I'm sure to become a major pain even more. And all I want is the rules to be obeyed. Ideally, I am working for Blackstone (but not getting a salary). I doubt that they look upon it that way, or at least their representatives here.
It is amazing to me that no one from Blackstone, unless they do not want to read the Facebooks or sites that mention their name frequently, is ignorant of what goes on here, in Stuy Town and Peter Cooper Village.
But that is the word. "We haven't heard anything," or "Our PS department is aware and checking up on those who disobey the rules. Don't worry. Aren't the flowers nice?"
They (Blackstone and/or their reps here) wish any issues to go away, and for us, the troublemakers (so they think about us) to disappear.
But photos will prove that something is happening. And the city does have its rules. The push may take some time and some of it will not be successful. We, the tenants who care, are the David here and not the Goliath.

Their ultimate goal is to get rid of us all. Getting rid of the market raters is fairly simple. Essentially,they have no rights.
Getting rid of the rent-stabilized is more problematic. That takes time. But as a corporation, Blackstone can easily wait 10 or 20 years.
A simple way to hasten the process, aside from "gassing" all the RS folks, is to make quality of life more onerous. Think college "bros", Air BnB, noise issues, dog shit, speeding bicycles and carts, general neglect of basic infrastructure, cutting back of staff.

A personal push for now; we are not the TA. Today, I wrote down about seven things I will take on. I will report my findings here. I urge others to do the same, if they can. This involves the headache of calling Management and even PS, and presenting the problem, and, importantly, reporting if it gets resolved or not. There are certain problems we know about, and that Management and PS have a speedy and, at times, BS answer. (The carpet rule is one.) But there are other problems I am not that clear about. Club cars is one. Are they allowed outside of ST or PCV? Can they be driven inside, but going the opposite way from traffic? (Which I saw today.) Do all vehicles have to stop at the lights in the "islands" that are next to ST or PCV? I've seen cars, including club cars, not stop at these islands. (Which can be allowed in certain other states, but NY?) Things like that have to cleared up. We can't live in a situation without lack of knowledge.

A part of me believes that. The prize here is the space. Tear down the buildings and put up the newest high-rises will get bravos from many residents who are just sick and tired of the same thing. Probably not in my lifetime or, if you are older, yours, but it may happen.
The area, first avenue is pretty sad and lacking compared to other avenues. 14th Street @ 1st is disgusting and dangerous. Aside from Hane and Essa it is rather a snore bore here. When Associated departs it will be even sadder. Renters can do much better elsewhere.

It has been talked about on here before, and I too believe that Blackstone only cares about the land. They probably have a number in mind in terms of remaining rent stabilized tenants before they start buying people out and tearing this place down.
I am in my mid 40's, and I have no doubt that PCVST will be completely torn down and rebuilt in my lifetime. There will be no more trees and parks, just tall glass buildings. You will see Avenues A and B extend up to 23rd street, and the cross streets extend east from 1st Avenue.
We have our current councilman and TA to thank for this.
They will leave a certain amount of trees and at least the Oval area, which will remain, with modification, they way it was. But the buildings--forget about it. Once the number of true RS tenants will be small, the property will change to something new and shiny, and worth much, much, much more. Doormen, too. Upgraded amenities. Of course, the price per apartment will be high. By then the TA will be almost gone, if not gone, or replaced with something that will be connected with the owner--and not in name only. ST and PCV will be a different, more exclusive life. RS tenants will not be wanted. It will take time, however, and the buildings will go down one at a time, but it will happen.
Remember the "worker" noise in this place will not abate. It will go on and on. Finally, the real work begins. And people will welcome it.
STR, you are giving them too much credit! I truly believe that they will keep absolutely nothing with regard to how the property is now. No name, no Oval, no tenants, nothing. Stand alone condos will go up and Stuy Town as we know it will be nothing but ancient history that can be read about on the internet.

As for price of apartments being high, the money grubber Blackstone is doing that now without luxury and amenities. Can't believe what they charge for these old units with no real amenities. Of course they call all this concert, event, and concierge crap amenities.

