Calling Rick Hayduk


Seriously. I've been here for 30 years, give or take one or two. I've never seen this place so noisy and unresponsive. Perhaps it's just the odd moment in time. We'll see. But I'm getting fed up, and sorry, I won't be moving, and neither will others like me who have been here a long time. We will endure. Somehow we will endure. You can go to the old ladies at the TA and influence them, but it ain't working with us. We know. And as I said, somehow we will endure. We will die away, but some of us will make it.

5/21/16: I should temper my previous comments. This isn't the worse place in its history, for sure. It's just that the previous Saturday morning was foul no matter which way one looked at it. I still don't know why noisy grounds-keeping was in full blast on Saturday, a day one would assume when quiet time is at a premium. What I notice is that this place is used more and more, and that the previous years of relative peace and quiet are not that secure anymore. As I said, it's good that the general manager (Rick Hayduk) and his family are residents of this community, something that hasn't happened with a general manager in years. I still don't know how this will translate into a well-ordered community, however. If we look at the "dog situation," it still hasn't calmed down and looks to be just about as bad as ever. I think some things will improve, while others will stay the same, and possibly, in certain areas, get worse. I think that "affordable housing" is clearly a thing of the past for those who have claimed "new tenant" status. So I'm both pessimistic and, slightly, optimistic. Optimistic that we can still retain a measure of calm stability in the changing times that are New York City.

Will not attend the tenant's meeting at JHS 104 today. The last one was a ridiculous farce with the politicians patting each other on the back over the Blackstone deal. Blackstone is one big PR machine. Although people are saying that Rick Hayduk is so responsive to tenants, I see no change in the core issues in the community. The dorm population is increasing, I still see illegal transients with suitcases looking for building numbers, and the noise continues. Nothing is enforced (eg carpet rules). They put a lot of inane postings out to cover the fact hat the core issues will not be dealt with. Also I do not understand why we need new intercoms.

How many times have I said we'll see? Here comes another one of those times!

I don't report made-up scenarios, however. Yes, it's true that this morning was particularly loathsome, and yes it's true that pruning was in loud noise till past 10:00am. Dan Garodnick and Rick Hayduk can claim what they want to, but it's still lousy for a lot of people.

We have charges looking at us for bags, we have the absence of the L line for folks taking that, we have the demographic changing continually (and not to our advantage), we have more high-high rises staring at us, less mom & pops (are they still around?), more Duane Reades, and the possibility of the M23 line being shortened. We have more dogs that are banned, more students who need to pack more than three an apartment. Yeah, things are wonderful. We will have 5 Stuy Cafe, however. With quiche!

Went out my M level entrance this afternoon, and saw 4 piles of dog shit in 100 yards.

I guess the filthy dog owners think that if it's close to the fence... hey, no problem!

I have no idea where we are as a whole right now except to say we're a very divided community. Those happy with students and the students themselves, those not so happy; those suffering noise issues, those not; those in favor of dogs, those not; those who support Garodnick and the TA, those who don't; those who follow rules, those who don't.
For various reasons, the divisions are being held under wraps. A question of time how long it will stay this way.

I don't think there is enough money in the hands of our landlord to fix the problems of cleaning after dogs, policing the dogs, fixing the noise issues!

But there are certainly plenty of funds for pruning and pruning and mowing the lawn (um, not a lawn, they repeatedly mow weeds) and let's see what else......... nothing anyone here gives a hoot about....

Sunday morning update: A couple more fresh piles of shit added this morning!

See it for yourself, take a stroll along the fencing on the M level along 624-628 E20. You can't go ten yards without seeing another doggie dumping. Then go down the steps to the Ave C loop. But watch out, there's yet another "offering" in the middle of the steps!

At this point, it seems pretty clear that management is going to continue to look the other way, ignoring the concerns of the 90% of us who don't own dogs. So I guess it's up to us to apply social pressure to make sure it's as "unfriendly" as possible here.

