackstone extends to the sidewalks and service roads around the perimeter of STPCV. The "islands" are the actual concrete surroundings beyond service roads, which are owned by the city. So when you see Blackstone's many club cars on the sidewalks or "service roads," they are under the control of PS. This is what is told me, and until the city says something different, it appears that what you may be seeing outside STPCV is actually owned by Blackstone.

I know that the stores around the perimeter are rented by Blackstone and that the little flower areas around the perimeter are cared for by STPCV workers, so the response makes some sense.

However, I must warn that this issue of who owns what on the perimeter is not resolved by me, nor should it be resolved by anyone else. Is PS or Blackstone responsible for the ice cream truck that stands and stinks with constant exhaust the "service road" at the corner of 14 and First Ave.? That is a for instance, and there are a few others.

Now, according to Sabatino, the club cars must obey certain rules, such as not going against traffic. I see these club cars going against traffic frequently, even on Blackstone's loops, but this is the problem: In order for PS to do anything a resident must report this and the time so the monitors, which take pictures, can be checked. Okay, okay, I see you rolling your eyes, but that's what is said. I'm just reporting at this point.

We now know what the official stance is.

    BS. Why? The recent repaving of the service roads that was done (announced with great fanfare by Danny Boy) was funded by NYC. Not Blackstone. The 4 ST loop roads and Peter Cooper Road are private roads, owned by Blackstone but are subject to NYC parking regulations. Fact, NYPD can ticket cars on these 5 loop roads. Fact, road maintenance on these 5 loop roads, such as repaving, is funded by Blackstone, like Met Life, then TS and CWC before. Also, unless things have recently changed, Kathleen Kehoe, not DS, is the head of Tenant Relations and she is actually higher on the Blackstone food chain then DS.

  2. What about 20th street between the island and the sidewalk on the PCV side (the actual street)? This is where they make some of the biggest driving infractions.

    This also makes one thing crystal clear- when someone gets hit by one of them, we know the pecking order for lawsuits!

    Also, why did Dan say those were city streets when the crappy paving job was done?

The other day, I was crossing First Avenue at that spot and a police car was in the crosswalk (blocking pedestrians) and the cops were talking to somebody (don't know who or why). They totally ignored the stinky ice cream truck. They don't care.

    10.29 AM here. Maybe the sidewalks are 100% (?) owned by Blackstone, maybe they are owned as per NYC law as per any other sidewalk fronted by private property (I think this is more likely) but the service roads, not the 5 PCVST loop roads, are NYC property since, again, the maintenance is done by NYC, not Blackstone.

    Also, NYC (not CWC/Blackstone) installed or gave permission for CitiBank to install the 2 CitiBike docking stations at the 2 First Ave locations that are adjacent to the sidewalk and are in the service roads themselves. More proof that the service roads are NYC, not Blackstone, property.

    Any time there is any ambiguity about a contentious issue where there may be special interests involved, city agencies demure. They just are no where in sight.

    So who is supposed to be the community watchdog over the agencies? Who has the power to review and question them face to face?

    It's your councilman. That's the way everything has been defined. So if your councilman is not even willing to raise such issues and probe for the answers, you can expect nothing to happen.

  13. Just my personal note: I can't stand the smoke from a cigar, but a person can smoke, as long at the cigar smoke does not affect others around him. (Actually, with a cigar, the smell can go pretty far.) I've moved at the Oval because of cigar smoke.

  15. My impression, based on observation, is that there had been very little advancement in the area of enforcement, some of which (the lanyards) we were promised recently. I've seen this and that uptake, but it is minimal. Just now two bicycles were riding around the Oval, and no PS presence stopped them.

    As to the perimeter, while the area included in front of the stores can be indeed the responsibility of the owner (ultimately Blackstone), it seems that anything beyond that, to include the "service road," is not. I've already taken photos and will present them to the DOB. It will take time and possibly more phone calls, but the situation will be clarified as to the legality of what belongs to Blackstone and what does not.

  18. Guess who I saw?

    Heading to the gym at Asser Levy, I spotted a NYC police cop in the "service road" opposite the VA, giving car tickets to the cars that were parked illegally. So, I went up to him and spoke about what Blackstone's representative told me. "No way," he basically answered. The property outside of the curb, the "road service" is under city control. I spoke to him some more and came away with more information, which is what I wanted.

    This is not it, obviously. There is more to be done, but it's getting clearer and clearer.

  24. I believe the sidewalks are under the DOT.

    One side note. All the dog violation tix in STPCV that I've seen have been written up by PS and almost all are along peripheries: 14th, 1st AVe, 20th & Avenue C.

