UPDATE 12/14: Adam Rose of Rose Associates is advising residents who have extreme noise problems that are not resolved with calls to the management office/pubic safety to contact him directly via email. He needs to have names and apartment numbers and has a solid track record of handling these troublesome issues. He can be reached at: adam@rosenyc.com

In light of the horrific elevator tragedy this morning on Madison Avenue, it makes me wonder if ST elevators are regularly inspected, and who we can contact to find out. I think inspection certificates are *supposed* to be held in the management office, and available for viewing when requested.

No carpets is, indeed, a lease violation, but what Management considers sufficient carpeting is ridiculous! Just check out the postage stamp size rugs in their ads and in the posters at the rental office. They are absurd. No wonder we have so many noise complaints here if this is what Management is promoting as sufficient floor covering! C'mon Adam Rose, get with it! Fix the ads and posters and stop misleading people with the absurd rugs that you show in them.

Let’s be real here!
With so many vacant apartments, how much of a hard time do you think Rose/CW is going to give a tenant who does not have carpeting?
Do you actually think Rose/CW will evict them for not having carpets or making too much noise?

And just wait, until people own their own apartments.
Lets say your new upstairs neighbor just signed a $300K mortgagee, but they don’t’ want carpets in their living room.
What are you going to do then? Force them to sell their apartment?
Are you going to let some neighbor of yours, tell you that your carpets are not thick enough, and you should buy new carpets.
How about the owners next door who do not like your cig smoke wafting through their window?
There will be more in-fighting then the Hatfield’s and the McCoy’s!

The only ones who will make money on this deal will be the lawyers!

If Mr. Rose and CW have so many 'empty' apartments, why are the renewal increases at rates of 10% and more?

If CW has so many 'empty' apartments, why do they ask for such high rents upon renting?

Please tell us.

Having rented flats in condos and coops in this city, I can tell you the boards are very strict about floor covering and noise. ABOSOLUTELY kept us in line. Just because people own the units, does not mean it's a free for all. Quite the contrary.

I know, LOL. As someone who has been at this drill now for about 5 months now , one has to be relentless in order to make them enforce their own lease requirements (I am still waiting for a resolution). PS is actually OK. If you talk off the record with them, they'll tell about the real chaos that is going here. Here are the marketing links that show apartments that are NOT in the 80% carpet compliance.

There are three empty apartments on my side of the building. Two of the apartments have been vacent for over a year!
How many empty store fronts are on 1st ave between 14st and 20st (some of them empty for over two yrs)? Yet they have not lowered their asking price for those either. And if they were close to full occupancy, do you think they would of pulled an ice skating rink stunt? Just because they are asking for top $$$, does not mean they are anywhere close to filling this place up.

OK, The apartment below me has been empty for almost three years. The apartment across the hall for 8 months.

They are not lowering the rent. They will keep putting more lipstick on this pig. Do you really think if they were anywhere near full occupancy they would of went with the ice skatting rink stunt. If they were near full occupancy and making their money, what would be the impetus in CW selling this pig to the tenents?
They are still bleeding, month after month.

Condos and co-op boards very rarley take legal action against fellow owners. It does not bode well for others trying to sell their apartment if the board is taking other owners to court. And then there is the legal fees that would have to be shared among the other tenents... Thats always a crowd pleaser.

Ask any of your friends who live in a Manhattan coop or condo how it works.

YOU absolutely cannot be an annoyance to other tenants. I know many people living in coops. THEY ARE VERY STRICT ABOUT THIS.

I only have 7 apartments on my floor. 2 are empty now. 3 were empty, they rented one out to NYU in september after it was empty almost 2 years. 1 of the 2 current empty apts has been empty for at least 2 years now the other about 6months.

For the love of Pete, someone do something about all the transients who are moving IN AND OUT in and out.

THEY NEVER GET CARPETS. They have 3-5 people living in 2 BR apartments wihout carpets.

Constant scraping of furniture, walking with heels, playing loud music, screaming like 8 year old schoolgirls. CALLING security? NO.---- Mnagement needs to do something. SO SICK OF THIS.

I wholeheartedly agree with you. I am sick of seeing furniture dumped on the property as these people move out; I am sick of seeing them prop open the doors because they don't have key cards; I am sick of listening to them whoo-hoo-ing at all hours of the night and I am sick of the mess they leave in the recycling areas because they haven't a clue and don't want to know about how to dispose of their trash.
Stuyvesant Town has become a stinking dump thanks to Rose allowing it to be used as a dorm/transient hostel/hotel accommodation.