The fences have been moved back to accomdate dogs. The grass is going and in two weeks will be gone. All restrictions on bicycles including electric bicycles have been dropped, today I saw a guard encoutage a twelve year old on a dirt bike it was perfectly alright to speed around the oval. The kid was umaware the rules had changed and was actually walking the bike, until set straight by the guard. I figure its a way to mow down some folks with walkers and cash inon the resulting vacancy. Yhere will be fatalities, wait.

Since the restriction on bicycles is gone, could they eliminate the obstacle course of barriers around the oval that you have to wait to get through when walking because of bicycles and dog walkers?

I would prefer that there be no dogs here at all, but if they move back the fences a bit, that's a good thing. Let the dogs go there. Maybe most of the grass would be preserved, but people hop and stretch the fences to play soccer or baseball in these fenced-off areas and over time, that rips up the grass.

I think the "obstacle" courses are there for that reason: to make bicyclists get off and walk the area included. It is the most frequently not "listened to" area in the entire complex, and management knows this. Really pathetic, but what can you do? Officially things are going swell here.

At this point I will just repeat: I want to be left alone. I will pay my rent. I expect a similar noise courtesy around me in the immediate vicinity. I will take whatever active part in long-term rental stabilization as I can. Aside from this, it is Blackstone's property and their concern/headache. Dogs, packing-in student tenants, room partitions (though a mountain of legitimate concerns are here) are left to someone else with more energy and, probably, more money. This place is getting less and less affordable, for sure. It is more pricey. Right now there are apartments that are over 3K, 4K, 5K, etc., depending on the will of the landlord. Some rent-stabilization!

Public security is not working as it should, but whether that's a policy that one can lay at the feet of the landlord or a specific policy that's occurring because of a lack of appropriate funds is another discussion. Something is wrong, at least now, and we all know it. Again, not really my problem.

Just leave me alone is what I ask. Of course, the possibility of legitimate "attacks" always rests with me, and others, but at this point in time I just want to left alone. At least for now.

The miserable whiners on the TA fb are now agitating for a ban on feeding the squirrels. We have speeding bikes, skateboards, unfettered walking of dogs of all sizes, but they want to ban the harmless practice of feeding the squirrels. Keep your rotten kids away from the squirrels and they they won't get bitten. I grew up here and there were a lot of things we could and could not do, but nobody tried to stop us from feeding the squirrels. Ban the fucking dogs and bicycles and skateboards because they are the real threats to safety. We didn't have such miserable whining helicopter moms back in the day. So sick of these people.

In the many years I lived here, I only met with one "problem" with squirrels and that was when a boy tried to feed one, hand outstretched. The squirrel seemed to accidentally brush the hand.... Some can be on the aggressive side, meaning they get up very close to be feed, but I wonder what they would do if they didn't get fed! Generally they leave me alone, and I spend a lot of time outside.

I live in Peter Cooper. The other day I saw one of the maintenance men mopping a stairway landing. I asked if it was dog urine. He said 'no, human'. He then described to me similar problems he encountered 3 times before...but not with urine, he said. "Poop." He then went one to say it was the college students who keep creating these problems. This is going to get solved. Whether the schools or the gov't need to get dragged into this, it's going to get solved.

6:24 PM - I think this could be a case for Public Health Department. We should not have to be living with this level of filth. People talk about NYCHA tenants doing stuff like that, but they need to look around here. Students DO NOT belong here.

Btw, I wish the helicopter moms would read this and find out what their precious snowflakes are likely to come across eventually! Ten times worse than squirrels!

Someone (PS?) should monitor the PCV fountain area. Came home this afternoon (3:30ish) & a middle aged man in a hoodie was sitting on the bench. He appeared to be homeless. Mumbling , cursing, etc. I felt uncomfortable when he started to address me. I had to leave. Nice amenities!!! We need PS walking around, not driving around. It's almost useless to be in a car in a situation like this. I reported this to a PS person in a car. This is not the first time a homeless person has been seen here. We need supervision.

