Why Are Dangerous Dog Breeds Allowed in Stuyvesant Town/Peter Cooper Village?



Yes, we know that dogs banned in the complex are being walked here from people who do not live in Stuy Town and Peter Cooper Village, but another aspect of our Slum Town is the presence of such dogs owned by residents of ST/PCV.  In a recent TA Facebook posting, a Stuy Town dog was outed: "He was un-muzzled on his walk yesterday and without provocation, attacked a small dog on a bench sitting in front of the paddle courts. He Mauled the poor dog Lacy. Lacy is recovering and will be ok, but this could've been fatal. Once he let go (after mauling her like a rag doll), the woman walking him put the muzzle back on."  Apparently this very same dog attacked another dog in an elevator, and may have been involved in other incidents.

Here are the official rules of this complex regarding dog breeds:  Aggressive breeds are NOT allowed. Aggressive breeds include: Pit Bull, Doberman Pincher, Rottweiler, German Shepherd, or any breed the Management determines, in its sole discretion, to be aggressive. Any dog that is a mixed breed which includes an aggressive breed is not allowed.

Yet, somehow, these animals live in ST/PCV and many are even registered!  One woman reports having three pit bulls in her building!!! Security has no answer for this, but it is obvious that from the start of the dog-allowance policy of ST/PCV the registration of dogs is a joke, as they do not have to appear at registration.  Just fill in the form and lie, and your dog is registered.

That's just fatalities and not the many incidents of horrible maiming.  And, yes, I'm very much aware of the cliched response from some dog lovers about how wonderful these aggressive breeds can be as pets and that it's really the fault of the dog owner and not the animal, etc, etc. Whatever. But they are banned in Stuy Town and Peter Cooper Village and are NOT supposed to be here!

If they're not allowed, they ate not allowed. Period. I don't care if these dogs serve tea and crumpets, they're not allowed.

So much for the "award winning" security system that doesn't track these banned breeds and locate the apartments they come from.

In case you were wondering, we have at least one wolf living here. Yes. A wolf.

Firstly STR a huge thanks for all the work you do to bring to our attention what's happening and for being a great resource to the community. You and your service are both greatly appreciated!

Now on ST/PCV

Management, maintenance and security quite simply do not care... and why should they when the direction they get from the owners is non existent. These folks show up for work, do the BARE minimum, collect their paycheck and go home. No metrics for success and no accountability. Since the owners ( they exist legally but don't exist in fact) have no vision or experience to manage this place we get to watch this formerly special community go down the tubes.

I'm a market rate tenant ( embarrassed to admit I've have been here nearly 10 years) and was originally (pre-Super Storm Sandy) waiting to see about the condo conversion. At this point I'm bailing when my lease expires next year. I would rather read about this places further demise into a fecal ridden transient slum dorm then live here and see it each and everyday.

It's a bit sad as PCV was an amazing place to live in the beginning. The original tenants (all rent stabilized) were the best and most considerate neighbors I've ever had in 25 years of living in the city. The place was immaculate and now there is always litter in the hallways and elevator cabs, dog/human urine in the stairwells and lobby, drug dealing from college students in the lobby, etc. etc. etc... .

Counting the days to July 2014...it can't come quickly enough....

These kinds of dogs live here because Management DOES NOT GIVE A SHIT about whether or not aggressive dogs live or are walked here.

EVERYTHING THAT MANAGEMENT DOES SAYS THAT THEY FIND THE TENANTS HERE WORTHY OF CONTEMPT AND DISREGARD.

Allowing dogs here was the beginning of the end!!! This place is so bad that no one would be interested in a conversion. It is run like a NYC Housing Project or worse!! This lack of enforcement of rules is a big part of the problem here. No one follows rules because no one enforces them. People are sprawled on the grass even though there are fences ALL around the grass area. I see PS right next to people on these fenced off areas & they say nothing! Why bother to seed- oh, that's right- they can just seed again! Take a look at the lawn in front of 530 east 23 street- a huge rut in it from lazy people who just walk across grass . Ahhhh. - LUXURY ! Dog Heaven!

