Our landlord, BLACKSTONE, can't handle Stuy Town and Peter Cooper Village. There is a lack of enforcement of certain "rules," and no amount of notice to this alleviates the problems. We are continually being told half-truths and fabrications. And we have no viable Tenants organization, despite our TA asking for dues all the time. So far, the politicians have proven to be basically useless. A typical New York story.

Stuy Town Fails Fire Inspections
There's money, time, energy, planning and manpower put into Oval Events and creating Oval Ice Rink and Oval Cafe, but it appears that Stuyvesant Town was caught short in performing routine fire door inspections throughout the complex, as well as other fire safety inspections. The NYC Fire Department was called in to investigate after volunteers from the Tenants Association found, according to Town & Village, "fire code violations in nearly every building." Because of this, CWCapital has received eight violations based on the the FDNY inspections and must fix the problems within 35 days or face a $1,000 fine for each violation. More Fire Department inspections are forthcoming.
Doors in stairways must close properly or else they can let through smoke and fire throughout a building should an apartment catch fire. Apparently, Public Safety used to check each building from top to bottom, but, according to John Marsh, TA's new president, the sweeps, he noticed, weren't being done anymore, which instigated his concern about the fire safety of buildings in PCV/ST. A FDNY Fire Inspector called the failure of doors closing “extremely dangerous, because it could fail to stop the spread of fire--and especially smoke--to other areas of the structure.” According to the fire inspector, the failure of self-closing doors could have a "severity level" in the "immediately hazardous category."
The TA website gives more information about its inspections, including this:
"The TA’s volunteers checked more than 2,900 doors in Stuyvesant Town and Peter Cooper Village and identified 587 doors (20%) in 106 of the community’s 110 buildings (96%) that did not self-close and latch, creating a potentially hazardous situation.... In addition to the findings on the doors, the TA’s volunteers noted buildings that were missing floor indicator signage in hallways, on stair doors, and in stairwells; standpipes that were locked and chained; piping passing through holes larger than the pipes themselves creating a path for fire and smoke to travel; and what are unsafe and non-code-compliant window safety panes, such as plastic, in the fire doors themselves."
I myself noted that work done on pipes in the stairways in my building left gaping holes between floors. My concern was asbestos (the holes were significant with, to me, unknown fireproof material jutting out), but I never gave a thought that these holes could also let fire and smoke travel through a building. When nothing was done about these holes for weeks, I called maintenance about the problem, and still nothing was done. Months went by, and only recently were the holes plastered over. (Rumor is that Stuy Town was alerted to the forthcoming FDNY inspections and moved quickly to fix as many problems as it could before the actual inspections took place. Please note that this alert may have come because of the start of the inspections.)
The TA goes on to state:
"The Tenants Association is also outraged that, in addition to the safety findings, the volunteers found substantial evidence of alcohol, tobacco, and drug use in the stairwells as well as indications that people have been using stair landings to relieve themselves and their dogs. The TA sees these abuses as a direct outcome of the suspensions of the vertical patrols by PCV/ST Public Safety that were standard procedure for years."
Kudos to John Marsh and the TA volunteers for their work on this.

This report also reinforces the insanity of CW Capital spending vast amounts of money (in a foreclosed property no less) for crap ”window dressings” such as concerts, the Oval CafĂ© , Oval TV screens, etc., on and on ad nauseam while not budgeting for and enforcing their own QOL policies such as the 80% carpet requirement and looking the other way regarding the illegal hotels (which violate their own polices and NYC law) while fire safety is being ignored and the stairways are filled with urine and feces. This aggressive marketing to transients only (awesome!) will eventually come back to CW Capital and bite them in the ass.

If this is true, immediate firing and jail time is in order for the person(s) responsible. This needs to be investigated further at the highest levels via the NYFD's internal investigation section. This is major corruption issue.
Kudos to the TA for doing this research and bringing it to the attention of the FDNY. Rose should be ashamed for allowing such dangerous and filthy conditions to continue. What kind of "management" company is this, anyway? They waste money left, right and center on stupid nonsense such as Oval Cafe, ice rink, planting cabbages and holding ridiculous events that very few tenants want and even bother to attend, yet they subject us to the danger of fire and disease by allowing the stairwells to become lavatories and fire hazards. Some of the blame needs to go to NYU and the other colleges that foist their horrible, immature "students" onto what used to be a decent, respectable residential complex. I don't think that the real tenants shit and piss and vomit in the stairwells. This is definitely students and their "guests" who are doing this. When you pack a dozen kids into what used to be a one or two bedroom unit that has only one bathroom and they party hard, this is what is going to happen. I doubt the people who work for ST and who clean the buildings (once in a blue moon) are going to clean the stairwells. Why should they? They don't get hazard pay for cleaning up insanitary conditions. I wish the TA would organize a rent strike by real tenants in protest of the "dorming" of our buildings and the egregious fire-hazard conditions.