The contracts have been signed and the money moved around for the hotel construction and yacht docks so the Super Yachts can travel from Florida to Bahamas to Glen Cove to StuyTown where there will be a towering 5 star hotel condo complex and the developers get richer as they advance their career politicians who made it all happen to higher and higher office. The city and state are giving out a lot of public money to finance the super luxury waterfront properties in all 5 boroughs. Anyone who voted for the current Mayor has only themselves to blame.
It is more than pathetic that we, the tenants, have a TA organization that does little. I understand if the TA just doesn't have the people, despite what they say about a large organization. If they can't do it, admit it. Don't hide away.
I spent less than a half an hour sitting at Oval. Why is the TA not doing this? Why does not the TA go to the PS office and Management, and show the photos or videos of the "rules" being disobeyed? Why does the TA do nothing except tell a resident to see or call someone in PS or Management? A resident should have to to nothing but speak to their TA. The TA takes it from there. It's so simple and understandable that I see no justification for the TA not to do a damn thing, unless their manpower is depleted and they can't do anything. Let us know at least. Tell us the truth.

But Blackstone people who set the general direction and tone here know that for the past 20 years quality of life issues have taken a backseat to pols getting elected. They know that the city rarely enforces its own quality of life rules. Those rules are just there to give the appearance of doing the right thing. So what Blackstone is doing here is completely in code with what the mayor and city agencies have been doing citywide for years. Ignoring their own quality of life rules.

For any no-brainer that is clearly egregious, the TA will comment: a crime, MCIs or rent hike/stabilization issues. And any reason to support management will be acted on. Anything else, quality of like issues...forget it.
There really is no TA. It's really is just a group ruled by Susan Steinberg who threw her lot in with Dan Garodnick a long time ago.
So what Garodnick responds to, the TA responds to...and in kind.
As of Jan 2018, Garodnick will no longer be councilman. If replaced by someone in the clubhouse Garodnick mold, Steinberg will continue and the TA will continue BAU as of the last 12 years.
I await the day when Dan will be gone, but I fear we haven't heard the last of him.

I know there are residents who can afford to spend money, and don't give any thought to whipping out their credit card and paying more for whatever, but for the people that may be on a fixed income the extra charge can be hurtful. Thank you, STR. I am one of those seniors who is on a fixed income and just about make it by the skin of my teeth. I really appreciate your blog and the fact that you take us into consideration when you write about this place. I certainly don't have $50 to spare for the so-called TA, although I was a member for many years when it was a real TA.
If I could move out of here, I would. Knowing how much Management despises us and wants us dead is not a nice feeling, but it makes me all the more determined to stay as young and healthy as I can! Benefits me and spites them and I like that!
Another fun read featured by that management tool Town and Village Newspaper. The story features a lottery winner who grew up here, getting a 1 BR PC apartment for $2900. She was so thrilled with the"hotel vibes" that the place gives off and is shown with a bunch of the Pig Stuy Town crap they sell(bag and slippers). Cannot see why anyone would move here from Tudor City but I guess her mother being here might be a reason. The part I find revolting is the big publicity push given to this story as she kvelled about how wonderful this sty is.

You guess wrong. I meant that that the real RS people should not be singled out for bad treatment. Nobody should be treated badly, but as it is now, the real RS tenants are harassed and hated by Management (and some of the MR tenants) because they are paying lower rents. Instead of hating the RS tenants, the hate should be directed at Management for screwing the MR tenants by overcharging for living in anything BUT luxury. It's not the RS tenants' fault that the MR tenants are paying off Rob Speyer's unpaid debt. It's not our fault that Management is squeezing the last drop of blood out of MR tenants. Can someone please clarify this bad treatment business? I moved here 40 years ago. Many others have been here longer. Is it a fact that market raters or anyone here really dislikes or wishes to treat badly anyone who is paying a lower rent? Why? Because they moved in years ago? For sure that certain members of the Stuy Moms group wanted the older RS tenants to pay their "fare share." This was years ago, by now, but they even wanted some of these "leeches" out, if I remember correctly.

Maybe some in Stuy Moms suffered a moment of temporary insanity. "Paying fair share" makes no sense. No one should think for one second that long timers paying a higher rent would in any way lower the rents of the market-raters. It just doesn't work that way. Blackstone's MO is, was, and always will be to make the most money that it can all the time.
STR, I am not that initial poster about the TA and MCI's, but my guess is they are referring to the room count. Because the room count hasn't been updated, or even pursued by the TA, the MR's are paying less.