    In fact this has been a criticism I've sent on to mgt saying that these tix are most likely being given out through car patrolling...little to nothing is being done via foot patrol to cover the interior.

    What we can infer is that PS does indeed feel that it has authority over the exterior sidewalks.

    Though I think it's more than likely that the sidewalks are owned by the DOT, we have seen something similar already play out with bikes. The NYPD is not really looking to be active in this area. So if PS is willing to write the tickets, I think the 13th is more than happy to let them do it.

    Again, my experience has been that all the agencies will give you the runaround, send you down blind alleys and in the end they'll just stop responding to you.

    Again, the system is just not defined and set up such that individual citizens without any gov'T standing can have an effect. Give it your best shot. I did. But in the end I came to a single conclusion. Unless your councilman is willing to go to bat for your quality if life issues, nothing is going to change.

    PS officers can write tickets from my understanding and they do. I believe you are quite right that the NYPD has a "hands off" policy for our quality of life infractions as long as PS promises to do the job. I swear that the loops had NYC parking cops giving out tickets, but now they don't. That speaks to me of an "understanding" that PS will take care of the job.

    Let me be kind, however, and say that PS does not have the manpower to engage this entire community and frequently is absent via the quality of life infractions. I have seen so many times these infractions happening in this complex that I am left, as others are, with the feeling that "no one cares." I am also left with the feeling, as others are, that rents are more important than anything else, aside from the serious stuff such as murder or rape, though we have seen how well PS monitors can be.

    This is true. The NYC system is deliberately set up to block citizens from getting involved with government, from being an active part of our government that is supposed to serve the public. It is set up to give lobbyists and real estate direct access to City Hall at all levels and protect the lobbyists, big RE "sole access" so public servant electeds can get away with inaction and wrongdoing. Look at who is on the Mayors Fund To Advance NY. It is all big money corporate interests and personal pals who donated big to him. Look at his any and all of his city agencies, they are failing citizens and benefiting big RE shockingly enormously. StuyTown TA practices the same tactics, using "blind alleys" to waste our time on useless directions that yield no results. When they say to go in one direction, we know to go in the other direction if we want to get any results from our time and efforts to protect ourselves and our quality of life.

  32. Off-topic, I know, but anybody shopping at Associated for bacon should check the "use by" date. They are selling Applegate uncured bacon which expired May 12. It is on sale. I told the manager (Jimmy) that it was out of date, but it didn't seem to make an impression. Maybe it's still ok, but it says it should be used by or frozen by May 12, 2017.

    Warning to anyone: always check the date! I know I always check my milk expiration date and the stock clerks love to put the near expired date at the front, and the fresher milk in back. Not just Associated.

  36. Talk about odors, last night I had to endure the"fruity tobacco smell" of the creeps downstairs. No sense in calling PS anymore. They claim that it is not weed and not illegal and they can do whatever they want in their apartment. Then weed smell greeted me in the recycling room and another whiff of it on my way back home through the 18th st loop. This place is a real sty.

    STR, I was in the store last week, before the Applegate uncured bacon (Sunday Bacon and Turkey Bacon) went on sale. I told two managers (a male and a female) about the packages being stamped "Use or freeze by 5/12/17" and they nodded and I left. Went back next day and they had been removed. Went back yesterday and they were back in the bacon section, but on sale for a lower price. They were still the same out of date packages.

    I have often discovered that stuff I purchased from Associated was waaaay out of date and now I look for expiration date on everything I buy. Their refrigerated section is not cold enough and is often on the fritz. I once bought some frozen chicken nuggets there and was sick for week! They tasted and smelled alright, but I should have been warned when my cat wouldn't touch them! This was a few years ago, before the current management. However, I believe that they brought a lot of stuff over from the closed down Associated on West 14th and it was not the freshest! The meat section often has meat that looks like it is in a state of advanced decomposition and that area often STINKS!

    I've also purchased bread from Associated from the bakery bread section and got home and found it full of green mold. One time I pointed out to Norman that there was a hot light over the fresh bread case (the bread that doesn't have preservatives) and he just shrugged. Associated is not the cleanest or most well-run grocery store I have ever shopped at and that does make a big difference as to whether I care or don't care about it closing down. I feel sorry for the employees, but the management there absolutely sucks. And where are the managers when the aisles and are cluttered with carts and people can't even get through to get on line because of carts all over the place? Why do they put boxes all along the aisles so that people have to actual wait on line in a "traffic jam" just to get through the aisle?

  40. I went to Associated as I hoped and checked a good sample of their bacon. I did not spot any that had a May date on it, but quite a few pieces were marked as expiring next month, June. I buy a few items at Associated, and it is rare for me to see something expired. That's been my experience.

    this is the story of the long road to shitpile that this place is on. Blackstone is desperate for fools to pay those 5 -6 k per month. thus anything goes. resulting in a disgusting environment for all, regardless of financial status.

