Playground 7 is supposed to become a "gym" playground for whatever tenants live around there, and another selling point for Blackstone. Meanwhile, STR headed to the playground to see what's up.
Seems as if PS rarely goes to the east end of the playground, nor does it encourage "good behavior." No surprise.

Is that huge mud patch a "dog friendly" area? OMG! Has this place ever gone down the sewer. We used to have so much grass and trees and it was such a healthy, pleasant place to live. I know it's winter and the grass is in winter mode, but that mud patch looks like nothing will ever grow there again, except maybe toxic bacteria. ST has been destroyed.

I really think that by now the intent of Blackstone, or at least the lower management, is to not make waves with tenants unless absolutely necessary and part of "show." Otherwise, they do not give a fuck.
If this would be reported, there would have to be a report, and therefore the breaking of the rules becomes official. If it is NOT reported, then everything is perfect. Case not even needing closure.

It's a joke. There's more and more rules posted on more and more signs everywhere. It seems we're being assaulted by signs spaced 10 feet apart throughout the property. Why doesn't Blackstone just post one sign - "NO RULES"
And Blackstone also needs to change those big signs at the entrances to the loops that say "Oasis" to "Sty". This is certainly no oasis.

ReplyDeleteAccording to a poster on the TA Facebook a change at our favorite cafe--Five Stuy. New cook, new owner and a not-that-well cooked chicken and mashed potatoes.
ReplyDeleteBTW, having seen this place many times, my prediction is that Five Stuy Cafe is not making ends meet unless Management wants them around and is willing to do some favors. The customers can be there, but they mostly like to sit and work, spending valuable time on their computer (free Wifi). Yeah, they will buy the drink and maybe some dessert, but that is not going to keep a place running. The above doesn't surprise me, including talk of the high prices. Better weather will help, but if I'm not mistaken they are closing earlier than expected. It's suppose to be open till 9pm everyday.

Don't remember a pool table, but Speyer did originally try to market the location as a private party catered "event" space with wine or BYOB in plastic cups. I do recall (from photos posted online somewhere) the 1st event was a Speyer sponsored party and a some suits got into a fistfight requiring police response. That was the end of alcohol use permitted there and private parties never did catch on.
Back then this place still held true to the longstanding, healthy, family values culture it was world-renowned for, not yet the "Let's get drunk, make noise and vomit" transient dorm atmosphere cultivated by Speyer-CW-Blackstone. Why party "nowhere" when we can walk across the street to the genuine NYC social scene in East Village, LES, Murray Hill, Gramercy, Kips Bay, etc. Now since today's PIGSTY (formerly PCVST) demographic openly smokes marijuana with impunity, which management tolerates and the TA does not object to, getting drunk at the café is probably cool and should be profitable.
That catered event was for brokers. I remember it well. PS was really out, and not just to break up the fight. They were there to keep us away, I think.

Years ago, I pleaded with our Security people to shut them all the hell up. I explained that, as someone posted here recently, lack of sleep is a serious health (and perhaps life/death issue). I used to be informed that I was "unhappy," had "problems," was "too sensitive" and on and on.
It is good, at least, to finally be affirmed.

Everything that is listing on that sign is exactly what is out of control in this dump! DUMP! Imagine a new market rate tenant looking to move in to this place and seeing these signs?
If you want the noise problem addresses it is better to call 311 to report a noise complaint than calling StuyTown Campus Public Safety who is failing you in effectiveness to handle noise complaints. If your campus security can't handle noise complaints how can they be expected to handle more dangerous situations? Safety is a real and serious issue for landlord's to make sure is addressed at all levels of big and small offenses.
ReplyDeleteI think, though I don't know for sure, that PS has priority list that has their security go to situations that are serious and then less then serious, of which noise complaints are one.
ReplyDeleteThere are a few reasons why noise travels so easily from one apartment to another. Lack of carpeting is one of them but also lack of furniture and window drapes which both help to absorb sound. Many of these 'transient' tenants have minimal furniture and lack any kind of window coverings other than the standard roller shades.
ReplyDeleteIt seems like management can enforce the carpeting rule quite easily with inspections like Metlife did for years. Imagine how many calls regarding noise complaints to PS would be reduced by having all the apartments carpeted like they should be. This is a big waste of time for PS and the tenants.
Those dedicated dorm apartments should already be carpeted by management. They can use the same crappy carpeting in the hallways for the apartments; it's better than nothing.
I think those tenants who have recurring noise complaints should get together and THREATEN MANAGEMENT WITH A LAWSUIT if they are unwilling to enforce their own lease regulation regarding the '80% carpeting rule.'
Also imagine the bad publicity if hit with such a lawsuit.
C'mon Blackstone do the right thing. Posting signs about proper tenant behavior is useless unless followed up with enforcement.
This isn't complicated unless you want it to be. Mandate carpeting and do carpet inspections!

