It has come to my attention that certain people (not on this blog) are contributing to the snarky and rude behavior that is exemplified on other ST/PCV blogs. We will have none of that on this blog.
Posts here are very encouraged by General Manager Rick Hayduk's moves to make signage a number one priority, and make ST/PCV a much better, if not nearly perfect, place to live through more personnel, both in front of the scenes and behind them. We appreciate the extra PS officers that walk the beat around the Oval and ticket the bicycles that are speeding through it, just as we appreciate the PS officers ticketing the dog infractions that they see. We appreciate the laundry rooms in working order all, and available to anyone should they choose, else a ticket by a friendly PS officer is issued. We appreciate all tickets, in fact, and are encouraged by the amount that's handed out, settling in a lifestyle that's commendable to all tenants.
We also appreciate Blackstone's harvesting of rules and regulations that make this a much better place than...well, we want to be positive. The guilty won't be named, but you know who they are. We appreciate the carpet rule and quiet time come the nighttime hours.
We also appreciate the lessening of a financial burden that many of our tenants had to deal with, and the lessening of "flex" apartments that are the bane of contemporary living here. It is nice to see, finally, apartments opened up to how they were truly envisioned, without those partitions that the DoB says are not additional spaces for extra tenants.
While we have had difficulties with the dog rules, we must say that the battle has been fought and won--by the dogs. So we welcome dogs into this complex, and if they are dogs from outside, what's your problem? And what's your problem with the dog piss and crap that you may see? They have to do it somewhere!
We love this place, in fact, and feel very fortunate to be here. Thank you!

Just walk by the NYU Palladium dorm on 14th Street, take a peak from the street into their lobby; you will see what I mean. And I bet he doesn't have anything close to 80% carpet compliance, that’s why he pissed off.

It's quite cheesy that the tenants pay for their own lightbulbs which are around $25 each - thanks douchebags.
Waking up to the non-resident with his (4) barking dogs around Playground 5 between 6:45 Am and 7:30 Am! He wasn't here today after being screamed at by a tenant to shut his f'king dogs up. Great to sleep until 8 Am when the renovations began until after 5:30 Pm.
The renovations never end, the dogs never stop barking, the closets never stop slamming at 1Am.
And - House Rules! Really Rick. Who thought this one up? Sorority House? Fraternity House? Stop marketing to these dorm creatures that have destroyed this community.

The TA fb page used to be a lot worse than it is now. There was a bunch of very bitchy women who would gang up on someone they didn't like and mock that person unmercifully. They particularly hated the moms who posted there and went out of their way to be hateful to a young woman who had converted to Islam. I think the moderators got rid of most of them. They were pure evil.

We have not seen th postings in our buildings about rules. A gentlemen dos mention that the letters on the signage too small to read.

Especially when you face the Oval directly during the Carnival Cruise events of concerts and movies. Now the concerts (OK, acoustic now-we will see) are now on week day evenings this year so there is no escape. And for the movies, like last year, week day evenings so again, there is no escape. And there never were ID checks by PS for access to the Oval during the CWC/CR reign of horror for these so called “residents and their guests” amenities. Again, we will see what Blackstone will do re that issue.
MR tenants, do not renew if BlackStone increases your rent - there are hundreds of listings for rent, cheaper, closer to trains, better buildings without tissue walls. They even have good, close by supermarkets too. Do it.
I picked up on a scam that has been around for a while. The "ticketing" of infractions really doesn't occur all that much. Today I saw, in the space of 15 minutes or so, at least 6 bike riders go around the Oval in front of a "new" PS guard. Now if you don't ticket (and this guy wasn't even telling the people to get off their bike), then you have a relatively clean record. No infractions, no problems, great record. I wonder if this PS guard was "told" how to behave, too. It's surprising that he would do this on his own.
So, basically, I don't believe what the Big Boss Rick is telling us, if he is getting his info from the troops on the ground.
I don't know what goes on around here, but I know this place is not run as efficiently as it could be run. If you complain, chances are you will be listened to. But it will be a temporary fix that will disappear once you are not looking. At least it seems so.

I am not sure they stopped marketing to students. The damage is done already. This school leases ten apartments ( at least) for students and they are furnished. If ten schools are leasing ten apartments that is 100 apartments not going to permanent residents and is at least 1 dorm per building because aren't we 80 buildings?

They did not stop renting to students and there are many more than 1 dorm apartment per building. I have 2 dorm apartments on my floor and one below me. The numbers are much greater than they wish you to believe and are increasing. Every time I get into the elevator there are students. Management cannot rent these overpriced MR apartments without them.
StuyTown Property Services is not a victim who has to rent overpriced MR apartments to students because of what the special servicer CR management company did. They are happy to benefit from it and grow it to completion.
According to the Mr Bharara corruption probes the corruption seems to begin and end with the Economic Development Corporations on the local and state levels. These Economic Development Corporations are making the developers very rich from a lot of development and making everyone else very poor with a lot of small businesses and citizens losing their addresses. The Economic Development Corporation is pushing us all small businesses and citizens out to replace us with Corporations in commercial leases and residential leases.

