Our landlord, BLACKSTONE, can't handle Stuy Town and Peter Cooper Village. There is a lack of enforcement of certain "rules," and no amount of notice to this alleviates the problems. We are continually being told half-truths and fabrications. And we have no viable Tenants organization, despite our TA asking for dues all the time. So far, the politicians have proven to be basically useless. A typical New York story.

New York City Is Closed Until Further Notice

On the street "closure" along 14th Street and all the construction that is going on, there is so much noise (which you don't hear in these photos) that residents in this area deserve a discount off their rent. How's about it, Blackstone?
The packages in the lobby are out of control. What's being done??? It is unsightly & a fire hazard. Someone will trip over one of these boxes & a lawsuit will follow. Then, maybe, Management will do something about it. We have many options - other than paying Oval Services. There are a number of rooms on the lower level , where the packages can be stored- more securely than just sitting in the lobby where anyone can take them. Use a room in the basement, lock it up & people can use their key cards to enter. What is the big deal???? Simple solution. As you say, STR, Management doesn't care!!! I don't want to think about the increase of packages as the holidays approach. Strap yourself in for a fun time. Such a greeting as you enter the lobby. Just lovely. Class act!!!!

It is doubtful that UPS and FedEx allow delivery drivers to leave packages in public areas instead of at the recipients front door. Why are the carriers and the property company allowing this practice here?
I simply can not believe the TA's horrible pitch to get members on its Facebook page. Everyone needs to take a look at that list. Here's what it should say:
1) We challenged MCI's, AND LOST, as always. We have lawyers on our board, but we still use outside counsel, because we have a lot of extra money that was so nicely given to us from unsettled Roberts claims.
2) Hah, who are we kidding... management doesn't listen to us. They will continue to pursue any and all MCI's because they know we won't win!
3) For the low cost of $50 membership, we fight to get your name removed from your key card.
4) We took credit for other people calling 311 to report work being done without permits. I know, because I called in to report it along with other neighbors before the TA caught wind of it. But hey, nothing wrong with taking credit for work you didn't do, right Susan??
5) We took the cue from the Waterside TA and actually held an event.
6) If the TA fought against the increase in tenants, Airbnb and had stable long term tenants, active shooter talks wouldn't be necessary.
The TA is useless, and these are the reasons why nobody should pay to be a member.
S.O.S. Just a different day. Nothing will change, and it only seems to get worse. Management does not care, residents do not care, nobody cares. Just keep collecting those rent checks. That's all that matters. Who cares about the quality of life. It's a free-for-all around here. Sorry, but I got to go. I hear the sound of my toilet bowl flushing.
The biggest offenders of leaving packages in the lobbies are Lasership and FedEx, though you can contact FedEx and tell them it MUST be delivered to your door. Also, UPS will deliver to the door with no problem.
I order online every couple of months for a heavy shipment of pet food. It always comes UPS to my door. This time when I ordered, I saw they were sending it by Lasership. I immediately called the company and told them that I would never do business with them again if they were going to use Lasership and I explained why. They immediately sent me a replacement order by UPS at no charge. In the unlikely event the delivery by Lasership ever gets to me, it will probably be dumped in the lobby and I will need to get a 20lb box up to my apartment. Should I receive it, I will, of course, tell the company to put the charge through a second time because I'm not looking to get something for nothing.
The company told me they had just switched to Lasership, but UPS option was still available. Their customer service said they will keep track of customer satisfaction with Lasership. I told them that it may work fine in the suburbs, but in a NYC apartment complex it is hopeless. In fact, I cancelled my Amazon and Barnes and Nobles accounts because I couldn't deal with Lasership anymore.

The TA is worse than useless. Being useless is fairly innocuous. The Tenant's Association has actually hurt us. It is comical though that they're trying to get people to write checks for fifty bucks and send it to them. Too funny.

“Hollywood comes to Onondaga,” Gov. Cuomo declared back in 2015. “Who would ever have guessed?”
Well, no one except Cuomo and his minions — and they “guessed” wrong.
Hollywood never did come to the Syracuse-area film-production complex built with $15 million in taxpayer funds. Indeed, the Central New York Film Hub has been virtually empty since it opened; the promised 350 jobs never materialized.
And now nearly $1 million in unpaid rent has it facing eviction from Cor Development, the firm that won the state contract to build it. Meanwhile, two Cor execs face federal charges for allegedly bribing Cuomo aides to get such contracts.
It was a foolish idea from the start — but apparently no one around Cuomo had the guts to make him see it, even as others in his circle profited from the boondoggle.
Nothing about it ever made sense. Why try to create a film industry where none ever existed — in the worst possible location, widely described as “the middle of nowhere”?
What movie talent would want to go there? (Other than Harvey Weinstein looking for a place to hide.)
The hub opened with no equipment and no locally available pool of freelance movie professionals — forcing any producer to import technical staff at enormous expense.
Its anchor tenant was a small start-up firm headed by an inexperienced former police detective. Only a couple of low-budget films ever got made there — and the state kicked in 40 percent of their costs.

6:36 here. You can sign up with UPS and tell them that you want your packages brought to your door and they will honor that request. I have been doing that for quite a while. They send alerts as to the progress of the delivery (in real time) and the packages are always delivered to the door. I don't buy the "this is NYC, get over it" line. We New Yorkers should not be expected to, nor willing to, eat shit and say "thank you." I never have and never will.

I know it is part of the never-enforced "House Rules," but my question is how they can make these house rules a part of our enforceable lease? Does rent stabilization allow for them to add this to the lease?

Reminds me I have check my lease for other things, too. As to the rule, this rule only makes sense if you don't know your neighbor. Sure, I've spoken to my neighbors, and it one case, I've written my upstairs neighbor several notes. I also have gotten visits from my downstairs neighbor when my son was small and making noise, when I didn't focus on it. Nothing wrong with that. I need to know if I am doing something noisy.