ReplyDeleteOval Study is used a lot by students who need to study without the distraction of their roommates. A few older tenants use it, too. What Oval Study does not need is the books that line the walls. Totally useless and probably gotten at some bulk sale, but mentioned all the time in Management's promotion.

THIS is the human-created mess. We ALL need to rise up against this unnecessary misery.
I wish a brave consumer or health concerns reporter would do an expose on this dump, e.g., invite tenants to talk about their experiences with "PS" and noisy neighbors. As lack of sleep is most definitely a real threat to health and safety, it's a topic that would be in the public interest and would shame Blackstone at the same time. Imagine being an ER nurse and have to report to work after 2 hours sleep courtesy of the frat house upstairs? Or a truck driver, bus driver, ambulance driver, pilot? There's an endless list of occupations that require a decent night's sleep in order not to endanger the health and safety of the employee and the public at large!
ReplyDeleteI think Big Mo has the right idea: put in wall-to-wall carpeting in the dorm and transient apartments and make sure that when renting to real tenants (which they don't do much of these days), follow up with carpet inspections.
Seriously dont think anyone needs to buy curtains to fix this problem the landlord should be fixing. Many families are paying 4k to 5k to live here. if word gets out this place is sunk, shit going on here you cannot imagine.

ReplyDeleteSome apartment buildings require a carpet deposit when the tenents move in. Management gives the tenents X number of weeks to get carpeting. There is an inspection of the apartment & , if the people have carpeting, they get their deposit back. Problem solved!!! Easy!!!! Noise is a major problem here & management MUST address it. Not by posting signs!!! Stop with the signs & be proactive. We are suffering. Many new tenents are totally inconsiderate & self absorbed. It's not only students who are noisy. There are plenty of families who are also guilty. They don't care - even when PS & management are involved. Sad but true. Why were large families able to live here for decades & there were hardly, if any, complaints about noise ???? Because management enforced the rules!!!!! Think about that. Something is wrong with the way things are being run in regard to noise. I must add, PS has been responsive, polite, courteous & helpful. My neighbors & child, need to follow suite!!!!!

I lived for several years in an apartment in the Fordham area of the Bronx. We had no carpets and neither did the upstairs neighbors. There was no problem with noise because the building, even though something of a tenement at the time, was built in the days when builders put in really strong, thick floors. Believe me (as Donald Trump would say) the neighbors were not quiet. Far from it,but there was no sound of footsteps overhead and our neighbors did not hear us. I don't think that Blackstone and all of the prior owners since MetLife have taken into account that these buildings in PCV and ST were pretty much thrown up post WWII and there was a shortage of building materials. The floors were not "floated" and there is just a thin layer of concrete and wood between floors. I am surprised that there has not been a collapse of a floor considering how they are constantly stripped and refinished as the apartments churn.

Taking a walk to the Union Square area yesterday by the side streets, I noticed a number of unpicked dog turds here and there. Either the dog population has increased or some dog owners just do not care.
ReplyDeleteAccording to the "rules" posted in every elevator, we will be getting a noise-free environment because we are good neighbors. I'm game with that. So I will be listening for noise via lack of carpeting (already happening; I can hear the temporary click-click of high heels above me), no noisy tenants, slamming doors, etc. (has been good even before this effort, at least for me; your experience may vary), AND no noise during the quiet hours, which are weekdays 11pm to 7am and weekends 12am to 9am. What is interesting is the weekend 9am.... I assume this includes PCVST workers??? I will be monitoring!

The "rules" are pure BS. No where is this more evident than 310 First Avenue. Smokers gather right in the doorway virtually all day long. It is so bad that one tenant had organized a law suit but then moved out (to battery park city) right in the middle dashing any hope that anything will ever be done about it. It is so bad one has to walk around to the other entrance to get in. The plantings are all dead in that area. I would say I can't understand how those on the main floor can stand it except they are some of the worst culprits. Rick Heyduk and his staff are all talk and no action.