It should be noted that, while the T&V reported that 8 violations have been issued, the FDNY isnpection program is still in its early stages with a very small number of buildings having been inspected at the time of the TA release (it may be only 8.) Thus, as the number of inspections increase, the number of violations may also increase, substantially.
Your readers should know that the usual procedure is for the FDNY to post violations in the building lobby, above the mailboxes or the fire safety plan information.

I hope that CW's and Rose's feet are held to the fire (no pun intended) for this disgusting state of affairs. We have already had a fire in my building which was caused by stupid students. They gutted the apartment and caused considerable smoke damage to other apartments. This place is a fucking death trap thanks to the greed, incompetence and downright criminality of our so-called landlords. With all the overcrowded apartments with pressure walls, we have a major catastrophic tragedy waiting to happen. The FDNY needs to fully inspect each building and not be bought, threatened or swayed by our landlords' best pal: Bloomberg, King of Corruption.

I don't understand how they get away with everything they do and everything they neglect and destroy. This is our home. How dare they destroy it! And how did the Speyers just walk away with no consequences? Rose will do the same.
I don't know if it's ever been stated as bluntly as this...but the only thing that's going to stop the flophouse-style, let's cram as many bodies into as many apartments as possible around here is...if a member of the FDNY dies because they can't find their way through the pressurized wall maze of a burning apartment.

STR probably won't publish this, but while I agree that it will probably take the death of a firefighter to put an end to this tenement scam, I hope that never happens. Bloomberg, Rose, CW, Speyers, et al are no better than the slumlords that Jacob Riis documented over a century ago. They want to bring us back to that level of subhuman housing all so they line their pockets. We need a total - and I mean total - change of government in this city to rid ourselves of this vermin. I am not optimistic, but that is what we need.
I think everyone should know that it is CW Capital that calls the shots here, they allocate the resources (and budget accordingly) to Roses Associates and American Leisure, who are contracted by them. Their main purpose as the holding company is to represent the bondholders of this foreclosed property which is to churn baby churn apartments and generate income. With that as the focus, financial resources for regulatory enforcement and QOL issues, unless they directly impact the bottom line or on the surface become so a grievous (TA’s discovering fire code violations and the dog issue, see below), are short changed. Not a long term strategy at all but they are only here are a temp basis, regardless who will finally own this place.
The front page of today’s T&V has the third headline story, “ST residents now getting written up for unregistered dogs”. I believe this has happened because the dog situation, especially non tenant use, was getting out of control and it was affecting their housing marketing strategy.
The fire code violation story was the lead T&V headline story, nice media placement TA. Of course, "A spokesperson for CW-Capital did not respond to a request for a comment.“ Notice, a Rose Associates spokesperson was not asked for a comment.
I think that these violations may be the straw that breaks this camel's back.

There were a couple of interesting quotes and comments attributed to Mr. Marsh in today's T&V regarding the fire door situation including:
"They've been that way for as long as I can remember."
and
Marsh recalled how in a major Stuy Town fire that occurred around a decade ago, which destroyed the old Elm Drug store, part of the problem was that the doors in the stairwells were open, allowing the smoke to travel further through the building.
"Some got through the halways and a few seniors got really sick," he said.
It is great that the TA took action but, if this was really a concern for a decade, why did they wait so long to speak up? One would think this would have been a priority for them and for us.

As someone who has seen a lot of truly substandard housing, it does a disservice to those who are living in really horrible conditions.
I don't think that characterizing the dorm apartments as flophouses, or being concerned for the safety of firefighters entering an undocumented floor plan is being crazy or over the top. These are real conditions in real apartment buildings, right here in ST/PCV. Just because there are slums elsewhere doesn't diminish the problems the tenants face here.
8:03 pm: This is not over-the-top reporting. This is honest reporting. This place is rapidly turning into a flophouse/slum. Just because there are some unfortunate people who live in really substandard housing is no excuse to dismiss the egregious violations and conditions here. Substandard housing should be brought up and not used as a yardstick to measure by and trot out the "well it could be worse" excuse.
This is the kind of thing that the TA has always done well and continues to serve the tenants well. It should just stay out of the conversion business.

