Pit Bulls in Stuy Town

 Pit bull attacking 6-year old girl on the street the Bronx, last Sunday afternoon. Grandmother is with the girl, while pedestrian tries to help.


So today, while walking out of Stuy Town in the morning, I see two guys walking one pit bull/pit bull-mix each into Stuy Town from across First Avenue.  One bull had its jaws tight over a rubber ball, as if that were a hambone to be chewed on.  These guys are using Stuy Town as a urinal and crap depository for their dogs. Pit bulls and pit bull mixes are illegal in the complex.

Question: Does Public Safety ever do regular footpatrols around Stuy Town/Peter Cooper Village?  (These used for a brief while during Rose Management days.)  Why is it that Public Safety never sees the infractions that go on around here that residents see?  And why are there pit bulls and mixes registered legally in Stuy Town?  What's up, fellas?

Coming into Stuy Town yesterday via 18th St. loop, my husband and I noted a woman ahead of us stopping another woman with 2 large dogs exiting the 18th St. loop. The woman ahead of us asked the dog lady for directions to a certain building. The dog lady said "I don't know. I don't live here".

As if we don't have enough with our own dog owners........

I just left PCV after several years, one of the reasons being the multitude of vicious breeds being allowed to wander around here. If I had small children, I'd be up in arms about this. I don't wish for anyone to be hurt, but maybe a huge lawsuit will get them to enforce the rules.

The official PCVST website has been changed recently to reflect CompassRock management of the property. Here is the text at the Resident Info/Pet Friendly section:

“Furry friends are welcome here, though all residents are required to register their dogs. Please note the following pet policies:
- Aggressive breeds are NOT allowed. Aggressive breeds include: Pit Bull, Doberman Pinscher, Rottweiler, German Shepherd, or any breed the Management determines, in its sole discretion, to be aggressive. Any dog that is a mixed breed which includes an aggressive breed is not allowed.
- There is a weight limit of 50 pounds for each dog, unless there are two dogs. If there are two dogs in the apartment, their combined adult weight may not exceed 50 pounds. This restriction will be strictly enforced. Only two dogs shall be allowed in any one apartment, subject to the weight restriction."

At the old Rose Associates supported website, there once were instructions on how to register one’s dog. There are none here. Bottom line:

1 There is no upper management enforcement of the dog registration regulation.
2 There is no upper management enforcement of the forbidden breed regulation.
3 There is no upper management enforcement of the regulation forbidding non-tenants of having dogs on the property.
4. There is no upper management enforcement of ANY of the QOL regulations here including the 80% carpet requirement, noise restrictions, illegal hotel and sublet rentals, etc.

4 /1/2 months post Sandy, CWC/CompassRock is just biding their time (management fees) until they are no longer serving (2015?) the bondholders of this property. They only care about renovating apartments and churning them and other renovated apartments ASAP and filling them with transient tenants otherwise known as the Tribe of Woo. Sean Sullivan and his senior management team are waiting for their golden parachutes to be given to them when CWC is done. Do not blame Public Safety, they will always respond and forward complaints on up. The fish rots from the head down. Many Sandy impacted buildings will have to wait until September for laundry, inside re-cycle, basement storage and intercom service? That is why the TA is filing for a reduction of services. However, each primary tenant of record must complete building specific forms to do so. As per the TA’s John Marsh at the PCVST TA FB page:
“If you have questions regarding the Application for a Rent Reduction, please contact us by either using our contact form: http://stpcvta.org/contact or call our Message Center at 1 (866) 290-9036. As much as we'd like to make the PDF's available online, we can't because the PDF's are personalized to each building. By using our contact form, we can ensure you get the right forms.”

For the complainers on this blog who say that the TA does nothing, well here is your chance to be proactive and hopefully get back some rent refund money.

I'd happily keep the dogs if I could have my basement & laundry room back and if I didn't have to chuck my trash at the front door--which also greets me when I come home.

What's next around here? I'm almost afraid to ask.

Why do you bother complaining about this dump. To quote a recent article, this is nothing more than upscale projects. There is nothing here that warrants the rents being demanded of newer tenants. The amenities have slowly disappeared since the hurricane. Security is a joke. Dogs are everywhere, including those belonging to non-tenants. Non-tenants are permitted to wander about, nobody ever stops them no matter what their appearance. Never see any security cars at night. It's a huge flood zone, according to new Fema maps So start planning to leave if you can and let this place really go to the dogs!

Upscale? Really?

I've always wondered why people pay market rates to live in this cesspool when they could go elsewhere for the same prices and better living conditions. This I know for a fact. I have to believe that at this point most market raters are waiting for the conversion and that if it doesn't end up happening they will bail on this housing project.

As far as the dogs are concerned, yeah, not a day goes by that I don't see a pile of shit on the property or a puddle of piss around the garbage cans. Perhaps it's fitting for this place.

True that the fish rots from the head down and the fish here are rotten to the core. However, I think that, with some exceptions, the PS force here is useless.