My renewal notice came and I have to make a decision by 1/14 for March 1 renewal date. I think they raised my rent 4% or whatever was the most they could by law. Has anyone countered or been able to stay at the same rent or less?

I find it completely insulting that at 2 am, I have to call security and have them show up to lmy residence and prove this noise exists. As if it wasn't bad enough we're kept up all night.

If we call to complain Security should just go investigate at the address that is causing the noise.

You can hear IT ALL FROM the hallway.

You are so damned right! Why should I have to have security come into my apartment at 2 or 3 am because the assholes downstairs are keeping me up? They should definitely go the offenders' apartments first. I think this rule they have that security has to come into your apartment is just a way of deterring tenants from complaining about the frats and woo-hoo girls. MetLife did not require that. If someone called security they went to the apartment where the noise was coming from.

I think the idea is that Public Safety has to hear what you are hearing for your complaint to have muscle. You could also record the noise you are hearing. Don't know if that would make a difference.

Rose should put in all hallways, elevators (stairways for smokers, um gross and illegal) a reminder regarding noise complaints and issues all over stuytown and pcv.

This problem not going to go away. It's getting worse.

Tenant I know has been trying to fight the rent increase for months. Rose keeps saying that they have nothing to do with the prices of the flats. You'd have to talk to CW Capital, they say.

LOL. Best joke of 2011. Talk to CW. ROFL!

Hi. I am the owner of the page for 'STOP NOW, the Obnoxious Loud Noises from a Neighbor'.

That page is a soft-launch. By that I mean - I wanted to see what happens with my case, and see if it needs to be turned loose in public.

I personally pay thousands of $ on rent, and I want to protect my space from being intruded by preventable noises. I want to empower myself and the suffering tenants. Give us a voice and a reason to put a stop to these disturbing and preventable noises by other tenants.

I have young kids partying up on one side, and older gentleman listening to loud tv on the other. Those do not compare to the ridiculous thumping and crashing sounds from upstairs that repeat constantly. They have sufficient carpeting to pass the inspection, but that doesn’t give a free pass to make all these noises that disturb their neighbor. Management called them in 3 times, and PS caught them making loud noises each time afterwards. Adam Rose and Fred Knapp are on the case, but improvements have not been drastic. These kids are like teenage clueless kids who don’t respect their neighbors. There are many days I think - Give me one night in a unit above them, and I’ll return the favor. This page telling my story is the other solution.

True, if this was a small landlord who couldn’t care less, I’d be screwed. We all would be screwed. However, PCVST is a large-scale business that requires new tenants. This page is going on social media sites where potential new tenants would research before signing up with StuyTown. This is what happened to me for past 5 months. Do they want to take this chance? If you already live here, do you want to renew? Noisy tenants like this can move in above you, too. IF they resolve issues like this, it makes a great case towards choosing StuyTown!

Honestly, maintenance has been pretty good here. There are other issues that tenants association is working on. There are issues here and there, but it’s a place I could call it home if THESE NOISES STOPPED DISTURBING ME DAY AND NIGHT.

Please follow me if you have any noise issues. Let’s power this together and build a force. ‘Like’ the FB page to follow me, which will let me know you exist, as this is about to go loose.

Everytime the LOUD walking and the banging upstairs gets TOO loud...I stand on my bed and bang back. Every noise they make...I make noise back. After 3 days of this back and forth...their noise died now.

I'll keep doing that EVERYTIME the noise gets too crazy.

I understand how neighborhood noise annoys everyone - I, too, have been a sufferer for quite a while; which apparently because of our neighbor's uncontrollable behavior. I scoured the internet for the best solutions and luckily, I found this dependable site: http://urbancontrol.com.au/

How do you get an apartment checked for carpeting? My upstairs neighbors are continuously dropping things on the floor, scraping chairs, and walking very heavy footed from one end of the apartment all the way to the other. They can't have anything close to 80% carpeting!

There is no sense in complaining, by the time security arrives, the noise has stopped.

Since 80% carpeting is a lease requirement, I can't believe it is so difficult to get an apartment checked.

They also arrive home at all kinds of early morning hours. Stuyvesant Town has to know that through its building door monitoring.