Okay. Finally a PS guard was in the guardhouse. Give him about 10 minutes, maybe more. One bicycle goes around the other way, one bicycle decides to walk it by the guardhouse. A delivery person on a bike goes by and the PS guard ignores or doesn't see this. The delivery guy is lost, so he returns on his bike. Meanwhile the PS guard's duty seems to be over, so he exits the guardhouse and walks almost into the delivery guy on the bicycle. The PS guard says something, but guess what? The delivery guy notices him, of course, but ignores what he says and continues on his way, leaving the PS guard just scratching his head.

I walk across playground 1 in ST multiple times every day and it seems that every time I go by that building there is this ominous looking guy lurking in the doorway smoking. I could never live in that building. I would never let my children out of my sight.

As to the rest: Clean up after your dog. I think most of the protests are about 1) not cleaning up after your dog, and 2) having a dog that is over the weight limit or banned as a breed.

ReplyDeleteI will accept your premise that it was a "mistake" for the purpose of this discussion. However, what does that have to do with said "mistake" being made (i.e. Stytown allows dogs)?. Since dogs are allowed in the sty, and since dogs shit and piss, why are people so surprised to see shit and piss? Was the expectation that everyone would pick up after their dog? Was the expectation that dogs never have diarrhea and would never leave shit stains? Was the expectation that dog owners would, somehow, pick up their dog's piss? If so, then perhaps the problem is really with the residents of the sty who maintain these assumptions.

ReplyDeleteThat people need to pick up after their dogs is a given. The fact that this is the law seems to mean very little here. The only thing that seems to mean anything is that management itself supports this law. (We live in a world here where the only laws that count are those that management supports...and many times that doesn't mean much because enforcement is so weak or nonexistent.)
ReplyDeleteMy position has been and still is that the law 161.03 needs to be followed. The fact that the DOT is too wimpy to support its own rules is just political and shameful.
Originally I had suggested to Hayduk that the fencing be pulled back everywhere...six inches or slightly more. The dogs gravitate to the sides anyway and this would keep most of feces and piss off the sidewalks. (And of course, people need to pick up after the dogs.)
Hayduk thought this was a good idea but implemented it in such a limited way that it had little effect. In addition I told him about the lack of guard attention at the 22nd St entrance to PCV...that the guard was always facing the wrong way and outsiders were coming in with impunity. After writing to him 2x about this, being assured this would be addressed and seeing it not addressed, I came to the conclusion that mgt intended to do little or nothing other than cater to all dog owners.
I then went to the DOT to clarify code 161.03 in order to get their help to leverage a compromise and get the fencing pulled back. And/or create small enclaves near entrances where dogs could do their business.
The DOT clearly, strong affirmed that 161.03 did indeed apply to private property and then immediately wimped out from enforcing it. So that at this moment, it appears a compromise is not on the horizon.
There is so much land here, so many possibilities to get the dogs off the sidewalks, outside of mgt having to invest some effort in adjusting, there seems no reason why something can't be worked out so that the dogs do their stuff off the sidewalks in areas that are entirely easy and convenient for the dog owners.
I mentioned to the DOT's lawyer that he would be going up against Blackstone. Apparently, Blackstone had its effect.

If you notice, the police and traffic enforcement agents from the city are not stepping into this property. Everything seems done by PS, if and when Management decides something. "We bought this and now we own it."
Of course, if we had a real TA.... And when is that notice about have a happy new year and pay us your dues going to disappear? Next year?

ReplyDeleteI've spoken to people DSNY, DOT and NYPD about dogs and bikes. All have told me that they don't have the authority to send their people onto private property...although no one seems to know why.
ReplyDeleteI'll do some digging but I suspect the reason is the 4th amendment of the constitution which requires reasonable cause or a warrant for the gov't to go onto private property.
An argument could be made for a general warrant or even reasonable (though not immediate) cause...but who's really going to bother unless someone within city gov't is ready to make a stink over it.
I do think eventually something will have to be done about the bikes, DOT stats show that in the past 5 years there have been 4 pedestrian fatalities resulting from biker crashes, 2 in Manhattan, 1 in Brooklyn, 1 in Queens. And many non-fatal accidents. According to my analysis, our district (council district 4) has more such crashes than any other in Manhattan with the possible exception of the district that contains Central Park.
According to Ben Kallos (5th district), he and Garodnick have just sponsored a program to apprise deliverymen of the law (although who follows the law in STPCV?).
Seems to me that Kallos is more carrying the ball on this one.
I do think that something will have to be done about the bikes.

ReplyDelete8:32, there are no decent buildings anymore. They are all infested with students, transients, and ministries. I think that they are putting in groups in coordination with the city. Someone else, maybe the city is paying the rent. They have thought of a lot of creative ways to fill these dumps and there is nothing we can do about it.