Part I-Since my name has been posted here again, as per usual, by an anonymous source, I will respond here in person. Because of HTML blog character restrictions, I will respond in two posts. . Do we not all agree that again until 6/2020, all PCVST apartments, non-renovated (aka long term tenants- like the STR and myself,) the so called market rate tenants (renovated), the NYC lottery apartments (renovated) are currently under NYS RS law so it is the advantage of Management (now Blackstone/SPS) to churn apartments rapidly so that the landlord can then get the NYS RS 20% increase in the legal RS rent. That is why students and the just post college transient crowd are loved here by Management, the vast majority of them are here for one year max and then they are gone. So any excuse to terminate a lease, any lease, will be used by Management.
Part II-Of course "tenant on tenant harassment” can be used by Management to terminate a NYS RS lease and then evict. Is it easy? Far from it. No, the case has to go to NYC Housing Court for a final decision. And a tenant must first be offered the right “to cure” such a violation. And one will probably have to lawyer up ($) in any case if this happens. I am not dealing with emotion; I am posting the legal facts. Many long term tenants here are in denial of the dormification process and live in the past. Mother Met died a long time ago.
As I have posted on FB, I have had many confirmed QOL PS complaints lodged against tenants who violated their lease. I have had at least 5 direct meetings (PS, Property Managers, Legal)-locations have been the old Ave C office, the PS Oval Office and the 276 First Ave office,) with management (CWC/Rose Associates/CompassRock) re these issues so I believe I have some cred here on what goes down. During the Blackstone/SPS tenure, I have had direct written correspondence with PS (plus in person direct contact with PS Chief William McClellan); Tenant Relations and Rick Hayduk re QOL issues and FDNY code issues-stair case doors that would not close. I have been generally successful for these issues. And then there was the infamous overnight illegal parking (No Standing) of the PCVST white trucks in the 14th loop. Guess who got that fixed (with swift cooperation from SPS Manangement after notification-trucks are now parked overnight under the FDR drive in a commercial lot) after notifying Management with an extensive picture proof of a FDNY vehicle event (at least 5 FDNY vehicles) being obstructed by these illegally parked trucks? Me. At one end of the ”rules”, it is very difficult to time the arrival of a PS officer to confirm a noise complaint. At the other end, it is fairly easy to confirm with PS lease/trash violations which are also FDNY code violations as well. By confronting tenant(s) directly, or, as I have posted at FB, in today’s PCVST environment, who knows what the tenant status of the person you confront is. Tenant of record? Occupant? “Guest”? AirBnb? Guess what, you have just given Management the direct audit trial to come after you. And it does not matter if the person is short term or long term or if you know your neighbors or not, Management can still come after you. Why put yourself in legal jeopardy? What kind of stupidity or dictatorship tells you to say nothing to an inconsiderate, unconscious, or just plain selfish person who is harming you??? I refer to statements claiming we are not permitted to address another human being here who is noisy, filth-producing, etc.
Mr Dunn, I was the initial poster that used your name (not the 2nd snarky comment) questioning how the house rules can be made a part of our lease. In no way did I mean to be disrespectful, I was truly inquiring and figured you (or someone else on here) would be knowledgeable on this.

The bottom line is that a lot of these house rules are just basic common decency for anyone living in a multiple apartment dwelling, and it is sad that it has come down to us discussing legal ramifications for common decency issues.
When it comes to confronting neighbors, why does it have to be "confronting?" Just going to a neighbor and telling that something they are doing is disturbing you in some way does not have to be confrontational. Some people (me included) would rather have a neighbor knock on my door and ask me if I could lower my music/tv/whatever. I would gladly oblige and would prefer a friendly, non-confrontation request by the neighbor than to get a letter from Management or have a PS officer show up at my door. A lot of situations in a multi-unit place like this can be quietly and amicably sorted out between people (so long as neither of you is an asshole) and Management and PS don't have to become involved.
8:30 AM, it's not a joke. Small kids have been getting their hands stuck in the doors. A busy parent or babysitter may need that notice in their face to jolt them into looking down and catching their kid who is about to put the little hand in the door or who is standing too close to the door. It's like a "watch the step" or "wet paint" sign. It alerts you when you might be preoccupied and momentarily unaware of danger.
No, let them play with the moving doors! Duh! Where the hell are the parents? Oh, I know? They are glued to their I-Phones instead of paying attention to their child. They are income capped (unverified screening and no penalty for lying applicants according to recent news reports), time limited (less than one generation - now 18 years in PCVST) and lack many basic RS protections supporting stable, secure communities. Most pay just a few hundred dollars below market rent.
Who administers? - Untrustworthy landlords operating on an honor system?

All leases here are currently under DHCR review. All tenants here have NYS RS tenant rights including the right to succession, the right to sublet, the right for a lease renewal etc. Again, on 6/2020, the J-51 tax abatements expire, basically ALL renovated apartments will not be under NYS RS law as per that date. This is a copy and paste from a Management response to a Yelp review (link on the banner page of this blog) whereby the tenant wanted to terminate his lease early:
“I am glad that you enjoyed living in StuyTown for as long as you lived here, and we are sorry that you relocated away. We have a schedule for fees charged when leases are broken and the amount changes with the seasons, i.e. when there is strong demand the fee is lower, and when it will take us longer to find a replacement tenant, unexpectedly, the fees are as high as three months rent. When it comes to modifying the rules around lease assignment and subletting, our staff cannot bend and vary from what we can and cannot do as a rent stabilized facility, so please forgive the fact that sticking to the rules came across as rudeness, which I'm sure it wasn't. There used to be a waiting list to get in here and now there is one to get out! I don't blame people for renting out their apartments on AirbnB considering the extortion practiced by Management when anybody wants to break their lease.
Another thing that is absolute extortion is when a longtime tenant moves out and, even though they are going to gut renovate the unit, Management charges the departing tenant for every little nick and scratch and for any improvements they put in themselves, e.g., light fixtures, ceiling fans, etc. That is why any longtime tenant moving out should make sure they don't pay their last month's rent. If you're elderly and financially stable, you don't have to worry about your credit rating. Screw 'em!

There should absolutely be a law against that because it is inexcusable when they are planning to gut and renovate the apartment.