@3:33 PM: These whining, self-righteous "Mommies" take their kids outside and then barely look up from their smart phones or tablets! No wonder squirrels take advantage of the lack of attention! The other day I was in Bloomingdales and I saw a very young Dad holding a feeding bottle in one hand while he read his iPhone with the other. Luckily for the baby (who was about a month or less old) Dad got the bottle teet in the mouth and not in the nose or ear. I doubt Dad would have noticed.

The squirrels are not aggressive. Some people have a ridiculous, high level of entitlement. We all learn and teach in lower grades of schooling about how the ecosystem works and every thing has a purpose that works in harmony to benefit the ecosystem. Humans have to grow up and learn to how to play nice with others and stop demanding the world revolve around them. I see some of the parents all the time in the playgrounds with kids after work but paying attention to their phones and it is ridiculous. I agree with the above poster on that. the more we learn to live in harmony the better we will be. the more we destroy pieces and parts of the ecosystem, the more we destroy ourselves. There is no more "aggressive" piece of the ecosystem than the human. check yourself before whining about a squirrel. They are docile peaceful creatures. Humans are aggressive, clearing every thing we deem in our way, culling populations of other species, and now this, complaining about squirrels calling them aggressive. That is a bad joke. It is a squirrel and they are not by nature an aggressive species.

Again, I never had a problem with squirrels. And I raised a boy here. I suspect that it's partially correct that some parents, or their helpers, look the other way for a long time when kids are playing around, but I can't negate those who feel some squirrels are too aggressive. I have "no dog" in the fight, basically. I do think that it's going to be very hard, if not impossible, to get rid of the squirrel "problem," even if no one feeds them.

Though I have lived here for most of my life I couldn't say whether the squirrels are becoming more aggressive - I try to avoid them and always have. I remember a story from my childhood about a kid feeding a squirrel m&ms and getting bitten, but who knows whether that was true - I think the point of the story was don't feed the squirrels. Blaming today's parents or entitlement is ridiculous - people shouldn't feed squirrels (or pigeons) and that has always been true. This isn't a new tenant vs. old tenant issue.

It seems to me that a large majority of people, me included, actually like living here. It is so sad to me to see and hear all these negative posts because there is something that is not going any one's particular way, which immediately makes this a bad place to live.

I have lived all over the world and all over the US, and this place compares very favorably with many of those places. Sure, not everything is 100% up to the way I would personally like it, but that doesn't mean I will constantly be negative about those things I don't like.

I don't like delivery bikes zooming in and out of pedestrian traffic, but you'll find that all over Manhattan. I like to see the next generation of concrete jungle dwellers have squirrels to watch. I love walking my dog here, but am ashamed of my fellow dog owners who are inconsiderate enough to not be cleaning up after their pooches. (I have reminded a few that picking up is required...) Etc., etc., etc.

Let me try to explain, again, but maybe with more amplification. A lot of the "bitchers" are older folks who have lived here for years. We know that this place can be much better: we have seen this. Right now we have apartments that go for 4K and more, we have dogs that are urine and feces makers outside, we have tenants who are not legally here but staying for a little while and not calling this place home. In brief, we have seen this place go down, even while some things (like the promised quiche next month) will appear. This place is not affordable any longer. The newer tenants have to pay a far greater amount, and in frequently divided apartments where less is "more."

The newer tenants (check Yelp) can also bitch. They are paying a lot for the type of service they are getting. Unlike you, their complaints are legitimate, too.

Getting back to the "old timers," it is also difficult for some at this late stage of life to get up and go. They are stuck here, no matter what, and at a reasonable rent, taking in rent protections. They are not as fortunate as you and can get up and go to any place in the world.

I agree with STR. We know this place can be better and we know this place should be bettered. If you just look at any one thing, like the listings on those short term rentals, you see the one bedrooms are not marketed as flex apartments, which was term used as a deceitful trick to get around DHCR applying an accurate MCI room count, and get around DOB Occupancy rules. Those "flex" units are advertised as full bedrooms - so a one bedroom that is chopped is not listed as a full two bedroom thereby (probably illegally) maximizing the rent while definitely illegally rigging the MCI charges.

