The Dog Problem Will Never Be Dealt With It Seems


Do we think our dog problem will ever be dealt with seriously? Just in the last couple of days, I've seen so many infractions and so much dog crap and piss residue (why do dog owners allow their dogs to create urine streams right in front of building entrances?) that I'm completely disheartened about management's earnestness in dealing with these issues. The other day I saw an oversized, non-blue tagged dog being walked into the complex right by the PCV booth on 1st Ave, and the Public Security officer inside did nothing.

And what is with Public Security anyway? It seems the will to enforce the dog rules has vanished. And, yeah, I suspect that somewhere along the line we will see PS monitor the situation--for a week or two, and then it will be back to the familiar negligence and looking the other way. If management can't deal effectively with the dog situation (which calls for just enforcing existing dog rules), then it's a significant fail on its part.

Actually did have a dog problem addressed over the weekend. Constantly barking dog next door when the owners are out. Public safety came, heard the barking and issued a lease violation. Whether these lease violations mean anything, I do not know but the barking has ceased.

I saw a huge dog...beast?...a Bull Mastiff perhaps...take a massive dump on the stairs leading up to the Terrace entrance. Boulder-sized "dumplings". The owner just walked away. I said, "Didn't you forget to do something?". She looked at me strangely like I was from another planet. "Oh, don't worry. The snow will wash it away."

Sorry, it's disgusting to have a fresh urine stream going across right in front of an entrance way. If a dog owner can't handle his/her dog, then perhaps he/she shouldn't have a dog. Get a cat instead.

Also some of the faux marble bases at the entrance ways of PCV buildings are permanently disfigured by all the dog pee that's been put on them.

It's all just getting worse and worse with the increase in the dog population.

If I called every time I spotted dog waste, I'd be charged with harassment. Today, as I was exiting out of ST along 1st Ave on my way to Gracefully, there were multiple remains of dog crap here and there. It's really getting pretty bad. At nighttime, residents will not be able to spot these turd remains.

And there is NO excuse for Public Safety being so passive toward outsiders coming in with dogs.

I'm always bewildered to the point of being stunned by the disregard some dog owners display and their "reasonings," if they give them. Usually they just walk away, ignoring the person speaking to them.

The dog situation is so bad that I do believe it is almost beyond repair. Yes, the fact that outsiders constantly bring their dogs onto the property , that can easily be remedied. The constant barking when there are absentee owners ( or not) can be addressed. The waste left by the dogs- that is a real health & safety issue. I once saw a woman running after her child & she stepped in a large "turd " n slipped on her rear end - really hard. This problem must be resolved. The regulations have to be enforced. Residents must be " reminded" of the these rules & doggie manners . Management- please do your job. You promised.

The problem is the bad parents. Dogs are not the problem. Bad selfish people are. We are good dog parents. We always pick up the poo and we pull over so the pee is not on the walks. It is sad when parents are bad to their dogs and their kids too. Our neighbors are bad selfish parents. It is hard to watch.

The TA has known about the dog and dormification problems for years. They are totally ineffective and are certainly not mighty. they have consistently ignored the QOL issues here.

Noticed during last 6 months or so there are more Pit Bulls or similar type aggressive "fighting dog" breeds being walked with impunity around PCVST complex. Obviously management doesn't give a shit about pet regulation enforcement. If not yet already an occurrence, a horror incident is inevitable.

If not, all one has to do is go to the TA FB page and look at Peter Stuyvesant's comment about noise and dormification. In the same post he acknowledged that they are problems and then basically says to deal with it and move on to another conversation.

I guess QOL issues will continue to be a non-issue for the TA.

Hmm, seems to me you are very touchy on the subject. Everyone recognizes the Stuy Town described here, of course, and if you don't, perhaps you are not a resident or you just go out early morning and late night to have your dog defecate and piss in front of your building, and back you and your Fido go!

As for getting out and exploring the neighborhood, it seems you do not follow this blog at all and see the periodic posts of photos taken (by me) outside and even in other parts of the city.

I don't remember the situation being as bad as just one or two years ago, now I have to yell to my kids "Watch out for dog poop" every time we go out, it's a minefield over there. I find myself walking with my head down dodging the smears of poop and entire pieces of excrement generously left by irresponsible dog owners. Can we do something to force the management to at least hose these sidewalks a couple of times a week? All the NYC buildings allowing dogs hose the sidewalks in front of the building, aren't they? Why can't our management clean the disgusting pedestrian paths? It's just neglect, if they allow so many dogs and they don't do anything to police the irresponsible owners.

A young woman who lives in the building next to me(435/445) has two small dogs. She brings them out to the front of the building, lifts them over the low fence WHICH IS FRONT OF MY BUILDING, NOT HERS! and proceeds to let the dogs do their business right there. Of course, she doesn't pick up after them. The dirty b*tch (who also has two small kids) just goes right back into her building. THIS IS DONE RIGHT UNDERNEATH NOT ONE, BUT TWO, SECURITY CAMERAS!!!!