Count the rooms. They are packing more unrelated people into two bedroom flex so why are we paying the same? Why didn't the TA negotiate the MCI charges by room count? How is that fair to us? A two bedroom with a family versus a two bedroom flex with 4 unrelated students. That is 4 separate income sources from 4 different families.

You have it wrong. Rick Hayduk said they are not actively MARKETING to students. He also said it would be discriminatory not to rent to them. There will be students here forever and in increasing numbers because it makes it easy for Blackstone to churn apartments and raise rents.

Blackstone doesn't have to actively market to students for students and their parents to go to the leasing office. As I think I've proved, colleges nearby do the advertising "work" for the students and get the word out about this place. Blackstone doesn't have to spend a dime.
Of course, Blackstone loves students because the students increase the turnover here and therefore the rent. I believe that many of the apartments here are already past their MR value and can rent for whatever Blackstone decides. Courtesy "the students."
Now if any property manager wanted, the financial guaranteers of the lease have to live here, rather than sign for someone else (like a student).... Has Blackstone done this?

The DOB permits all say no change in use occupancy, the DHCR is not counting the double triple rooms in apartments despite blueprints drawn and walls installed to maximize people to space ratio, the TA is not representing the tenants best interests with city agencies. The falsified DOB permits and records saying no change in Use and Occupancy on thousands of StuyTown permits where permanent families are replaced with unrelated students in bulk lease dorm housing is on de Blasio's watch and under his Commissioners he put in place at those agencies to help the developers push out permanent New York families. Count how many DOB permits for walls say no change in occupancy in your building!
The complaints here are indicative of much wider dissatisfaction. There is a tendency in any big city to roll with the punches and put up with a lot. And some will say this is all a part of living in a large vibrant city...leave if you don't like it. But there are times and places when quality of life, cost of living and other issues get bad enough to warrant action even from the most resigned.
The problem is...the only way voices can really be heard in any district is through the councilman. It's just set up that way in the city charter.
In our district people seem to be overly grateful whenever Garodnick decides to pay attention and do anything at all. If the issues here aren't big enough to be leveraged into a campaign for mayor, he's just not there. You're more likely to find him in a REBNY get-together having his picture taken. Cannot have another councilman like this just looking to make a name.

Blackstone let StuyTown be a website header destination advertised on nearly every student rental website. That advertising approval is a corporate decision.
Walking around our area today I counted about 50 dog urine stains and 3 feces smears. All the nice flowers are just putting lipstick on a pig.
Again: why is nobody using their voice to the morons here?
People making a noisy commotion about hellish conditions every single day WIIl most assuredly start receiving all sorts of attention.
Landlords and politicians might just be the last humans with whom to deal.

The "push back" is occurring here and there. And, as I said, it takes time. You may not hear about it for a while. As to confronting people, I would be against it if these people are kinda innocent. A party of students, aside from the backstory that we mentioned, should be confronted how? why? If you want to confront, Blackstone is not hiding.
This is a smoking building complex most of the tenants living here are smokers. If you or your family have smoke related problems, best to not rent here. This is a smokers heaven.
Tishman-Speyer discovered too late that students were the answer to their problems. Once that became known, CW Capital and Blackstone did/are doing what any owner would do. It's just simple capitalism combined with the vacancy allowance increase loophole out of Albany. You can protest Blackstone not following its own rules. Anything else is useless. You'd be targeting willful blind eyes and deaf ears. This is strictly a matter of money talks. It's Albany and the state senate you should be talking about.

Blackstone does not have to rent to anyone who comes down the pike. True, they can't discriminate on the grounds of race, etc., but they can insist on certain criteria to be met. They could rent only to people who are gainfully employed, have a good credit record and they could refuse to rent to students if they stopped the bulk contracts with the colleges. They don't have to let this place become a dorm. Do you see other landlords renting to hoards of students and cramming them in? It is a landlord's right to insist on certain criteria to be met, just as co-op boards don't have to let anybody they consider unsuitable to buy shares. Blackstone is a private landlord and could, if they wanted to, set a much higher bar for who they rent to.
Management has to look into former Met life who are current employees. Constant info on subletting illegally due to 'who you still know from met'.
IOE it is not students living above, it is a family (the dad is at least 40) who refuses to get carpeting. Wondering why they just out n out refuse and why our LL refuses to request them to purchase and install. What sort of tenants behave this way , refusing to adhere to a lease and being a fucking PITA to neighbors I just can't understand what class of people does this.