If you're a certain age and a native New Yorker like me you can appreciate how far this city has come in terms of livability. I grew up in a public housing project in the South Bronx in the 60's and 70's. I've been living in Stuytown for close to 37 years and of course my rent is stabilized. I'm a NYC employee and could not afford to live here if I had to pay 'market rate'. I think a solid middle class is the life-blood of most cities and New York is less and less affordable as time passes. I had family from the midwest recently visiting and as I was showing them around Manhattan with all the new buildings and current construction I joked that these were all places I could not afford as a native New Yorker!

Yes, mom-and-pop stores are dying, big-box stores are taking over, the city is now poor, working-poor (NYCHA), upper middle class and wealthy. The middle class is being forced to the outer boros and many areas of Brooklyn and Queens are now out of reach of the middle class.

Nobody is more amazed than me to see the transformation of the city to what it has become today. I think many of the people living here today could not survive the New York of the past that I grew up with: rampant crime, filthy streets, graffiti scarred trains and buildings, dangerous and drug-plagued parks and streets. Maybe my 'reward' for surviving those shitty New Yawk years is my rent-stabilized apartment in Stuytown!

I'll be retiring in a couple of years and I'm seriously thinking of leaving New York even though it's a better, more livable city than in the past. It's getting too crowded and noisy for my tastes. Giving up a rent-stabilized apartment is not an easy thing to do. I haven't totally given up on New York yet but I'm getting close.

This is not a terrible place ( or a DUMP!!!, as a certain frequent hyperbolic poster here often puts it) to live at all, but it was a lot nicer when we had long term neighbors, not transients. When management kept everything spotless, when Security walked a beat, when carpeting rules were strictly enforced, and before the grounds became toilets for 1200+ dogs.

I'm not leaving because I have history here, I've been a tenant virtually all my adult life, and I have family that go back to the first generations that moved here in the late 40's. Things change, not always for the better, and it's healthy to remind people of what could be, rather than just giving up and accepting bad turns.

Regarding the overcharges : to that poster it won't matter , even if the Dhcr agrees to the overcharges, St Pcv will not process. BTDT. two years ago when St was clearly ordered to credit our apartment and to date (again, 2 years) has not. GET a lawyer.

DHCR is ruled, controlled and rigged by an administration under investigation that has just got to lead to indictments and convictions before we all go under. DHCR is corrupt at the top appointed levels so try not to take it out on the lower staff levels who are trying to help tenants. Hiring a lawyer may be money thrown out the window. The pruning and all the lawn care work is proof that allowing dogs in has greatly increased the cost of running the project. Terrible economic decision as well as a terrible quality of life decision. Reversing course can be done but it will take time.

Too bad for tenants, who have no representation and too bad for management who will now have to deal with small factions and individuals with legal matters. The Mci, the overcharges and more are actually a sweet and beautiful play that the owners know well. Example, one bedroom renovated at 3100 and while still stabilized (ha) the tenant moves out. Bam, owner puts new a/c, uses wall, not window, paints floor, upgrade, ca ching ca ching, new rent $3800! wow. NO more RS.

With an older non renovated, wham us with repeated MCI which, ftr, are more on the way. Attempt to dispute and landlord-owner wins every time. Hmmmm what do we call this people? I and you could write a book. & no one gives a damn or doing a damn thing about this, what do you call it again? LOL

Oh those sneaky politicians who wrote the laws for short term stays, defining permanent residents as those who stay for "no less than 30 days".

30 days is not a permanent resident. But that law was written for landlords and developers who do not want permanent residents like this community used to be, with generations of family raised here.