I recently was distracted while walking in ST on the way into my building and I stepped in a large pile of dog crap left right outside the entrance of my building. So, I took my shoe off rode the elevator to a floor with a rug and proceeded to wipe the crap off all over the rug. By the time I was done there was a huge shit stain all over the carpet that just stunk. Then I got on the elevator and went to my floor and went into my apartment. Much later I called ST services and told them there was crap all over their rug on X floor and they should clean it up. Eventually they cleaned the rug although it still stinks like shit. I'm not tracking that stuff into my apartment. It's managements issue, let them clean it.

Most here are savvy and realize that Steinberg & the TA will deliver nothing on this. Her MO is to cooperate with mgt. She's always angling to get something for herself. Keep hoping she'll step down.

There is no excuse not to report these dog messes. Management needs to be inundated to understand the size of the problem.

I see people come in from the outside with their dogs all the time. Around where I live, they come into PCV through the entrances on 23rd away from the guard house.

I too have called in reports of dog feces on the walkways. Even when they are removed, they leave disgusting smears that are more likely to be walked on than if the piles were left.

PS has done nothing about any of this in the past and is doing nothing now.

I don't know what mgt intends to do about all this, but I'm waiting to hear. And waiting. I'm doubtful we'll hear anything, and I suspect that what we do hear, will probably not be effective.

This dog situation is the result of a stupid policy set by avaricious blood-suckers. And I'm truly sorry that so many of our neighbors are so miserable that they have to insist on having dogs in what has become a truly disgusting environment. Without something being done, this dog situation is only going to get worse.

Can you call 311 when you see someone not picking up? Or do you call PCVST management? I think we need to start reporting people, who don't pick up, take photos of them, call security and have them pay steep fines. Next time they'll pick up. We need to make it a hostile environment for irresponsible dog owners, so that they know they are constantly watched and will get in trouble. Management is not doing their part and apparently there isn't a way to make them, but there is always the city and the rules.

I think the first thing to do is call the number someone already listed: 212-420-5000. This is the main management line, and from there you select 3, which I believe is maintenance. Then you have to press 3 again from that menu, press your phone number when requested, to get to speak to a human being. I did this yesterday and will post further. Unfortunately, with the heavy rain that came later, I do not know if there was a clean-up of the dog crap I saw earlier.

I'm sure the new management is aware of the dog problem and may be trying to formulate a plan to address it. Whether that plan is comprehensive, whether it will be enforced, remains to be seen. I have my serious doubts.

Because we're on private property NYC Sanitation Dept inspectors cannot enter to issue any tickets. Look up NYC health code 161.03. You'll see that dog owners are required to clean up on PUBLIC sidewalks. Only required to clean up in public and private spaces within buildings. So if you live on Staten Island for example, your dog can go all day long in your yard and you don't have to clean up because it's on private land.

As the law is written it doesn't take into account our situation where we we're a massive public living on private land.

Here's the real problem. Blackstone can set rules about this ad nauseam but what can they really do to enforce them?

First, we have dog owners coming in from the outside. They are outside any penalties Blackstone can impose. And what is the force behind any tickets or warnings issued by PS to people who live here? Tenants can't be evicted for not cleaning up after their dogs. Can any fines really be imposed or collected? I doubt it.

All this means that without NYC law that specifically addresses situations such as ours, there's no real enforcement that can have an effect. This means it is up to our councilman to propose such legislation so that the force of NYC gov't tickets and fines can apply.

Our councilman is aware of all this and at least owes us some response. There's nothing unreasonable or vote-losing about proposing such legislation. Any reasonable dog owner would clean up and would want others to clean up too.

And if you think Blackstone is going to ask people that are paying $5K+ to give up their dogs, you are crazy. Hell, there would be a fight from RS tenants on this one.

I totally agree with 11:55. Without banning dogs entirely, all the associated problems cannot be solved. But what is the likelihood of Blackstone reversing the policy? They see dogs as a moneymaker attracting upscale families so I don't think they'll change particularly after paying 5.4B. So we can only do what we have control over...which is call in the complaints and get Garodnick to respond with legislation. The TA ought to be pressing Garodnick for this, but really...is the TA good for anything these days? It's actually not a TA anymore; it's more some sort of marketing arm for management and the politicians.

There is a lot of grey area that Dan exploits which is why we have a commercialized Oval in residential zoning, we have commercial companies operating offices in residential zones like that concierge, we have 3+ unrelated tenants, and so much more in the grey area and even crossing the line into the plain illegal. The first time someone slips on a slippery pile of poop, falls and hurts them self, they will surely keep that walkways clear of potential lawsuits. Money motivates landlords and politicians.

Many of the dogs belong to the students and the transients. The families that move into the $4 and $5 grand apartments are usually there for only a year and are replaced by dorm apartments.

Tommyboy...this isn't going away. Not by a long shot. It's true that a lot of the current owners are apparently older folks. But that's missing the point. Blackstone and the like are looking to the future. These people do their market research. Like Tishman-Speyer, if they're allowing dogs it's because they feel it means more money in their pockets. And the entire strategy here has been clear. Do everything you can to attract more people who have more money. Do everything you can to jack up the legal rents.
So we have 1200 documented dogs here now according to T&V. What's to prevent more from coming in? Why not 1500? Why not 2000? Not to mention those coming in from across 14th St and 1st Ave?
This problem is going to get worse, and the reactions are going to get stronger on both sides pending some reaction from management.