I hope they take all the necessary precautions regarding bedbugs, parolees who might be violent, substance abusers and pedophiles. Leave it to DeBlasio and he would think it was his saintly duty to put those people in among us and not let us know. Everybody deserves and is entitled to a roof over their head and a pillow to lay their head on, but there has to be some kind of vetting in order to protect the community and, maybe, vulnerable people. Still a lot of elderly people living here, as well as a lot of families with very young kids. We need to know what kind of folk are being billeted here.

The "ministry" or whatever next door to me is populated by elderly ladies, not a safety issue. On the other hand, they have already had an infestation of something. The ST cleaning service was in there taking out big green trash bags last week. No name on the door, they get no packages, and the name downstairs has nothing to do with them. Different people coming in and out. I would imagine that the city pays Blackstone full market rate rent. Otherwise they would not accept the arrangement. I agree that everyone needs a home, but sanitation issues brought in by such groups is concerning.

Facts on these groups living here make no difference. I presented a bunch of observations to management and the rep said point blank "IT is not a ministry." All she was concerned about was if they presented a noise issue, which there is not. They never followed up when I mentioned bedbugs after I observed a big cleaning going on. Posting building numbers also makes no difference. Blackstone will continue to deny these creative ways they are filling apartments. With a useless TA, there is nothing to be done.

ReplyDeleteI asked for something very simple: Management wants tenants to do composting. Why not first demand that one of the issues, like bike riding around the Oval (which is a no-no from Management itself), be dealt with? No response from the TA.
When you have a useless TA that is tied up and cozy with management, there is little that you can do to fight the landlords who have lawyers up to their ears and know just how to cover their tracks. The TA should be checking this lottery system and many other issues. When I contacted the TA about an issue they immediately referred me to security and management.

§161.03 Control of dogs and other animals to prevent nuisance.
(a) A person who owns, possesses or controls a dog, cat or other animal shall not permit the animal to commit a nuisance on a sidewalk of any public place, on a floor, wall, stairway, sidewalk, lawn, garden or roof of any public or private premises used in common by the public, or on a fence, wall [or], stairway or entranceway of a building abutting on a public place.
Notes: Subdivision (a) was amended by resolution adopted XXX to clarify the applicability of this section to sidewalks, lawns, gardens or other areas of private premises that are open to the public."
I hear Hayduk's concerns particularly about the elderly but see no good reason why the fences can't be pulled back in more areas and small, convenient enclaves created where the dogs could go.
There has to be a way for Blackstone to get around this. It is a matter of definition? Nuisance?

ReplyDeleteSTR...Legally or logically get around 161.03? I don't think so. But DHMH counsel Tom Merrill spoke to Rick Hayduk. I can only imagine that Hayduk said a lot of dog owners here are elderly (which is true). Curbing might be hard and dangerous for them, and mgt makes every effort to clean up and disinfect any reported dog messes. And as a matter of personal judgment, Merrill must have said...okay then...slide.
ReplyDeleteI saw how Merrill and the Board operate. I don't believe they have any understanding whatsoever about what the sheer concentration of people looks like here or appreciate how many very young kids use these sidewalks for everything including play.
Again, I'm sure a good practical compromise could be designed and implemented that gets the stuff off the sidewalks for the most part and is convenient for dog owners. If there are 1300 licensed dogs here, about 13% of the units. Well, what about the other 87%? I think most people would say that dog ownership here is okay if mgt allows it. Ownership is consistent with state and city law. However, I don't believe most people here would say that the sidewalks are the very places where the dogs should be doing their business.
So naturally people would then say, if not the sidewalks, then where? And in years gone by (certainly during the Koch years), the answer was the street...just off off the curb...and clean up, too. However, here there is so much land here to use for other possibilities, I don't see why something mutually satisfactory can't be worked out.
As a lawyer, I can tell you why this is not enforced, and if it was, why the city would lose every case. It's the word nuisance. You can't get any more vague than that, and until that word gets changed, enforcement will not happen.

There is still dog residue (by now it is hard, though the rain may do something) before one turns to Gracefully, and there is a big pile of shit further in. Management should not wait for residents to complain. It has enough workers who see the stuff far quicker than the residents. Again let me repeat: MANAGEMENT SHOULD NOT WAIT FOR RESIDENTS TO COMPLAIN. Take pride in what is YOUR property.
Oh, and the Management office is very near to where this dog shit is. Nearly every day I see dog shit around there.