Agreed that this was a pretty regular occurrence when the amount of beer didn't = time available to get home, but I think it's gotten much worse now with some people using the stairwells for doggie toilets, and people hanging out to smoke. When the guards used to patrol the stairwells, this was less of a problem.
CW doesn't know anything about running a big apartment complex so they hired Rose. It appears from the fire doors, the four year delay in enforcing the dog rules, etc. that Rose does not have the competence to run the place. I suspect that it is Rose that pitched the oval atrocities to CW who approves them in reliance on Rose's supposed expertise and that Rose submits a budget to CW for approval, which, apparently, does not include money for building safety inspections or recreation equipment. Rose is not without fauly here, solely following orders from CW. They are in it together and they both need to be removed as soon as possible.
By the way, writing up people for unregistered dogs - four years after the fact - is unlikely to have any real consequence for those who are written up. It would be stunning if Rose tried to evict them. It is all about looking tough - not being tough and is way to little and way to late. McClellan, who has ignored his duty and did not have the security people who work for him enforce the rules should also be removed.

I’m a lifer here and twice in the past two years, I been subjected to human feces in one my stairways. Urine, once in a blue moon, yes, but feces, never. I also found a massive drug related graffiti sprawl on one of the stairways as well. All of these issues were reported to PS and management and the issues were addressed in a very timely manner. But to think during the past 6 or so years, that due to the relentless marketing to an 18-25 single transient demo, that this has not significantly deteriorated the QOL here, well, that’s just seeing things with blinders on. And what is truly sad is that for all of 3 these issues, I was the only one who reported them in. PS stairway patrols need to be reinstituted and to hell with “artisanal” pizza at the Oval CafĂ©. That’s’ where resources (financial and PS related) need to be directed to, not to events marketed to the above mentioned non tenant demo (NY Times, Brooklyn Vegan ), events such as the “Roots & Rock Sessions: -Sat, Jul. 21st, 3PM-7PM, On the Oval-Eilen Jewell and Mark Erelli bring down the house in a star-studded show! Free to all residents and their guests.”
Thanks God, only 2 more of these “concerts”. And then playground 10 will be taken out for the infamous “Winter Wonderland”. Sigh. Playground 10, a free resident playground ,taken out of circulation for a “pay” facility. Untold amounts of money spent to build and maintain this winter wonderland and then repair the damage done to playground 10 for it to be reopened. Yes, I know, tenants were given free ice time window and the facility, as always, was available only for “residents and their guests”. I know, may people love these so called resident ”accessories” in our foreclosed property but there is a price to pay. Please let it not be a fire tragedy.

I have a suggestion for all the money CW/Rose is going to make on their "amenities," or they could use the money they squander on plants that die as soon as you look at them: How about replacing the trees we lost in last fall's hurricane? Instead of doing that, they're cobblestoning over where a tree used to be on 23rd Street, and even before Rose a tree that used to be by the entrance near First and 23rd was not replaced. A tree was taken down on the big lawn at First and 23rd (took a year for them to remove the stump), and it is clearly not being replaced. What about all the other trees we lost? Adam Rose is really big on donating hundreds of thousands of dollars where he lives. Surely he or his company could afford a few thousand to replace our trees.

Adam Rose only cares abiut this community for one reason - it is a hugh part of his business Rose's web site states "Rose Associates is a leading provider of development, marketing, leasing, and management services, with a portfolio of more than 38,000 units." STPCV has 11,270 apartments. Do the math and you will see exactly what this place means to Rose. He is a mercenary - in it for the money and for no other reason.

'Fraid I have to disagree with you. Yes, Rose cares about his reputation, but only insofar as it affects his ability to keep making money. He may be on a short leash financially, but he has proved that he doesn't know how to manage "smart," that is maximize the results he can get from a minimum amount of money. The building porters have to distribute under every door those Oval Atrocity postcards when they could be cleaning the laundry rooms. Instead of having the grounds staff maintain the property, they have to keep planting and replanting things we don't need and which also cost money. Maintenance is deferred so that the buildings continue to deteriorate. Every time a problem is pointed out to the staff, it's as though they have to reinvent the wheel to solve it--this despite having been in charge once before. The dog policy and map have been posted in lobbies--because Management can't be bothered to enforce their rules from the get-go. Ditto for informing tenants how to dispose of garbage and recycling.
I've been on the Rose site and seen the other properties they manage. I wonder how those other residents feel about the job Rose is doing. I get the feeling that we are the bottom of Rose's barrel.
STR--that's interesting, I was in the laundry room, lamenting the crappy machines, and wondering how Rose "lives" with themselves and almost going out of their way to let things go downhill. I started almost "talking to them in my head" (I know, inssane), but actually asking, "seriously, you must want to take some pride in your job, you must want the large complex you manage to run well, right?"
It would be a huge smear to their reputation to be a slumlord and deliberately let things deteriorate. It doesn't seem to make sense that they would do this on purpose. So I kind of agree STR, but I do wish they would do things like patrol the stairwells, change laundry machines, etc.