Important to know:
Section 11.03 of NYC Health Code requires all animal bites to be reported within 24 hours of the event.

Anyone who sees a prohibited breed should take a photo of it. This is a safety issue, and we need to document the problem so Management can't fob us off.

Why do these dogs always seem to lunge straight for the groin area when coming in to "say hello"? As a man, this is a pretty unnerving thing to deal with in close quarters like the mailbox area or elevators. If I'm gonna be mauled by some beast in this place, I'd rather lose a toe than...well...

What else would you expect from Security under the leadership of its useless Chief - William McClellan. Many may recall the T&V article about 18 months or so ago in which McClellan proudly announced initiation of enforcement of the dog rules, about two years after they were promulgated.

This was once a safe community. Now we have regular burglaries - five sine the CompassRock crowd began mismanaging the property - and dangerous dogs etc. We may not be able to get rid of CW and CompassRock but they could, and should - get rid of our incompetent security chief.

I don't know how much the security chief is at fault here. My impression is that security/public safety has been downsized, and that what's left can't handle all the problems that crop up here on a daily basis. From what I know McClellan was very much against allowing dogs into the complex, but he was overruled by Robbie Speyer. Let's face it, this entire place has been devalued with cuts to staff and the entrance of non-union personnel to handle jobs that should be performed by more professional workers. The hallway on my floor was painted a while back, and it was the shittiest paint job yet that I've seen. Workers at a PCV basement seem to have cut an important wire that eliminated people's electricity. Sloppy work like this is happening all over the complex. It really is turning into a slum.

Today I warned a young mother whose small child was picking things up from the border area of the lawn near First Avenue and 22nd Street. People regularly allow their dogs to urinate and defecate there, even though the entire area is clearly marked a no dog zone on the maps in the lobby, which are the same as the ones CW gives to new tenants. Think about it--a little kid picks up something and puts it in her mouth. Or touches something and puts her fingers in her mouth. Or touches something and then touches her food. Doesn't get much more disgusting than that.

Yes, I see this from my window every day. You're talking about the entrance to the open area. People do take their dogs through there. I even saw a woman walk her bulldog right in the main area posted 'no dogs.'
Everyone should take a look at this area by the fountain just off 22nd street. This is what happens when dogs go on the grass and people play actively in the same area. There is no way you can maintain grass. It's near gone. The place looks like hell. The original Metlife way was correct. The grass needs to be fenced out, period.

Yesterday I saw a young guy, iPhone in one hand, humungous dog on leash being held in other hand. She walked in off First Avenue and 15th or 16th Street, let his dog take a dump on the grass and then walked off. Did he pick up after the dog? Of course not! He didn't even look up from reading his smart phone. Just strolled back off the property. I didn't say anything to him because I knew I would probably get a mouthful of abuse and I am a small, elderly female.

STR you're right about security. They have been down sized and everyday a new rule or somwthing goes into affect but when security follows it and a tenant complains all of sudden they get told not to bother because they don't want to piss off tenants especially ones paying $4, 000. When security is told to enforce but then back off then yea they don't care anymore and just want their paycheck and go home and not deal with the bs here. I think change security/public safety to be an actual police force here armed with guns and proper police training and then these moronic tenants will take the rules here more serious.

This area has been so abused. It was dug up a couple of times when Con Ed was doing soil testing related to the old manufactured gas plants. After Sandy it had a giant container parked in the middle of it. It has depressed areas that become swamps when it rains. The gardening contractor told me that Management was aware that the area had never been properly leveled and resurfaced. This lawn was supposed to be restored this past April, but it wasn't because Management dealt with other storm-damaged areas. Now, once again, Management has put this area at the bottom of the list. The no dog sign is far too small, and even though the border area is a no dog zone on Management's maps, dog owners regularly ignore this. In MetLife's day, we had a beautiful ivy border adjacent to the pavement. Now we have dirt (yesterday workers with leaf blowers were out there blowing the urine- and feces-soaked dirt dirt around) and an interior border of yew bushes that have never taken hold so there are large gaps. It's truly ugly and getting uglier.