An inspector levied 33 violation points, the most critical being No. 1:
1) Evidence of mice or live mice present in facility's food and/or non-food areas. 2) Facility not vermin proof. Harborage or conditions conducive to attracting vermin to the premises and/or allowing vermin to exist."
October 15, 2017 at 12:07 PM the management may try to do that but might not be able to. The long time tenants leases do not include the same language as the newer tenants so the terms dictating that tenants restore the apartment to move-in condition may not apply to all tenants. Check your leases before you let management charge you anything.
Have your lawyer pay off a DA and you can get away with anything. The system is rigged in favor of a real estate developer, a wealthy man with political friends in Albany, and an old-establishment politician who pretends to be progressive. This morning, tears came to my eyes. No, not tears of joy. The Ice Rink is back. Workers are starting on it, even as I write this. Also, there are leaf blowers with their noise, and worse, kicked-up dirt and dust. And non-lanyard dogs around the Oval with nobody checking or escorting the walkers and their dogs out. \
Sorry, but it will take a few minutes, I hope, before I become acclimated to this disaster.

All of this stuff are common sense issues. But then again, nothing makes sense around here anymore. If you need signs to reminded of what not to do, then one has issues. And in case YOU haven't figured it out, these signs were never here years ago, nor were they ever needed. End of story. Move on.

For Management, it was never a failure but an amenity they can advertise. And now that it is getting colder? Who is going to go there? Maybe some hardcore guys and gals, but even less than before.

Regarding signs, there were no signs in ST or PCV elevators back then, but when he was a little one, my son got his hand momentarily caught in an elevator--and I was holding him! The elevator was somewhat filled, and I couldn't go back in it, but stayed up front. A second was all that was needed--and his hand shot up. Now, he wasn't seriously hurt, but it still was a frightening experience. Did I need to be reminded that I should watch the little ones in an elevator? Hardly. Common sense dictated that, but things happen....
Re: Security. As has been noted before, they will enforce very little. They have been shorthanded and overworked.
They have been instructed to be less police-like and more "friendly."

Unfortunately, this is what I see, at least sometimes. There's a relatively new PS officer around the day time (when he's around), who rides and walks and smiles and talks to the residents. But true police action? Unless an infraction is right by a PS officer, chances are very good, the infraction will be ignored. And any resident who complains: "What's it to you?"

That's not what I am seeing at the TA FB page and in my own experience as well, it's non-renovated apartment tenants who are getting inspections, not renovated apartment tenants. I got an inspection around 3 years ago. Make sense since the renovated apartments are churned at a much higher rate than the non-renovated apartments so there is no need for an inspection, that process is done when the apartment is "prepped' for the new lease.

As if NY was not already failing large when it comes to road accidents with bikes, pedestrians, and automobiles. This is a recipe for disaster unless the politicians pass laws before they put these automated cars on the roads where we commute everyday. Or when an automated car is hit by another automated or not automated car who is responsible for the accident?
Is the car manufacturer now responsible for all car accidents where an automated vehicle hits someone? If so then that could be good news because the responsible party being the car manufacturer assures that the victim's hospital bills will be covered by the deep pockets full of big profits made by car manufacturers who have paid-off politicians making their business deals for them.

I am not sure what you are posting your rant on this blog for, but for the record, I hope that the self driving cars will mow down as many bicyclists as possible. And I am not talking about the delivery guys. I am talking about the CitiBikes, the guys in tights, and the Miss Almira Gultch's. The delivery guys will at least try to avoid pedestrians. The rest of them ignore all the rules of the road and try to hit pedestrians as sport. Nanny Bloomberg did some good and some bad for this city, but the worst of his Nanny crusades was this bicycle idiocy.
I report what I see, and sometimes take photos. I know, having seen this myself, and not just once, that delivery people on those illegal motorized bikes have come near to striking a resident. Try to catch them after that, and they are gone, as their illegal motorized bikes are fast. Ess-a Bagel, for one, uses these illegal bikes. Ess-a Bagel is a store that rents from this complex. They have been reported. But the more, the merrier.
I think the motorized bikes should be seized by PS and not given back. They are illegal. I wish Management would take its head out of its arse and do something about this problem.

The reason being is that motorized bikes are one of the prime problems here. They are not stopped by PS, except if they run over a PS officer.
It takes a little more manpower, but these illegal bikes (on two accounts: no restaurant displayed and motorized) are ILLEGAL. No debate about it. Then why are we seeing them all the time in this complex?
Sitting in the oval a little while ago, counted 18 bikes in about a 20 minute period that completely ignored the no biking signs. 9 of them rode right past the PS office with officers standing around.
The bottom line is that we will continue to see an increase in bikes with more students living here and ordering every meal for delivery. The only person that can change any of this is Rick, this far he chooses not to.
That's why this place is a joke, and until we get real management that means business, we continue to see the S.O.S. The Met Life days are now only a distant memory. What a shame!

Even working professionals with very good salaries can no longer afford this place or justify the astronomical rents. Let me tell you a little story that I've already told with different characters and dates:
So, I decided since it's a nice day, and I finished my work, to head over to one of the benches at the Oval. As I was starting to daydream, a guy sits close by with a dog. (I don't think the guy was a resident, but I was too lazy/indifferent to check the lanyard.) The dog is big, but quiet. Okay, I try to go back to daydreaming. Seconds later, because of this dog, other dogs join him. Great for this guy and his dog, but now I can't daydream as there are a bunch of dogs near me.
Okay, I'm cool and head over to the generally unoccupied bench on the others side, near the 20th Street loop. The building of the Ice Rink is not done on Sunday. I go over there, and someone is sitting on a bench nearby, yapping away, very loudly, on a cellphone.
Okay, maybe it is just time to head upstairs and forget the nice day for a while.
I go up to T level, but I spot two people waiting around the door to be buzzed in or piggyback with someone who has a card.
I don't want to deal with this nonsense, so I go around, and try the M entrance. Sure enough, the other way, I came across dog crap stains and steams of dog urine, and two dogs, at least. But I make my way inside. What can I do?

You got that right, STR. And that is only what we can see and hear. Remember we live atop a toxic gas waste dump and although original tenants and very long-term tenants have tended to live to be in their nineties because the stuff was never disturbed, that isn't the case these days. The toxic soil was disturbed when they built the Bunker (with the blessing and cooperation of our toxic waste TA and even more toxic Councilman) and the constant renovations and construction inside these old buildings is no doubt stirring up all kinds of toxins that have been harmlessly lying dormant for the last 70 years.
Of course, now that they don't use unionized labor, they can expose the workers to all the poison in the world and nobody is going to object to it. They figure the new tenants are short term and won't be here long enough to be adversely affected, but the rest of us can [literally] suck it up. I don't know how anybody can raise a small kid here or bring new life into the world while living in this toxic dump. The affects on the young will probably not show up for many years and Blackstone won't care any more than CW, Steinberg and Garodnick will care.