yeah most "luxury" and new construction is now non-smoking, no smoking allowed anywhere on the property. this is exactly a smokers' heaven, it's disgusting. ALBANY — In an administration shuffle, Gov. Andrew M. Cuomo announced Monday that Bill Mulrow is leaving as secretary to the governor to become head of Cuomo’s 2018 re-election campaign.
Mulrow had served as secretary since January 2015. Before that, he was an executive at the Blackstone Group, a Manhattan-based asset management firm that specializes in hedge fund and private-equity strategies.
A former unsuccessful candidate for state comptroller, Mulrow also had served as chairman of the state Housing Finance Agency and the State of New York Mortgage Agency.
Noise issues? Two can play that game. Even college students need rest. In my building we had a particularly disturbing apartment filled with yahoo boys. They liked to party and make noise all night long. They disturbed everyone. In normal fashion management did nothing. So the tenants that were affected and some others got together and hatched a plan to give what they get. So starting at 6 or 7 A.M. stereos went on, jumping on floors and banging on walls started. Several people rang their downstairs bell until someone answered and then said sorry wrong apartment. This lasted a brief time until they were complaining that they had tests and couldn't study. Believe it or not Donalda actually followed up on their complaints however she was met with resounding laughter and community denials. The parties ended soon after.

I agree with 1:09 that Blackstone could be more discriminating in whom they rent to. The problem is that they would have to plateau market rate rents. They are unwilling to put a lid on the rents, showing their greed. Given the abnormally high rents in a non-luxury complex, apartments will not be filled unless you rent out blocks as dorms and hotels. Unfortunately we have management who would rather keep jacking up rents and filling the apartments with students than attract a more appealing demo. This is not how they presented themselves at the first tenant meeting after they took over. Pure trickery and phony PR.

I had some students downstairs from me who would party until 5 am and Donalda did fuck all (which is all she ever did), so after they quietened down, I would get my vacuum cleaner out. I do know that our friends around NYC have this rule in their dwellings, in full force and with signage.
The best way to fight noisy neighbors is reporting it on record to 311 and taking them on in the courts. Confrontations between neighbors escalate the problem by more than double as you are both now being a nuisance and one upping each other. If they are a nuisance chances are they are not someone of rational mind and are not someone you want to deal with in person. Report them to 311 and let the police deal with them. If that does not work to get them to stop the noise, then take the leaseholders and occupants to court.
You will get no peace. Workers are continually drilling to put in those AC units below the windows. Any new "upgrade" will get one. There are a lot of apartments that do not have this, but they will. Just takes time. By then maybe everything will be knocked down anyway.
I didn't take my camera, which I regret. An ST truck was picking up all the bicycles it could from the "storage" areas. I guess the bike riders and their children were warned, but still.... I assume you can pick up your bike someplace. It actually broke my heart to see the tricycles taken out. For children.

I am a"troublesome" voice and they added me even after I dropped out once. They have so many management stoolies that they more than make up for the people who tell it like it is. Like today people are posting how clean and quiet PigSty Town is. I am too tired to argue and anyway, more of them just come out of the woodwork.

The police don't show up when you call 311.
Here's how it works--you can file an online complaint with 311, and if the police aren't doing anything else, they may come and investigate. lol right:
"You can make a complaint about noise from your neighbor including loud music or television, talking, and moving or dragging of furniture. Officers from your local police precinct will respond when they are not handling emergencies.
You can also contact your tenant association, building owner, or super for help if a neighbor in your building is often noisy."
In other words, don't bother the police, call your landlord. Which is reasonable.

This is BS. I have used 311 (311 on line-and I double dip as well by calling PS) to report noise and they will come by (the 13th precinct) if they are available. I have the 311 email confirms (4 confirms) as proof and I have gone to the 13th precinct itself to confirm this as well so lay off the BS.

The key words “non-emergency”. So by clicking “Start”, the 311 link then gives you the option to report “Noise – Residential”. Again, I have confirmed via the 311 email confirms and a direct verbal response from the 13th's front desk that the 13th will respond. You are saying that they don't. Again, cut out the BS.
From my experience, the 13th doesn't want to get involved if they don't have to. They will let PS take care of business if it is not a high priority. Again, my experience.