I will concede that Rose has a sense of reputation - overblown as it may be - and pride in what they accomplish for landlords such as increasing cash flow by turning over apartments and lessening the stability of the community. Rose really, really dislikes having things like fire door problems and stuff like what is in the Times today publicized. After all they have a reputation.
But, in my opinion, Rose has no sense of commitment to the residents of this community. How else do you explain things like the fire door and other fire code s violations in all but four of 110 buildings, real basic safety issues, or bartering playground space to commercial operators in return for "donations" of recreation equipment? And let’s not forget the stunning admission by the security director that he has not had his security staff enforce the dog rules for about four years.
Yes, it is a tremendously large complex with lots of matters to be dealt with and they do not have an unlimited budget. But whatever budget they have appears to be prioritized to oval atrocities and oval bread and circuses that are not amenities. Rather, those things, which have done a lot to spoil our once quiet oasis in the city, are pure and simple marketing ploys -nothing more, nothing less. The result is that fundamental safety issues like fire doors are unaddressed and there appears to be no money to do basic building inspections. That tells you a lot about Rose and their commitment to the community. To date, management refuses to reinstate vertical patrols which, if they are performed correctly, could also identify basic safety issues like fire door violations so they can be corrected. Apparently management does not think building safety is important enough to get the security guys (and yes ladies -they are almost all guys) off their duffs and give them some exercise by doing this.
The fact is that Rose is in over its head here. They do not have the competence and, because they are mercenaries who do not live here, the commitment to the residents to make this community a place that they would be proud to call home

I've always found most of the Lo Rhent, Manny, and other comments to be borderline offensive. Funny, perhaps, but kinda racist. I guess it's okay, since you guys are all from a generation that thinks it's okay to use those terms, but those of us born with civil rights get tired of seeing people being made fun of because they're minorities. Lo is a joy. With all the ugliness in ST-PCV, his sense of humor is refreshing and welcome. He was always fun, his sense of humor takes the edge off more serious things and it's just good hearing from him again.
One thing that is notable about the fire code violations story is the apparent complete lack of comment from CW/Rose spokesman DiPlasco.
Mt. Rose, the silence is deafening and the lack of an apology, as insincere as it would probably be, from you and CW speaks volumes. But silly us, we thought you cared, if not for the residents of STPCV, at least for your firm's so called reputation.

Sean Sullivan, general manager for Peter Cooper Village/Stuyvesant Town, said the complex is in the process of addressing all the FDNY violations.
He did not say what, if any, corrections Stuyvesant Town and Peter Cooper Village management has made to rectify the problem areas.
“We take fire safety very seriously,” Sullivan said. “We will have all issues resolved well before the FDNY’s required timeframe.”
Regarding the alleged misconduct in stairwells, Sullivan said that tenants who continuously violate community rules or cause disturbances in common areas can have their leases terminated.
“We advise residents who observe any illicit activity to notify our public safety office,” Sullivan added.
Maybe if Sullivan would restore vertical patrols, which he has said is not going to happen,securitywould prevent and perhaps come across illicit activity themselves. Instead, Mr.Sullivan seems to have fallen into the Rose/CW mode - lets wait until the residents tell us about if before we do something.
Kind of like the fire doors - if the TA did not report is there would still be violations and were it not for the bad publicity and summonses from FDNY, there would have been no effort to fix it.
Millions for trashy horndog marketing efforts; nothing for basic building cleanliness and safety of the residents. That is why STPCV is not a place that Mr. Sullivan and Mr. Rose and his band of mercenaries are proud to call THEIR home.

RE: the vertical patrols. I assume that this is an action that could be taken immediately to help improve safety. It would not require a capital investment or a structural change to the complex. Simply a directive to PS.
Has it happened? Does anyone know?
I don't think Security has enough staff to do vertical patrols because they don't have enough staff to do their job properly at all. Thank you, Jerry and Robbie.

By the way, Jerry and Robbie have been gone for a while now. While Jerry and Robbie are not without fault, kudos for underfunding at the expense of tenant safety (fire doors and the mugging of a 93 year old woman last week) also go the CW and Rose who set and prioritize the budgets. Let's give credit where it is due.

True, but I mentioned Jerry and Robbie because what they started, CW and Rose have not had the good sense/money/will to change. Adam Rose said at one point that he was authorized to hire more security. Did he ever do so? How many people did he hire?
July 29 2:30 is correct. I spoke to a fireman friend and he said that most firemen are familiar with the layouts of the local buildings. He says the partitions can potentially kill if there's a fire because the firemen will not be expected them in a smoke/fire filled apartment.
Rather than share grips here, people should call 311 and file complaints about fire code violations, dirty halls etc. Maybe something will be done on a larger scale if the city is inundated with complaints. Then maybe Rose will be forced to adopt the procedures that kept this complex clean and safe for years.