5:13 PM: Good for you! The only reason I stay in ST is because my RS apartment is affordable and I absolutely love my apartment. It is my home and has been for over 30 years. If they wanted to pay me to relocate, I would gladly go with that. I used to love Manhattan, but not now. It has become an homogenized, corporatized clone of any stinky little town/suburb. When you've seen one Starbucks/Chase/CVS/DR, etc., you've seen 'em all. The small businesses have gone; the gritty ethnic neighborhoods have gone; the diners where you could get the best coffee in the world have gone (Starbuck and DD are SHIT!); and the places where you could get a good burger have gone. All we have are these plastic lookalikes that would be ok on Sunrise Highway or Shitsville, USA, but they are not NYC. Even at the other end of the spectrum, we are bleeding what was New York City. Times Square is just a hustlers' paradise and about as plastic as the rest; Ziegfeld has gone and I am pretty sure Radio City will soon go and be replaced by "luxury" condos. What is there about the City that is attractive any more? It's full of hipsters, students and - right at the top of the skyline - oligarchs and war criminals who buy into the shabbily-built Lego Set buildings to launder their money. I would move in a heartbeat if I could afford to and could get an apartment as nice as my ST REAL one-bedroom apartment! No sharing and roommates for moi! I have a REAL apartment and will never give it up unless I am forced to or paid a lot of money to do so.

It is sad how they have to beg and advertise the latest featured apartment to get people to move here and not too long ago it was a prized possession dozen year wait list.

2:14 PM you are absolutely right. I was recently looking at some apartments with a view to buying. Everybody I spoke to during that time, when I told them I lived in Stuyvesant Town said: "Oh, isn't that a dorm now?"
Yes, and BTW, this fact has been posted on this blog before. It is well known with RE brokers that our community, especially ST, is a dorm dump. In addition to the official school dorms, thousands of undergraduate and graduate students here go directly though the leasing office with their parents guaranteeing the lease. They are the tenants of record and are on the lease, not the school.
A big difference between how PCV has been treated versus ST with respect to students. Checking city records, around 18 units in my current building have been partitioned. My old building in ST...65 have been partitioned. Over half. I asked someone who still lives there if there are many students. Yes. Plenty. Then she went on to describe the problems.
Consider what the partitioning does. If you're a student and want privacy, your 1BR creates 2BR and you can split the rent. And if you're less concerned about privacy, a 1BR now allows you to share 2BRs and hold 4 people.
This partitioning and sharing is what allows students to handle the rent. And it is key to current success. Without the partitioning, the current rents are not affordable for most students. What does that mean? It means empty apartments...or greatly reduced rents...both of which hurt covering operating costs and paying off debt.
And if you're having difficulty paying off debt and meeting operating costs, guess what...the value of your property is lowered and you're back in the same situation Tishman-Speyer was. If partitioning were to go away and if there were another real estate crash (say in 2017), what do you think would happen then?

Just so long as everyone is aware of this. Your complaints are more often against students. Understandable but there never has been nor can there ever be anything illegal about renting to students per se. The whole deal really rests on partitioning.
Is it just me or or is there more focus on the Oval grass area of the grounds? Pruning, mulching, and now the continual cutting of grass all over the place, noisy too? I could be wrong, but it seems Rick is obsessed with the Oval area.
T&V says Rick put more security at 18th and 16th after the brutal attack on the woman. Will this security be in force at all entrances and at the concert checking for residency proof during the July concerts in the Oval? What is the security plan for the Oval concerts?

Not that I've noticed and I've been by several times. I could be mistaken, however.
I thought I smelled POT somewhere on my floor but was not sure. If I find out who it is, I WILL call Rick and explain that If I smell it ONE MORE TIME, I'm calling the 13th Precinct. This place is getting worse by the day.
In that article concerning the attack, I find it ridiculous that they only mention 16th and 18th St. What about 14th Street? I haven't noticed any additional security either. Those concerts and movies encourage the influx of outsiders into the development. What about putting a public safety officer in that structure on 14th St which is a joke, an empty patrol booth.

It is absolutely criminal that this place is saddled with debt. TS and BlackRock should have been made to pay their debt instead of saddling the property with it. The diminishing QOL here is caused because of the avarice and greed of TS, BlackRock and MetLife under Robert Benmoishe. Such avaricious filth should not be allowed to get away with what they did. Benmoishe is where he should have gone a long time ago (six foot under), but I think that the remaining grifters should be held accountable. What kind of a country do we live in when people can get away with such criminal avarice? Bloomberg, of course, jizzed in his pants because he was so in favor of he crime.
REBNY is intelligently creating an easy to use system for members to be part of the government process, to influence the political system. Every Tenant Association that advocates for their tenants should do the same so every tenant voice is at least as loudly amplified as every REBNY member voice.