Has anyone been following the letters that have been sent into T&V the last couple of weeks. Residents are complaining about the fencing around the property. They complain that there's nowhere for their dogs to shit and piss! Really comical stuff. They're so self absorbed that they don't even realize that there are things they should keep to themselves. At least they're honest I suppose. Sure it would be great to not have fences, but how could we ever do that and maintain healthy plantings while dogs are shitting all over the place?

Re: fencing. You have to realize that when you own a dog, it wants to go where it wants to go. Unless you train it from birth to piss and shit somewhere specific (like the street), it is genetically coded to go on the grass and to cover the scent of other dog's urine (to remain dominant). That's why male dogs piss on anything upright, because another dog has gone there before it. Borrow somebody's dog and take it for a walk if you want to study their behavior.

So it would be nice if all these dogs would be neat and go in the street, but unfortunately, they don't know any better. The real problem is simply that they allowed dogs into ST/PCV in the first place. There really isn't anywhere else in the city where they've allowed this to happen on private property, and if you think about it, most of the rest of the city is located "street side", so owners (and their dogs) are really forced to walk along the curb. I can't think of another housing development that has large interior spaces (condo, co-op or rental) that allows dogs.

The Speyers were complete assholes in allowing the place to be corrupted and fouled this way.

The dogs will shit & piss wherever you bring them. ST & PCV are different than most of the city. They're surrounded by the service road & loops. Even the dog owners don't want their dogs to shit in the service road and loops because so many people walk through them, the dog owners themselves will wind up stepping in the shit and they know that after enough people have stepped in enough dog shit, people will start yelling at them. Walking the dogs right on 1st Ave, 14th St, 20th St or 23rd will probably get them killed. And they'll all drop their loads on the sidewalk before making it to Ave C. Which will only mean more yelling.
So what's the answer? Simple, they all come over to the area at 22nd & 1st and let their dogs go there. And I've seen this. People come over from ST and even from across 1st Avenue. So behind my building is the shit hole.
Yes, we have those no good, greedy-ass bastards the Speyers to thank for all this. There used to be a cement walkway behind 370 1st Ave that everybody used to access the building and road. But the idiot Speyers had it removed for god knows what absurd reason and for years now people have been walking across the grassy area to access the building...except there is no grass there anymore. It's all gone. Thanks you Speyers so much. I believe you only lost 12 million of your own money will destroying the assets of the mezzanine bondholders and wrecking the complex. Why the Speyers aren't doing time for what they did here is far beyond me.

CW is acting like there are no problems here. No problems about dogs. No problems about students. The biggest problem CW has is creating the illusion for students and new renters that there are no problems. How many people really know about this blog? Guaranteed...not enough to have any effect on prospective renters. Somehow the word has to get out...there ARE problems here. Serious disagreements. Serious dissatisfactions. How do you/we get the word out?

I'm telling you, unless you have trained the dog, it will go just about where ever it wants. You can try to pull it away from the grass, but if the animal is determined to relieve itself, it will be walking YOU, not the other way around. They simply won't hold it in until you get to where you want them to go. It's folly to think they'll walk blocks and blocks to their "spot" Sorry, that's the unfortunate truth.

I recently dog sat 2 family related dogs who were used to going in their own backyards, or on neighborhood walks. Believe me, best intentions couldn't control completely where they went.

Again... my position is that it was a really, really bad idea to allow dog ownership in ST/PCV for these reasons and several more.

Who would have ever thought that a dog owner would start talking about the "student population ruining the place" when the topic is how allowing dogs at stuytown turned the property into a cesspool. It's so unlike them to try to change the subject.