The law as written for REBNY, with the definition of "permanent resident" is too stupid to be laughable. The headline on this should say don't let REBNY write laws defining permanent resident as "more than 30 day stays"

Airbnb may be a problem of 100 hotels, but the thousand short term stay rentals operating here are a bigger problem. They are sometimes empty which is more dangerous the other times they are filled with a transient. That is why there are so many empty apartments as opposed to when we were owned by MetLife and had real permanent residences there was a wait list.

Whoever wrote that law with the 30 day definition is dirty and all who voted for it are too.

The short term stay accommodations that bring bigger profits for the landlords are depleting affordable housing.

So yes, the "old timers" make a good point that it probably was better for residents before. Now it is better for the landlords.

I'm here more than 50 years and pay less for my 2 bedroom than each person in a chopped up 3 bedroom pays per month and I can state unequivocally that dogs won't chase me out. In fact dogs can help me substantially lower my already low rent if they put in a dog run. No win win for the landlord here. In fact, lose lose as i will pass the apartment down to one of my children.

Blackstone likes the TA just the way it is. A partner. Blackstone does not want the tenants to have a real tenant association that voices the tenant's concerns. They want a Tenant Association that sits beside the landlord. No landlord wants a Tenant Association. That is precisely the reason we need one but the old one culled the population down to about 35% if even, of long timers.

I don't see how a dog run will lower your rent, but I can tell you one thing for sure—you won't be able to pass your apartment down to one (and only one) of your kids (at least not at a low rent) unless the rent stabilization law is in effect. a lot of suspicious positive ST reviews on Yelp in May. Another Blackstone PR ploy. They all mention office employees who helped them move in. The grounds here look worse than when Compass Crock reigned. The place looks so seedy. Students and transients continue to pour in as so dogs. After suffering the parties and loud music of downstairs neighbors for 4 years, the dorm group that moved in is starting. I called security a couple of months ago and it stopped for a while, but started again last Sunday and last night. I think the apartment is rented out by a frat---I once heard the same voices and same music.

We moved in a few months ago - have to say, not impressive at all.

1. lights are always burning out and we, tenants, have to pay for $$$ bulbs
2. fuse box keeps blowing
3. have used a c twice now just to check for function - it's not hot yet - they are not cooling rooms and they are extremely extremely loud and noisy. We can't work or watch a movie while they're running.

I'll post back as it's only been 3 months. Not going well at all Blackstone. if you're reading.

12:09 PM: Please call RS about your fuse box. Mine kept blowing out and they sent over an electrician (a real electrician, not a handyman) and he found that some of the wiring in the circuit breaker box was loose. After he fixed it, I have only had two blow-outs in the last few years and they were my own fault for having too many things on at the same time. This was about four years ago, but I believe the same electrician is still employed here - a tall, burly guy with a beard. He also fixed my kitchen light that was always dying. Turned out it needed some gizmo replaced in the fixture. Make sure they send an electrician and not a handyman. Btw, I live in an non-renovated apartment and have my own air conditioners. They are very loud, but they do work! Make them fix yours because you are paying for them in your exorbitant rent. I've heard that the appliances in the renovated units are not top of the line (tenants in those apartments have told me this) and for what you are paying to live here, they SHOULD be the best on the market! Good luck!

The refurbished apartments (one room divided into two "rooms") goes for a minimal 3K and half (or thereabouts). Anything more tends to go higher. It is not rare to see 5K plus for a RS apartment. The more students, who are transients, the better, as the percentage increase when they move out is considerable. That is the "base" as opposed to the "preferential" rent. If management wants to charge the "base" rent, which they can legally do, you are screwed for the most part. The best bet is like me: no refurbished apartment.

Considering what you can get elsewhere for the rent they charge here, I'm surprised that there still is a market for these tarted-up old units. They still have only one bathroom in most cases! No doorman, poor quality appliances and paper-thin walls is the bang you get for your buck here! It's actually becoming more and more like early 20th Century tenement life. Right down to the rampant bedbugs and super-abundance of both dog and, at times, human feces!