Since June 2015, this coalition has recorded numerous instances of such alleged harassment perpetrated by you, Isaac Toledano, and agents of Brookhill Properties. You and your property managers have allegedly engaged in activities such as:
1. Serving tenants with frivolous notices to vacate and holdover lawsuits;
2. Threatening to shut off basic services such as heat and hot water;
3. Refusing to renew rent-stabilized leases based on meritless allegations;
4. Threatening that impending construction will be an extreme nuisance and will render apartments uninhabitable in your buildings;
5. Following tenants in and around their buildings, after hours, on the street, and close to where they live;
6. Calling tenants to discuss buyout offers, even after tenants have firmly expressed that they are not interested;
7. Pressuring tenants to quickly accept buyout offers.

The Toledano Tenants Coalition is gravely concerned about demolition taking place at buildings owned by you, or entities controlled by you.
The NYC Department of Health and Mental Hygiene (DOHMH) has placed violations for elevated levels of lead dust in several of your buildings, causing the Coalition concern for tenant safety during ongoing demolition. Specifically, the NYC Department of Health and Mental Hygiene (DOHMH) found that samples taken at three buildings you own contain elevated lead levels ranging from 1.5 to 16 times acceptable levels.
The three buildings, 235 East 5th Street, 233 East 5th Street, and 514 East 12th Street, were found to have elevated lead levels in common areas. Two of these buildings are home to children under six years old. Elevated lead levels can be hazardous to anyone, and can cause physical and developmental disabilities in children under six years old.
When you, or entities controlled by you, do demolition work that poses a potential risk of lead exposure to tenants, we demand that:
• A proper lead mitigation plan that utilizes an EPA-certified abatement contractor is put in place;
• Local Law 1, the New York City Childhood Lead Poisoning Prevention Act of 2004, is followed.
In addition, we demand you take the following precautions to protect tenants:
• Notify building residents two days in advance of demolition work.
• Post warning signs outside work areas while work’s in progress.
• Clean, clear, and seal off work areas.
• HEPA-vacuum before doing work.
• Cover/seal ALL windows, floors, vents and doorways with plastic and waterproof tape.
• HEPA-vacuum and wet-mop work areas after each day's work.
• Store work materials in sealed containers, or remove them from premises after each day’s work.
• Carefully discard debris, and ensure that no dust or debris is tracked out of work areas.
• Spray plastic barriers with water mist, and safely remove them; fold and seal plastic in plastic bags.
Tenants have been advised that if they don’t believe you’re complying with the law, including the legally mandated demands outlined above, they should call 311, and report your activities to the relevant city agencies, including DOB, HPD, DEP, and DOHMH.
In closing, please don’t use demolition/renovation as a ploy to begin buyout discussions with tenants.

Using "Flex" to get away with illegal increase in occupancy with DOB and dodge the DHCR room count for MCI charges and then the Attorney General lets them advertise flex apartments as full additional bedrooms and jack up the rents removing it from affordable housing. There are still dozens listed, and more that brokers list other apartments they rent out in other neighborhoods then pull a bait and switch, putting travelers into unlisted Peter Cooper Village Stuyvesant Town apartments. Sure does seem that the brokers and the landlord work together on clumps of market rate leases that are assigned to brokers then the apartments are run by the brokers as hotels. Question is who drew up the agreement with the brokers!

The hotel guests are as guilty as the brokers and the lease holders and the lessee and the current security administration. Think about it. If you are a tourist in a city and the place you are staying makes you wait to enter the building in a sneaky way without keys or a way of re-entering each time yo exit, that is a big red flag you are doing something very wrong. Period.
The NYPD 13th should arrest the tourist for trespassing the moment they enter the PCV building lobby - if it were that the NYPD 13th were doing their job and not liaising with the property management & current dorm security who has let this go on here for too long for it to be anything other than condoned by them.
This hotel crap has been operating on the NYS State Dorm Authority camera system that is supposed to be foolproof from strangers including these hotel guests. Current security administration officers monitoring the cameras has seen the hotel guests come and go since it was installed and the students and brokers running the renovated luxury hotels. First place to investigate before the 16th and First entrance is the current administration running the security office who watches these NYS State Dorm Authority cameras.
The hotels started operating in 2010 when the renovations kicked in and the number of renovated apartment hotels grew to over 100 listed and probably ten times that unlisted, being run by brokers who have multiple listings including Stuyvesant Town Peter Cooper Village.
The Security Heads have to be telling the officers to look the other way, because the officers are not stupid, they see what is going on, but they have to follow orders or they lose their jobs.