Are you seriously advocating calling 911 for a noise complaint? The 311 internet site specifically states to call 911 for a LIFE THREATENING situation. You do not call 911 for someone playing music or moving furniture.

And I very much doubt: Have you even called 911? ever, in your life? the first thing they say is "state your emergency." You then respond, "I hear someone loudly moving furniture and their kids are running up and down the hallway." the operator curses you out for wasting her time and hangs up. STR, all one needs is a phone/camera and to stand on 20th Street near either of the loop entrances and wait. It wont be long before a club car comes zooming by from Peter Cooper into the Sty or vice versa. 9 times out of 10 you should be able to catch them doing something illegal.

Only cars stop at that light on 19th street. ST vehicles and bikes blow right through the lights on both the service road and First Avenue. To date the 13th precinct hasn't issued one ticket to either group despite resident complaints. It's important to note that the commanding officer of the 13th is referred to by insiders in the NYPD as a "legacy". In other words, he got his job from family connections not ability and we all suffer because of it.

The next few minutes a guy on another Citibank bicycle passes him the opposite way. Does the PS guard say anything?... No. Next... I see a delivery guy on a bicycle. For some reason, I'm giving the PS guard some slack. He's kinda new. But now the delivery guy must be stopped. Surely. I've not pass a few comments that were more "rigorous" toward fellow commentators than I would like.
PS and Management don't give a rat's ass about the quality of life here. All Management cares about is money. PS has to follow Management's instructions. We used to have a very highly qualified and high quality Security Department here, but Managements since MetLife have cut their balls off and make them do the absolute minimum when it comes to Quality of Life enforcement. It's really not the fault of PS; it's the fault of money-hungry "Management" that cherishes profit over safety, decent QOL and enforcement of weak-as-water rules.
Bottom line: we are on our own here. We have a Management that does not manage (except to rake in the gelt) and a PS/Security force that has been castrated and reduced to the level of mall cops. Rick and his crew should return to Boca and take care of some assisted living place for little old Jewish retirees who only care that the iced tea is really cold and the bagels are fresh. They could take care of that kind of scene with utmost competency. Put them in charge of a diverse, multi-cultural, all-across-the-spectrum of New Yorkers and they are lost.
No matter how much they want to turn this place into a dedicated dorm, they are not going to achieve that unless they kick out all of the tenants who are not of the dorm demo, and there are a lot - and I mean a lot - of people here who do not fall into that demo. Those of us who are not of the dorm demo will continue to complain and dig our heels in and demand respect and consideration unless and until they change their attitude. We are not all senior citizens on the brink of death. Some of us (many of us) are hard-working, middle-class folk who are here a long time and are raising children and (hopefully) grandchildren here. We are NOT going to move out and we are not going to just lie down and take the shit that is hurled in our direction by this poor excuse for a management company. Tishman Speyer and CWC couldn't beat us down and it will take a hell of a lot more than a bunch of arseholes from Boca to do that!
Sure, we don't have a Tenants Association any more and our "community" rag, T&V is a tool of Management, but we should not be underestimated in our resolve and innate New York core of toughness to withstand and prevail over even the shittiest of Managements and corrupt politicians. Blackstone and its reps (to include some of the PS people) are skilled at what they are doing, which is in part dealing with tenants who have problems, whatever the problems may be. I recognize that, and I'm not out to "get" anyone.
That said, I can only go by what my eyes see and not go by too much the explanations from Blackstone. (I call these explanations "excuses," but I'll let the matter drop for now.)
This is what I see when I go outside: Five minutes do not go by (and I'm being generous; I'd say less time)--five minutes do not go by in which I see one of the "rules" being broken. Management and its reps may claim differently, but this is WHAT I SEE. I have photos to prove it, but I can and will have more.
Basically, this property is not being run the way it should be run. The "rules" are there, but the rules are not being enforced with any visible frequency. I think that everybody who is aware and cares knows this.

The Town & Village blog published photos of our "Dog Days" event and included in the photos was a pig. A tenant brought in a pig to partake of the event.
Now the piglet looks sweet, but now I fear for his/her life. Did anyone say "bacon"? Management, you cannot allow pigs to your events or to be "residents" here. I'm trying to seriously address the quality of life issues, and a pig is at your event.