Well finally some good news, the new? Management office/bunker is surrounded by polluted soil, I know they had a massive excavation when they started, but do they ever go far enough or just what the law requires. I hope management feels uneasy & unsettled. Now you know how we feel.
They dug very deep to build that stinking bunker and they had the blessings of Garodnick and Steinberg. I would hate to live in the buildings adjacent to the bunker because there must be a lot of toxic dust that is still hanging around, maybe on the the buildings and windows. As for the people working in the bunker, they should be issued hazmat suits.

A library has been mentioned as one of the amenities for adults. Pardon, but where? If you are talking about Oval Study, the books lining the selves are just for show. The books are not even indexed. No one, and I repeat in case you don't understand, no one uses that "library." So where is this library? I would like to go.
Typically, it is hard for me to find no violations (not mine, btw) in a space of five minutes. Everyone has choices to make, and I can understand where some residents feel, overwhelmingly, that they have made the right choice. The prone position is one they live with and have accepted, with joy it seems. I've been here for about 30 years. I have never seen this place so bad. Filth-wise it is unexceptionable. Bikes, skateboards, club cars going whichever way are unacceptable, too. Some of these are illegal. I have presented photos. I have presented some of these photos to Management and Public Safety. The response has been a smile, "I agree with you," but the situation continues. And continues. Are you really glad at what you and I see? I guess so, if one reads a portion of the TA Facebook.

I've been there many, many times. As I said, no one uses the "library," so the poster must not have been inside and is BS-ing as far as "amenities" go. He is just reading the website. As I also said, a perfect tenant.
Suggestion: All the rah-rah people should pay more for their TA dues, as the site gives them a voice to tell how wonderful it is living here (and, yes, it does have perks). Or is it the other way around? The TA should pay the rah-rah people?
I have lived here my whole life, and still enjoy living here, but I'm also a realist... this place has major flaws, and quality of life is decreasing by the day.
All these people claiming to live in an oasis are overlooking the real problems of Blackstone's rental policy... an overall drain on the infrastructure of this property. Plumbing, electrical, elevators, etc. are the real concern, but as someone pointed out, most don't care because they are gone after a year. People that plan to be here for a while need to cognizant of this, because the infrastructure is the unseen problem of this community.
Oh, and the grass that everyone lies on is just a few feet above extremely dangerous chemicals. I'm sure that had something to do with MetLife keeping us off it for all those years. Remember that as you sit there in the oasis.

Again, some residents, when they look at their reality, can be thankful they live here. In a way, I am thankful, too. At least for certain things. When I report that I have to escape somewhere, because it is too noisy or too much dust kicked up in Stuy Town, I am not lying. I don't lie for an agenda. That is why I have periodic photos. Photos do not lie. I just don't know about certain voices who seem delighted with it all. Surely, there are complaints!
The new Management "bunker" behind 274-276 First Avenue was NOT built on a site containing any ConED MGP contamination, nor is any of the Oval, nor most of the grassy areas in ST affected. There is complete documentation on the proposed remediation including maps of the areas available at:

I assume that Management already knew about it. How could they not? That said, I am not clear on the solution. Does Management expect residents to walk over and deposit the packages to a holding center here? "ST residents should bring such packages to Oval Services, and PCV residents can use the kiosk on 22nd St. and First Ave." This doesn't makes sense or the fact that there will be no charge to hold the packages. I understand that Management would like Oval Services to be used, but charged by month also.
Perhaps the best solution, as long as people are having packages delivered more and more, is to have holding centers in each of the buildings, opened and manned at various hours. Of course, this necessitates more work and more workers for Blackstone, but I think they can afford it.

Back in the day, we only ordered from catalogs, as opposed to online orders, and there were much fewer deliveries. Nowadays we have people ordering their groceries online and so many are addicted to Amazon. Of course there are many, many more deliveries of packages and somehow we have to deal with that. Who the hell used to order groceries online a few years ago? With the dorms and transients there is bound to be hundreds of package deliveries to every building every day. This is the new order of things.
The other night, I was in Associated and overheard a young couple talking about the dearth of coffee choices in the store and the young lady said to her boyfriend "We can order good coffee from Amazon and it will be here tomorrow morning." Whodda thunk about that a few (very few) years ago? No wonder the lobbies are filled with packages, not to mention all the boxes of stuff dumped outside by Lasership.
I like to order some things online, but I pay the extra S&H for UPS to deliver to my door. It used to be that if you weren't home when UPS tried to deliver you had to schlep over to their depot to get your stuff. Same with the Post Office. If it didn't fit into the mailbox (and what does?) and were not home, you had to go to the PO to bail your parcel out. Sometimes "convenience" can be very inconvenient. I'm beginning to think that there is something to be said for brick and mortar stores after all!
Online shopping will just continue to grow, continuing to make this situation worse each year. I saw a story this week about Nordstrom opening a new store that had nothing for sale in the store. You went to the computers and ordered what you want, and it's delivered to your home.
PCVST needs to dedicate one storage room to packages going forward, and that solves all of the problems... similar to the bike rooms, which are only accessible by key card.
I am more than willing and eager to show or tell you "good" news. However, this morning, within the space of a minute, I saw three violations when walking to my building: 1) a dog walker (with big dogs) and no official lanyard, 2) a car resting in the white marker for crossing the loop (he is on his cell), 3) a large pile of dog shit, not picked up, in front of my building.

Not necessarily STR. The house rules specifically states the following:

Tenant shall make a good faith effort to prevent any excessive smoke, odors of cooking or other processes, or any unusual or other objectionable odors to emanate from the Apartment.
I would not be afraid to call and complain, nor should anyone else. You are within your legal rights. Don't be afraid. Throw it right back at them.
Another incentive to be a rah-rah person, one most of us don't think about. 1,000 dollars. That's what you get (in rent discount, I believe) if you get a "friend" to live here. That is some incentive to consider this place wonderful.
Living here, living in New York City, just plain living these days is often difficult.