Tishman-Speyer rapacious greed caused this mess along with the Bloomberg administration's collusion with the real estate industry. I can give Bloomberg good marks in many areas. But real estate policy is one of New Yorkers' highest priorities and in this area he gets lower than an F.
Once dogs were allow by T-S, there was no getting the genie back in the bottle. But the dog owners should realize the effects of dog ownership. There is no way to distinguish who is a tenant here & who isn't. So outsider feel free to come in an use the grounds as their toilet. The grounds will deteriorate. I can see from my window in PCV where the dogs are allow and where the grass is completely gone. They're the same. Some areas are posted off-limits for dogs but the postings are within these large play area, not across the periphery entrances. Consequently, dog owners let their dogs relieve themselves in these areas. Well, this is where little kids enter the play areas and sometimes fall down. Parents should be aware the dog owners let their dogs do their messes in these areas all the time. If this place is finally sold to the tenants, somehow the problems these dogs create will have to be addressed.

another problem-& a big one-thursday the middle schools had a half day. the PCV basketball playground had 35 students playing/watching basketball!!!!! the residents (also having a half day)were unable to use these facilities. this went on for 2 plus hours. it'll take a major catastrophe before they put in supervision there. oh, and the chinese deliverymen came in after school kids. no problem.enjoy amenities.

I am an animal lover. I have no "bone" to pick with any responsible pet owner. Having said that the utter disregard many of the dog owners have for the rules is appalling. Dog sh*t is everywhere. Bad enough that the Oval is laden with feces but, c'mon, the elevators and the stairwells too?? Gimmee a break?! Is it really necessary to step in turd because of the laziness and uncouth behavior of these clods. This is a community. Let's not forget this. Respect and consideration go along ways in this world!

This place is a lawsuit waiting to happen. With the dogs and the fucking kamikaze bicycles, you take your life into your hands if you walk through the project. It is risky enough for the young and able bodied, but if you are elderly or a small child, then you are putting yourself in serious danger walking around here. CW/Compost Crap whatever their stupid name is, have absolutely no conscience, no sense of decency and just more bloodsucking parasites in a long parade of bloodsucking (incompetent) parasites since TS.

It's so sad to see the way Stuy Town has deteriorated into a college dorm flophouse the past few years. Nobody cares about anything. People do whatever they want and we all suffer because of it.

Biding time is the perfect description, get the warehoused apartments upgraded and on the market. The work around the grounds is done with no regard to the existing tenants, large sized trucks are frequently parked on the pathway behind the leasing office, as well as golf carts driving in all directions, some contractors (pace plumbing) have their own 6 seaters. For every one tenant who leaves, six would take their place. The solution is when incidents arise call the real police (insist), the FDNY for housing matters, etc.
don't let them win.

@ Hippo - I agree with you 100%. If you have a pet, clean up after it and don't let it go in the elevator or stairwell. The same though should go to parents who litter up the playgrounds and leave all their kids garbage.
Bottom line - if everyone did the right thing, Stuy Town and the world would be a better place. Alas, its sadly not the world we live in. There is no such thing as personal responsibility anymore.

Just got home from work tonight in PCV - 9 pm and ALL EIGHT of the lights surrounding the perimeter of the building are broken. I called security again tonight and they, surprise surprise, didn't notice that it's pitch black outside. This place is a dump and a sad joke. 19 more months on my market rent and then they can carve it up as I'm out of here.

PCV Mgt has been notified six times by me over two months and has done NOTHING. Oh and Dan Garodnick's office has done nothing either not even a returned phone call from his so called PCV liason- oh wait he's not running for his council seat...

I understand that the stinking greenmarket is coming back and will be here until December; Oval Cafe is coming back too. I'm sure all the noisy, lousy "concerts" will be coming back to plague this summer. Meanwhile, some buildings have no laundry rooms, full elevator service or storage rooms. Nice going, CWCap/Compass Rock. You re not fit to run a fleabag hotel, let alone a massive apartment complex. I think that those without services who are being spat on should organize a rent strike. It's the only thing that would possibly move these fucking idiots to do the right thing and run the place as it should be run (as opposed to running it into the ground).

Compared to Michele Bachmann, Maloney is Einstein! That's not saying much though. Will never vote for her again now that she is endorsing that beast, Quinn.

Anyone that believes in Breed Discrimination or that Pit Bulls are inherently dangerous is ignorant. No one breed as a whole is bad, the same as no one race of humans is bad. Much has to do with the individual, it's genes, upbringing, and training. In the case of Pit Bulls, a breed that was created to be especially gentle with people, all of the human aggressive dogs are victims of one or more of the following: poor breeding, bad training, or irresponsible upbringing. There are thousands upon thousands of Pit Bulls that are loving, loyal, safe pets, who will live and die without ever having bitten a human. They are the proof that this "born bad" idea is fiction, pure and simple. Numerous studies and reports show that Breed Discrimination does not improve public safety and dog bite incidents do not decrease.

It is getting near time to bail-out I think. Renewal on my lease will be coming soon and I will not be taking it.

Without any definite plans to convert to a condo, I'm not sure why I should pay a premium rent for crummy conditions.

The only reason to put up with it is dissolving while CW is clearly trying to shop the place around for a higher bid. There is NO effort to provide adequate services for tenants any longer so good luck for those going down with the ship or should I say the "dorms." You have my sympathy.