    I no longer care about airbnb--let them make noise and smoke in the stairways with no consequences, as that is exactly what management allows regular tenants to do, no enforcement for anyone--and at least it keeps the apartment out of the hands of management a bit longer

    I checked later, and indeed the pile of dog shit was there. I have photos, though I don't know if I'm going to publish. Not one of the PS guards walking the property seemed to call it in.

    At one point, there were two PS officers, on opposite sides of the eastern Oval area, but no lanyard checks. Seen several dog-owners without a lanyard walk passed these two. No riding bicycles that I saw, though.

    Seen a couple of potential AirBnb "searchers" with luggage. No one checked.

  46. 12:30 pm: If tenants create an unpleasant situation for other tenants, it creates a nuisance and is a lease violation. This behavior needs to be documented and contrary to what you were told if it continues, does constitute grounds for eviction. Keep reporting it, insist that Public Safety write up each instance of it, document it yourself and send it to management and possibly legal. This can be stopped. It was management and/or PS who informed me of this.

    They most assuredly cannot continue to smoke and disturb you. They can be ejected for it, meaning evicted.

His answer was that there is nothing they can do about what is done in apartments. He then pointed over to the legal guy and said that he has had to endure smokers near his apartment for 7 years.   49. Does City or Blackstone territory matter when the City is giving away control and assets to developers left and right to do whatever they want in a NYCHA housing scam? Tishman Speyer runs City Hall, Mayors Fund to Advance NY, Thrive NY, and the entire executive, administration and staff and many of the City Council offices. City budget is a mess, City is pushing out small businesses, City is pushing out rent stabilized tenants causing more homelessness so they can use homeless crisis as an excuse to develop towers with small allotments to "affordable housing" for the little people while lobbyists and developer friends of the Mayor are getting richer building oversized pied a terres for llc investors to rent out on Airbnb, VRBO, HomeAway. If the Mayor were serious he would implement zoning on housing size to limit the space-hoarding luxury condos that are sitting empty until rented out for sports events and music concert events. Watch the City's trees, grass and open space disappear like it already is at NYCHA Holmes. Transparency on the NYCHA giveaway scam is the only way to save NYC from this greed. What is most insulting is they think we are so stupid to believe their "word". This City is a shameful disgrace because the Mayor is continuing the previous 3 term Mayor's plans he failed to complete in 2013 for TMX-Maple Group. Maybe the next comptroller will be better and not REBNY controlled and will do an honest audit on the real problems that are causing the housing crisis, the DOB approvals on new construction of empty luxury housing that is taking up too much space, and is squeezing out permanent New Yorkers.

  54. The loop roads and the PCV were private property and under the control of the owner of the complex. However, in order to maintain a private road, it must truly be private for at least one day a year. For those of you who have been around long enough, Met Life used to close the roads one day every year to maintain private ownership. Only residents and verified guests were permitted to enter. That practice I believe stopped with TS. My understanding is that since that practice stopped all the roads and all the interior sidewalks have been ceded to the city and are no longer private. So, Blackstone can say they are private property but they would be wrong.

  55. Do not doubt that we have section 8 filling these overpriced apartments. Yesterday public assistance was at my neighbor's door. I knew that they were subsidized by the city. Everybody deserves a decent place to live, but in an apartment that goes for $3500! Seniors who have lived here for many years find it difficult to pay rents that are approaching 2,000 grand.

    Everything says you are correct, but I have to take Blackstone's word until I can prove otherwise. It's a question of those "club cars." Can the club cars do anything, because Blackstone owns the property, to include riding on the service road. All the evidence points otherwise, except what Blackstone says.

    It will take time, but I will prove something, one way or another.

It is just another creative way along with dormification and airbnb to fill these apartments. As long as they get market rate they do not care who they rent to. If the Section 8 tenants stay they just keep charging the city more. There were deals made when DeBlasio and Garodnick pushed this takeover by Blackstone.

  71. The people next door to me are definitely not paying 3500 for their apartment and as I said before, public assistance came to their door yesterday. Of course, Blackstone will not own up to it, but read between the lines.

  72. 3:11, You cannot prove as fact any Blackstone renting policies. They lie through their teeth. They told us that they were not actively renting to NYU. Just take a look around you at the demo here and you know that these are not professional families and couples moving in and if they are they are priced out soon after. When public assistance is coming to see tenants, you have to read between the lines. In addition, these same tenants had a different name on the directory that wasn't theirs. When I reported it to management as well as a boarding house policy and a massive extermination, they immediately changed the name on the directory.