Anyone else get a letter from Keith Powers mom? Talk about immature! It baffles me that someone wrote this without question, and even worse is that someone approved it to be sent out.
Nothing screams lack of leadership more than a man who needs a letter of recommendation sent out from his mother. And he will be our councilman. Wow.
Oh, and I hate this notion that he's a "community man" because of his family ties to the community. The same exact things were said about Garodnick and he sold us down the river any and every time REBNY told him to. I expect nothing less from Powers and his ridiculous 22 point reform.
Garodnick’s endorsement of Keith Powers could dissuade me from voting for him. He seems like a nice guy but is too cozy with the do nothing TA and probably management too.
I can understand having the Halloween carnival in the Oval for the kids, but I cannot understand why they have to have that loud band annoying us Oval residents. That crap music has nothing to do with Halloween and it is so annoying.
That crap music blasting in the Oval again and right into my apartment. The Halloween carnival is nice for the kids but why this obnoxious music after.
1 bedroom apartment dwellers. Noise is seriously worse than the 2 bedroom We downsized to save money but the acoustics or something is fucked up here. The rooms can shake from upstairs noise and rude people living above or next to you suck as they do not care they are extremely loud with no rugs.
Comments have to await approval by the administrator of this blog to be published. Comments that insult another commentator, or that cross a line the administrator is not comfortable with, will not get approved.
On the street "closure" along 14th Street and all the construction that is going on, there is so much noise (which you don't hear in these photos) that residents in this area deserve a discount off their rent. How's about it, Blackstone?

Use a room in the basement, lock it up & people can use their key cards to enter. What is the big deal???? Simple solution. As you say, STR, Management doesn't care!!! I don't want to think about the increase of packages as the holidays approach. Strap yourself in for a fun time. Such a greeting as you enter the lobby. Just lovely. Class act!!!!

ReplyDeleteThe biggest offenders of leaving packages in the lobbies are Lasership and FedEx, though you can contact FedEx and tell them it MUST be delivered to your door. Also, UPS will deliver to the door with no problem.
ReplyDeleteI order online every couple of months for a heavy shipment of pet food. It always comes UPS to my door. This time when I ordered, I saw they were sending it by Lasership. I immediately called the company and told them that I would never do business with them again if they were going to use Lasership and I explained why. They immediately sent me a replacement order by UPS at no charge. In the unlikely event the delivery by Lasership ever gets to me, it will probably be dumped in the lobby and I will need to get a 20lb box up to my apartment. Should I receive it, I will, of course, tell the company to put the charge through a second time because I'm not looking to get something for nothing.
The company told me they had just switched to Lasership, but UPS option was still available. Their customer service said they will keep track of customer satisfaction with Lasership. I told them that it may work fine in the suburbs, but in a NYC apartment complex it is hopeless. In fact, I cancelled my Amazon and Barnes and Nobles accounts because I couldn't deal with Lasership anymore.

Hollywood never did come to the Syracuse-area film-production complex built with $15 million in taxpayer funds. Indeed, the Central New York Film Hub has been virtually empty since it opened; the promised 350 jobs never materialized.
And now nearly $1 million in unpaid rent has it facing eviction from Cor Development, the firm that won the state contract to build it. Meanwhile, two Cor execs face federal charges for allegedly bribing Cuomo aides to get such contracts.
It was a foolish idea from the start — but apparently no one around Cuomo had the guts to make him see it, even as others in his circle profited from the boondoggle.
Nothing about it ever made sense. Why try to create a film industry where none ever existed — in the worst possible location, widely described as “the middle of nowhere”?
What movie talent would want to go there? (Other than Harvey Weinstein looking for a place to hide.)
The hub opened with no equipment and no locally available pool of freelance movie professionals — forcing any producer to import technical staff at enormous expense.
Its anchor tenant was a small start-up firm headed by an inexperienced former police detective. Only a couple of low-budget films ever got made there — and the state kicked in 40 percent of their costs.
Typical Cuomo, in other words: A grandiose pie-in-the-sky announcement that ends in disaster when reality crashes to earth — leaving taxpayers stuck with the tab.
And it explains why upstate remains in such dire straits despite the billions Cuomo has thrown at “economic development.”
The $750 million Solar City plant in Buffalo has only a skeleton crew working and little hope of better, since Team Trump is ending Obama-era solar subsidies. The gov’s StartUp NY has spent over $650 million to produce just 1,000 jobs. And his new casinos are already seeing revenue shortfalls.
Cuomo is big on vision, promises and public investments. Too bad he comes up short when it comes to common sense.
Next thing you know they city and state will spend $4,000,000,000.00 on new subways stations and a new short subway line while the entire system is falling apart. Oh wait, they already did that.

ReplyDelete6:36 here. You can sign up with UPS and tell them that you want your packages brought to your door and they will honor that request. I have been doing that for quite a while. They send alerts as to the progress of the delivery (in real time) and the packages are always delivered to the door. I don't buy the "this is NYC, get over it" line. We New Yorkers should not be expected to, nor willing to, eat shit and say "thank you." I never have and never will.

Reminds me I have check my lease for other things, too. As to the rule, this rule only makes sense if you don't know your neighbor. Sure, I've spoken to my neighbors, and it one case, I've written my upstairs neighbor several notes. I also have gotten visits from my downstairs neighbor when my son was small and making noise, when I didn't focus on it. Nothing wrong with that. I need to know if I am doing something noisy.