Interesting debate between 11:59 and 3:24 and agree with both of them. If we lived in a house and someone trespassed in when someone held the door open we would call 911 before they did anything else. Trespassing is enough and it might be more dangerous to wait until a hotel guest does something horrible, especially with all the hotel guests we have at any given point in time there must be at least 3 to 5 hundred hotel guests in StuyTown. That is a big size hotel that is being run here even if it is by a hundred different operators. More likely it is a few dozen hotel operators and one big dirty greased-palm hotel overlord. We let the little kids run around while we do laundry, and the older kids go to a friends apartment in elevators that have hotel guests in them.

Re the dorm apartments, whether the official ones where the lease is in the school's name or in the students' names, both are currently legal (I know, outrageous) under NYS RS law which currently covers all PCVST apartments. This is a NYS wide issue which cannot even begin to be resolved unless the Dems get a super majority in the NYS Senate to offset the Repubs and the DINOS. The issue that the TA has been very negligent on (as well as our local politicians) is the DOB “Flex” apartment scam whereby there is no increase in occupancy. STR, one has to look at the big picture here, not just through the bubble of PCVST. It’s the whole NYC real estate industry and how it pertains to its target demographic, the Millennials. This is especially relevant in our hood which includes the EV, the LES, etc. The Millennial baby boom is right now at its peak, bigger than the Baby Boomer peak. All the new residential construction that is going on here and at the fore mentioned hoods is geared to them. That includes commercial real estate as well. Parental funded millennial transients, who have been noted at this and other local blogs, are the only ones who can afford today’s hyper “market” rental rates by packing themselves in 3, 4, 5, etc., per apartment. The other aspect is that NYC is now marketed as a tourist destination to the 100th degree with all the detrimental (Airbnb, etc.) residential and commercial real estate effects that accompany that type of transformation. And John’s Sexton’s NYU plan as “The School That Eat New York” (Google for that NY Mag article) is now a fait accompli. The future? Google SF.

None of the One bedrooms in the sty are renting for $5K (even the chopped up ones), nor are they renting for $4K (even the chopped up ones), but your point is well taken. I'm kind of in the same situation as you: long term tenant paying a real R/S rent. I wonder though what a "nice low rent means though". I'm paying in the $1500's (does that qualify?) and honestly I don't feel that I have a "great deal". Please don't quote me the current market rates for these apartments because it means nothing to me. How beautiful is your kitchen from 1950? How beautiful is the smell of marijuana wafting through the halls? How beautiful are the puddles of piss and piles of shit that occasionally greet you in the elevator? At what point does a bit of self respect and personal dignity trump this "great deal".
I do think apartments are available $3.5k plus. Maybe not a lot of them, but they are available, at least according to the official website.
I do think the kitchen from the 1950s is serviceable enough, and I've heard from workers that the quality of older material is much better than the newer stuff. As long as we get relative peace and quiet we are generally fine, though you have to deal with the outside and dogs (legal now), bicycles all over the place, 5 thousands more people (at least) and just the typical person who is not that into caring what anybody thinks. Bikes on the sidewalk is an ECB offense. The guards that were given peace officer status were trained to issue ECB summonses for failure to curb dogs. I can only assume they were trained to issue summonses for other ECB violations as well.
But the real issue is if the landlord is willing to alienate a rent paying tenant by writing them a ticket. My guess is still no.

I guess you could try to argue that since it's publicly accessible it functions as a sidewalk, but I doubt it'd stick... You'd have to press for 19-176 (b), endangering people or property, which is a harder case to prove.
That said, some vocal demands from PS would likely reduce the occurrence. Though I will admit, most residents (not delivery people) I've seen riding through the oval are going pretty slowly.

Depends. Some are going slow and edged to stopping in case someone calls to them. Others are going at a good pace. I've seen it and see it all the time.

Why do you assume I am a "her" and not a "he?" Maybe my apartment wouldn't fetch $5k right now; maybe it would be a mere $3.5k, but in a very few years it will be $5k. The actual numbers are not as important as the fact that they are salivating while they wait for the demise of us older folk. In the meantime, I am enjoying my apartment and my life and if that makes some people mad, then so be it.

Lived here just 2 years to date. We have had at least 3 apartments that I know of people pass away - very old seniors and churn churn. Clean, paint, new GE fridge ---- rent goes from 900 dollars to 4000 in a week. Lmfao.
There aren't too many apartments left that are $900! Anybody with a rent that low must be very old, have SCRIE and have no rewiring for air conditioning. Most of the longtime tenants that I know pay upward of $1,800.
NOpe, I know a few who are paying 1100 to 1300 and they have LARGE large high floors. There's a lot of old employees, people still here from Met Life days that still have units here and live out of state. No one wants to admit it though. Take a good look at all the Met Life employees and see what you find under the hood.