ReplyDeleteIf I had a dog I would have him/her go right outside the management or sales office and I would never pick it up. If I knew Hayduck's address you could add that to it. In fact, I may get a dog simply to do just that, leave love letters to the owners.
ReplyDeleteI love animals but I am sick and tired of looking out my window only to view directly below said window and spread out all over the dirt and grass, multiple piles of fresh and dried dog excrement. If it doesn't rain for a while you can smell the dog piss since these dogs love to piss against the poor tree in this area and my building wall. These people love to bring their dogs to this fenced off corner on a daily basis on a regular schedule so they can do their business. No shame. Who are these disgusting people. I would love to go to their front door and do my business there everyday and see how they feel. And there is a security camera right there so it's all on film. Obviously, management and security don't give a rats ass in enforcing the rules they create. Hyprocrites.
ReplyDeleteOne of the apartments on my floor had bedbugs and it took management 3 months to eradicate them fully. They were responsible and nice enough to inform me and others on the floor because that's what a good neighbor does. However, we found out management told them not to tell anybody in the building. WOW. Just WOW. Just so you know how management operates...
ReplyDeleteOne of my neighbors had bedbugs and, again, Management was very close-lipped about it. They did help him to eradicate them, but it took about six months and the poor old guy had to shell out money he didn't have for their crew to come in and pack up his stuff in boxes. He had just had surgery and wasn't able to do that kind of heavy work.
ReplyDeleteIf I or one of my neighbors get bedbugs, I will post it in the hallways, lobby and everywhere else (I wouldn't be ashamed) and I would make sure everybody in my building knew. There is also an online registry (City run) where you can post an address with bedbugs.
Being infested with bedbugs is nothing to be ashamed of, but is something to be feared.
I see people moving out and dumping their pillows and cushions in the recycling room and they are NOT in bags.
This place has gone to hell. Absolute hell.

ReplyDeleteI can't help but also agree about the bedbug issue. They were bringing Fido around to all of the apartments on my floor (and I'm guessing above and below), and they had a very hush hush approach to the whole thing. It wasn't until one of the tenants affected by this slipped something under a bunch of doors trying to get to the bottom of what was going on. The letter was very nice and didn't offend anyone, she was just looking for information that management was not willing to give.
ReplyDeleteI also agree that this is nothing for people to be ashamed of. I too would post that I have them if I were to get them. I would prefer people knowing and being preventative instead of waiting until their apartment is potentially infested.

ReplyDeleteLast year there was a bedbug infestation in an apartment in my building. The tenant herself told me this, and said that management was handling it. Yet, this incident never made it into the NYC bedbug registry. To this day, when I look up my building in the registry, it shows zero incidents. So, yes, I do believe that management is not reporting these bedbug infestations.
I am the poster from 4:26 on 1/26. My building is 7 Peter Cooper Road, which was one of the management bedbug hush-hush operations.
ReplyDelete11:17 PM: You have to report it to the NYC bedbug registry. Of course Management isn't going to do that! It is up to us to do it! The TA used to have a bedbug registry, but they don't anymore. Probably Management told them to take it down and we know they work for Management, so they are going to do what they are told.

ReplyDelete11:17 on Jan 26 - I don't think Management has a legal obligation to report them, though I'm not sure about that. If they do have a legal obligation to report these bedbug infestations on the Bed Bug Registry, then they are clearly violating the law. But that wouldn't be a first!

ReplyDeleteEven if Management neglects to report these bedbug occurrences, you can go to the Bedbug Registry and post them yourself.
I know for a fact that there were occurrences at both 435 and 445 E 14, but it was a while ago and I believe they were cleaned up successfully. I know people who live in both those buildings and they saw the sniffer dogs going around and saw tenants putting all their clothes and linens in the dryers at high heat. I hope the dryers are hot enough to kill the critters. I don't think I'd ever use a laundry room again if I knew bedbug victims had used it, but sometimes ignorance is bliss because it's for sure that outside laundries have customers with bedbugs. So far, I haven't heard of any bedbugs in my building, but that doesn't mean there haven't been any. When Management doesn't report these things on the Registry, how can we know unless we know people who know?
What happened to the registry that used to be on the TA website? There used to be a very good one there. It just disappeared.

ReplyDeleteMy mom lives in 7. i'm glad you posted that str, at least we can be aware before the bug sitatuion worsens. some of the elderly do not realize there is an infestation until far too late. best to eradicate it early on.