Because of HTML blog character restrictions, I will respond in two posts. . Do we not all agree that again until 6/2020, all PCVST apartments, non-renovated (aka long term tenants- like the STR and myself,) the so called market rate tenants (renovated), the NYC lottery apartments (renovated) are currently under NYS RS law so it is the advantage of Management (now Blackstone/SPS) to churn apartments rapidly so that the landlord can then get the NYS RS 20% increase in the legal RS rent. That is why students and the just post college transient crowd are loved here by Management, the vast majority of them are here for one year max and then they are gone. So any excuse to terminate a lease, any lease, will be used by Management.
Part II-Of course "tenant on tenant harassment” can be used by Management to terminate a NYS RS lease and then evict. Is it easy? Far from it. No, the case has to go to NYC Housing Court for a final decision. And a tenant must first be offered the right “to cure” such a violation. And one will probably have to lawyer up ($) in any case if this happens. I am not dealing with emotion; I am posting the legal facts. Many long term tenants here are in denial of the dormification process and live in the past. Mother Met died a long time ago.
ReplyDeleteAs I have posted on FB, I have had many confirmed QOL PS complaints lodged against tenants who violated their lease. I have had at least 5 direct meetings (PS, Property Managers, Legal)-locations have been the old Ave C office, the PS Oval Office and the 276 First Ave office,) with management (CWC/Rose Associates/CompassRock) re these issues so I believe I have some cred here on what goes down. During the Blackstone/SPS tenure, I have had direct written correspondence with PS (plus in person direct contact with PS Chief William McClellan); Tenant Relations and Rick Hayduk re QOL issues and FDNY code issues-stair case doors that would not close. I have been generally successful for these issues. And then there was the infamous overnight illegal parking (No Standing) of the PCVST white trucks in the 14th loop. Guess who got that fixed (with swift cooperation from SPS Manangement after notification-trucks are now parked overnight under the FDR drive in a commercial lot) after notifying Management with an extensive picture proof of a FDNY vehicle event (at least 5 FDNY vehicles) being obstructed by these illegally parked trucks? Me. At one end of the ”rules”, it is very difficult to time the arrival of a PS officer to confirm a noise complaint. At the other end, it is fairly easy to confirm with PS lease/trash violations which are also FDNY code violations as well. By confronting tenant(s) directly, or, as I have posted at FB, in today’s PCVST environment, who knows what the tenant status of the person you confront is. Tenant of record? Occupant? “Guest”? AirBnb? Guess what, you have just given Management the direct audit trial to come after you. And it does not matter if the person is short term or long term or if you know your neighbors or not, Management can still come after you. Why put yourself in legal jeopardy?
Hey why don’t you all contact SPS Legal and the DHCR and see what they have to say re this issue?

ReplyDeleteWhen it comes to confronting neighbors, why does it have to be "confronting?" Just going to a neighbor and telling that something they are doing is disturbing you in some way does not have to be confrontational. Some people (me included) would rather have a neighbor knock on my door and ask me if I could lower my music/tv/whatever. I would gladly oblige and would prefer a friendly, non-confrontation request by the neighbor than to get a letter from Management or have a PS officer show up at my door. A lot of situations in a multi-unit place like this can be quietly and amicably sorted out between people (so long as neither of you is an asshole) and Management and PS don't have to become involved.
ReplyDelete8:30 AM, it's not a joke. Small kids have been getting their hands stuck in the doors. A busy parent or babysitter may need that notice in their face to jolt them into looking down and catching their kid who is about to put the little hand in the door or who is standing too close to the door. It's like a "watch the step" or "wet paint" sign. It alerts you when you might be preoccupied and momentarily unaware of danger.

Lottery winners are a separate class of tenant defined by private agreements between landlords and NYC. They are income capped (unverified screening and no penalty for lying applicants according to recent news reports), time limited (less than one generation - now 18 years in PCVST) and lack many basic RS protections supporting stable, secure communities. Most pay just a few hundred dollars below market rent.
Who administers? - Untrustworthy landlords operating on an honor system?
Who monitors? - Corrupt NYC politicians owned by REBNY bankrolling them?
Who enforces? - What are penalties for noncompliance?

Yes, it is.
All leases here are currently under DHCR review. All tenants here have NYS RS tenant rights including the right to succession, the right to sublet, the right for a lease renewal etc. Again, on 6/2020, the J-51 tax abatements expire, basically ALL renovated apartments will not be under NYS RS law as per that date. This is a copy and paste from a Management response to a Yelp review (link on the banner page of this blog) whereby the tenant wanted to terminate his lease early:
“I am glad that you enjoyed living in StuyTown for as long as you lived here, and we are sorry that you relocated away. We have a schedule for fees charged when leases are broken and the amount changes with the seasons, i.e. when there is strong demand the fee is lower, and when it will take us longer to find a replacement tenant, unexpectedly, the fees are as high as three months rent. When it comes to modifying the rules around lease assignment and subletting, our staff cannot bend and vary from what we can and cannot do as a rent stabilized facility, so please forgive the fact that sticking to the rules came across as rudeness, which I'm sure it wasn't. Bes t regards,-Peter R

ReplyDeleteThere used to be a waiting list to get in here and now there is one to get out! I don't blame people for renting out their apartments on AirbnB considering the extortion practiced by Management when anybody wants to break their lease.
ReplyDeleteAnother thing that is absolute extortion is when a longtime tenant moves out and, even though they are going to gut renovate the unit, Management charges the departing tenant for every little nick and scratch and for any improvements they put in themselves, e.g., light fixtures, ceiling fans, etc. That is why any longtime tenant moving out should make sure they don't pay their last month's rent. If you're elderly and financially stable, you don't have to worry about your credit rating. Screw 'em!

October 15, 2017 at 12:07 PM the management may try to do that but might not be able to. The long time tenants leases do not include the same language as the newer tenants so the terms dictating that tenants restore the apartment to move-in condition may not apply to all tenants. Check your leases before you let management charge you anything.

At least with Bloomberg we knew what we were getting. He never hid his ties to the money and real estate, and made his development ideas well known, even though he knew they weren't popular amongst many city residents (think Hudson Yards).

Also great to Management, who lose money on the deal, but can promote the rink to prospective renters as an "amenity," amenities being crucial to sell a property (so the thinking goes). At least I am not living over it, and so don't hear the noise.

And in case YOU haven't figured it out, these signs were never here years ago, nor were they ever needed. End of story. Move on.

Regarding signs, there were no signs in ST or PCV elevators back then, but when he was a little one, my son got his hand momentarily caught in an elevator--and I was holding him! The elevator was somewhat filled, and I couldn't go back in it, but stayed up front. A second was all that was needed--and his hand shot up. Now, he wasn't seriously hurt, but it still was a frightening experience. Did I need to be reminded that I should watch the little ones in an elevator? Hardly. Common sense dictated that, but things happen....

There's a relatively new PS officer around the day time (when he's around), who rides and walks and smiles and talks to the residents. But true police action? Unless an infraction is right by a PS officer, chances are very good, the infraction will be ignored. And any resident who complains: "What's it to you?"

