Not even when all residents were paying rents that were truly rent-stabilized was this acceptable. How does a management company treat its residents like this? How does a management company try to impress prospective tenants that ST/PCV is a fine place to live? How does a management company take any pride in a result like this? Or does the management company agree that we have project living now and that everyone should be content with this result?

I found an empty condom wrapper (the gold foil sparkled in the sunlight) in the planted area outside a building. I've found diapers in the laundry. I've found food and money. Really, it's one-stop shopping because that diaper had been through the wash cycle. Who needs Airbnb when you can scavenge the washers and dryers for things to resell? Fair warning to those who don't bother to claim their laundry: look for your delicate unmentionables and other items on eBay.
This is a direct result of leasing to "garbage-like" tenants.