And once again, it's 100% about Blackstone covering their asses. It's like the signs at a pool that state no swimming when lifeguard is off duty, which covers the facility if something happens. This protects Blackstone if more incidents happen, common sense or not.

ReplyDeleteThat's not what I am seeing at the TA FB page and in my own experience as well, it's non-renovated apartment tenants who are getting inspections, not renovated apartment tenants. I got an inspection around 3 years ago. Make sense since the renovated apartments are churned at a much higher rate than the non-renovated apartments so there is no need for an inspection, that process is done when the apartment is "prepped' for the new lease.

ReplyDeleteAs if NY was not already failing large when it comes to road accidents with bikes, pedestrians, and automobiles. This is a recipe for disaster unless the politicians pass laws before they put these automated cars on the roads where we commute everyday. The politicians can't even regulate bikes in this little complex, let alone regulate with laws automated cars on city streets.
Automated cars could be a good thing but not if the politicians are lazily solely focusing on the business deals that fill their coffers to advance their own job promotions instead of passing laws to keep us all safe and responsible parties accountable when collisions happen.
The bad news for bicyclists and pedestrians is that the law makers are making business deals instead of making laws. When automated cars are on the streets of NYC it is unclear and not established who is accountable for vehicle accidents when someone is hit, a bicyclist or pedestrian or other car is hit by an automated vehicle. Or when an automated car is hit by another automated or not automated car who is responsible for the accident?
Is the car manufacturer now responsible for all car accidents where an automated vehicle hits someone? If so then that could be good news because the responsible party being the car manufacturer assures that the victim's hospital bills will be covered by the deep pockets full of big profits made by car manufacturers who have paid-off politicians making their business deals for them.
Someone wants a promotion to be President and thinks the automakers will finance a big portion of the ride.

ReplyDeleteI am not sure what you are posting your rant on this blog for, but for the record, I hope that the self driving cars will mow down as many bicyclists as possible. And I am not talking about the delivery guys. I am talking about the CitiBikes, the guys in tights, and the Miss Almira Gultch's. The delivery guys will at least try to avoid pedestrians. The rest of them ignore all the rules of the road and try to hit pedestrians as sport. Nanny Bloomberg did some good and some bad for this city, but the worst of his Nanny crusades was this bicycle idiocy.
I report what I see, and sometimes take photos. I know, having seen this myself, and not just once, that delivery people on those illegal motorized bikes have come near to striking a resident. Try to catch them after that, and they are gone, as their illegal motorized bikes are fast. Ess-a Bagel, for one, uses these illegal bikes. Ess-a Bagel is a store that rents from this complex. They have been reported. But the more, the merrier.

ReplyDeleteThe reason being is that motorized bikes are one of the prime problems here. They are not stopped by PS, except if they run over a PS officer.
It takes a little more manpower, but these illegal bikes (on two accounts: no restaurant displayed and motorized) are ILLEGAL. No debate about it. Then why are we seeing them all the time in this complex?
Sitting in the oval a little while ago, counted 18 bikes in about a 20 minute period that completely ignored the no biking signs. 9 of them rode right past the PS office with officers standing around.

ReplyDeleteSo, I decided since it's a nice day, and I finished my work, to head over to one of the benches at the Oval. As I was starting to daydream, a guy sits close by with a dog. (I don't think the guy was a resident, but I was too lazy/indifferent to check the lanyard.) The dog is big, but quiet. Okay, I try to go back to daydreaming. Seconds later, because of this dog, other dogs join him. Great for this guy and his dog, but now I can't daydream as there are a bunch of dogs near me.
Okay, I'm cool and head over to the generally unoccupied bench on the others side, near the 20th Street loop. The building of the Ice Rink is not done on Sunday. I go over there, and someone is sitting on a bench nearby, yapping away, very loudly, on a cellphone.
Okay, maybe it is just time to head upstairs and forget the nice day for a while.
I go up to T level, but I spot two people waiting around the door to be buzzed in or piggyback with someone who has a card.
I don't want to deal with this nonsense, so I go around, and try the M entrance. Sure enough, the other way, I came across dog crap stains and steams of dog urine, and two dogs, at least. But I make my way inside. What can I do?

ReplyDeleteYou got that right, STR. And that is only what we can see and hear. Remember we live atop a toxic gas waste dump and although original tenants and very long-term tenants have tended to live to be in their nineties because the stuff was never disturbed, that isn't the case these days. The toxic soil was disturbed when they built the Bunker (with the blessing and cooperation of our toxic waste TA and even more toxic Councilman) and the constant renovations and construction inside these old buildings is no doubt stirring up all kinds of toxins that have been harmlessly lying dormant for the last 70 years.
Of course, now that they don't use unionized labor, they can expose the workers to all the poison in the world and nobody is going to object to it. They figure the new tenants are short term and won't be here long enough to be adversely affected, but the rest of us can [literally] suck it up. I don't know how anybody can raise a small kid here or bring new life into the world while living in this toxic dump. The affects on the young will probably not show up for many years and Blackstone won't care any more than CW, Steinberg and Garodnick will care.

Suffered for four years—partying, loud voices, etc. Legal just listened and offered no solution or action. Sorry, maybe you will get a proactive PS officer. There are a few out there.

Well finally some good news, the new? Management office/bunker is surrounded by polluted soil, I know they had a massive excavation when they started, but do they ever go far enough or just what the law requires. I hope management feels uneasy & unsettled. Now you know how we feel.
ReplyDeleteThey dug very deep to build that stinking bunker and they had the blessings of Garodnick and Steinberg. I would hate to live in the buildings adjacent to the bunker because there must be a lot of toxic dust that is still hanging around, maybe on the the buildings and windows. As for the people working in the bunker, they should be issued hazmat suits.

The books are not even indexed. No one, and I repeat in case you don't understand, no one uses that "library." So where is this library? I would like to go.

ReplyDeleteTypically, it is hard for me to find no violations (not mine, btw) in a space of five minutes. Everyone has choices to make, and I can understand where some residents feel, overwhelmingly, that they have made the right choice. The prone position is one they live with and have accepted, with joy it seems. I've been here for about 30 years. I have never seen this place so bad. Filth-wise it is unexceptionable. Bikes, skateboards, club cars going whichever way are unacceptable, too. Some of these are illegal. I have presented photos. I have presented some of these photos to Management and Public Safety. The response has been a smile, "I agree with you," but the situation continues. And continues. Are you really glad at what you and I see? I guess so, if one reads a portion of the TA Facebook.

I've been there many, many times. As I said, no one uses the "library," so the poster must not have been inside and is BS-ing as far as "amenities" go. He is just reading the website. As I also said, a perfect tenant.
Suggestion: All the rah-rah people should pay more for their TA dues, as the site gives them a voice to tell how wonderful it is living here (and, yes, it does have perks). Or is it the other way around? The TA should pay the rah-rah people?
ReplyDeleteI have lived here my whole life, and still enjoy living here, but I'm also a realist... this place has major flaws, and quality of life is decreasing by the day.
ReplyDeleteAll these people claiming to live in an oasis are overlooking the real problems of Blackstone's rental policy... an overall drain on the infrastructure of this property. Plumbing, electrical, elevators, etc. are the real concern, but as someone pointed out, most don't care because they are gone after a year. People that plan to be here for a while need to cognizant of this, because the infrastructure is the unseen problem of this community.
Oh, and the grass that everyone lies on is just a few feet above extremely dangerous chemicals. I'm sure that had something to do with MetLife keeping us off it for all those years. Remember that as you sit there in the oasis.
STR, I wonder if management is giving perks of some kind to some of these nasty, rah rah TA posters. One moved three times within the community and another states how ST has been good to her. Wonder what Blackstone is up to as these people are obsessively loyal and act like they are being attacked.

ReplyDeleteAgain, some residents, when they look at their reality, can be thankful they live here. In a way, I am thankful, too. At least for certain things. When I report that I have to escape somewhere, because it is too noisy or too much dust kicked up in Stuy Town, I am not lying. I don't lie for an agenda. That is why I have periodic photos. Photos do not lie. I just don't know about certain voices who seem delighted with it all. Surely, there are complaints!
Take a photo of that double street light on the 18th street loop. Unbelievable.
ReplyDeleteThe new Management "bunker" behind 274-276 First Avenue was NOT built on a site containing any ConED MGP contamination, nor is any of the Oval, nor most of the grassy areas in ST affected. There is complete documentation on the proposed remediation including maps of the areas available at:

Basically, the MGP sites were located under 522-524 E 20th, 16 Stuyvesant Oval & 635-645 E. 14Th.

The TA contacted management about the package situation in our buildings, which just about everyone agrees is a problem in several ways. We got this response from General Manager Rick Hayduk. Please note the paragraph about NOT leaving packages for pickup in the lobby anymore. ST residents should bring such packages to Oval Services, and PCV residents can use the kiosk on 22nd St. and First Ave.

@10:24 AM: I never thought about the possibility that MetLife kept us off the grass because of the toxic gas waste buried underneath! Surely, they would have said something about that when they sold it to TS? Or did MetLife (at the time of sale) and TS not care if people got sick from what lies under the grass? Hard to believe they could have been that criminally callous, but money is everything to some people.

ReplyDeleteI assume that Management already knew about it. How could they not? That said, I am not clear on the solution. Does Management expect residents to walk over and deposit the packages to a holding center here? "ST residents should bring such packages to Oval Services, and PCV residents can use the kiosk on 22nd St. and First Ave." This doesn't makes sense or the fact that there will be no charge to hold the packages. I understand that Management would like Oval Services to be used, but charged by month also.
Perhaps the best solution, as long as people are having packages delivered more and more, is to have holding centers in each of the buildings, opened and manned at various hours. Of course, this necessitates more work and more workers for Blackstone, but I think they can afford it.

ReplyDeleteAnd people are out there sitting in the grassy areas of PCV every day, so this "oasis" is contaminated and management is doing nothing to stop people from sitting in these highly contaminated PCV grassy areas.
Back in the day, we only ordered from catalogs, as opposed to online orders, and there were much fewer deliveries. Nowadays we have people ordering their groceries online and so many are addicted to Amazon. Of course there are many, many more deliveries of packages and somehow we have to deal with that. Who the hell used to order groceries online a few years ago? With the dorms and transients there is bound to be hundreds of package deliveries to every building every day. This is the new order of things.
ReplyDeleteThe other night, I was in Associated and overheard a young couple talking about the dearth of coffee choices in the store and the young lady said to her boyfriend "We can order good coffee from Amazon and it will be here tomorrow morning." Whodda thunk about that a few (very few) years ago? No wonder the lobbies are filled with packages, not to mention all the boxes of stuff dumped outside by Lasership.
I like to order some things online, but I pay the extra S&H for UPS to deliver to my door. It used to be that if you weren't home when UPS tried to deliver you had to schlep over to their depot to get your stuff. Same with the Post Office. If it didn't fit into the mailbox (and what does?) and were not home, you had to go to the PO to bail your parcel out. Sometimes "convenience" can be very inconvenient. I'm beginning to think that there is something to be said for brick and mortar stores after all!
Online shopping will just continue to grow, continuing to make this situation worse each year. I saw a story this week about Nordstrom opening a new store that had nothing for sale in the store. You went to the computers and ordered what you want, and it's delivered to your home.

I am more than willing and eager to show or tell you "good" news. However, this morning, within the space of a minute, I saw three violations when walking to my building: 1) a dog walker (with big dogs) and no official lanyard, 2) a car resting in the white marker for crossing the loop (he is on his cell), 3) a large pile of dog shit, not picked up, in front of my building.

ReplyDeleteThough I agree in a way, I must say that the person doing the calling will become very quickly known as a "troublemaker." Furthermore, it is not the job of residents to keep informing PS or Rick. They get the paycheck, we don't.

I would not be afraid to call and complain, nor should anyone else. You are within your legal rights. Don't be afraid. Throw it right back at them.
If you are are "annoying" enough, you will eventually see some results.

ReplyDelete1 bedroom apartment dwellers. Noise is seriously worse than the 2 bedroom We downsized to save money but the acoustics or something is fucked up here. The rooms can shake from upstairs noise and rude people living above or next to you suck as they do not care they are extremely loud with no rugs.