The thing about the military is that you are, if you are a soldier, at the mercy of whomever is ultimately in charge. I can, and do, get teary-eyed to think of what our "grunts" have to go through. That said, if they make it, there are perks, like the VA, which, though lambasted, can offer much at a reasonable rate.

It used to be that the military also offered Stuy Town and Peter Cooper, but that's a thing of the past. The "rooms" now available are to young professionals and students, for the most part. The "grunt" people, and I include cops, can't afford this place unless they make special arrangements, like sharing a room.

You would think so but you have to look at the big picture outside PCVST. In addition to PCVST, the EV, the LES, Gramercy, Murray Hill, all of these hoods (especially the LES and the EV) are being promoted directly to the college (NYU, Parsons, New School, etc.,) and the just post college millennial crowd as the "Bourbon Street" of NYC. The vast majority of this crowd, especially the female gender, is parental funded, shove in as many roommates as possible in per apartment. The UES and the UWS are seen by this generation as being for “old people”. Just go to the EV Grieve blog for almost any post there. The NYC law that states a max of 3 unrelated adults living in one apartment be damned. They really don’t give shit about the apartments, they are here to party and for the woman, to meet that Hedge Fund/Tech Bro of their dreams. They are gone in a year and pub crawls like SantaCon are happening all the time.

The millennial baby boom is now at its peak, average age around 25. This situation impacts not only our community but the other Manhattan hoods as well that I have mentioned (the other boroughs as well, hoods like Bushwick, etc., same story) and will go on for at least the next 10 years. God help us all. Of course TS, then CWC/CR and now Blackstone's actuaries have done the math regarding the mortality tables of our senior population. They are evil but they are not stupid.

The City Council is voting on a bill to decriminalize low-level offenses such as public urination and public drunkenness (or even carrying an open container). I know that most of the people who get arrested for these offenses are minorities, BUT they are not the only ones who commit these offenses. How many drunken, pissing, puking college kids have been arrested? Not many, if any. Mommy and Daddy would sue the freakin' city. I think a 24-hour stint on Rikers might make some of these stinking frat brats and woo-hoo tarts grow up real fast! If the current laws were applied equally, that would have happened, but they are not applied equally at all, so I guess it's a good idea to decriminalize them.

They are for the very profitable short-term stays for employees on transient overseas assignments, students on exchange or local, the generation of young workforce travel trend. STR, as all politicians in New York State and City are owned by the REBNY and Developers, almost everything they do affects this complex in some way. Btw, I just heard on the news that Beth Israel/Mount Sinai is closing. No doubt it will be torn down and replaced by high-rise luxury condos. The entire block on First Avenue between 14th and 15th Streets is going to be torn down and replaced by: three guesses. ;-) I feel pretty sure that the whole of the Western side of First Avenue from 14th to 23rd will eventually be torn down and filled with skyscrapers that will use the transferred air rights from PCVST. That means that all the apartment buildings on those entire blocks between First and Second will have to go. More people will be looking for affordable housing or will be on the street. Just keeps getting better and better, doesn't it? Thank you DeBlasio with your "I have no hangups about height" statement. Just what your REBNY owners wanted to hear! I hope they building something that overshadows his Park Slope house and puts him in the sunless ambience he is putting everyone else in.

Today I overheard a maintenance worker speaking to a tenant apparently they had an issue with something in their apartment.

His language was rude, off-putting and he basically said that things 'are what they are' and don't expect repair. He eluded to the fact that the tenant was imagining the problems. If it weren't so pathetic one would laugh that residetns pay for this.

Well what do you know,management is continuing the awful Oval movies and concert events. I guess that they can list them as a so-called amenity in order to justify the ridiculous high rents charged. We will be suffering through movies on Wednesdays and concerts on Thursdays. No attention was paid to those surveys that we filled out. Those of us who live on the oval will be suffering for another summer.

I have realized something (again and again) that no matter how many PS guards are around, no matter like today that there was a tent at the Oval informing tenants about the good neighbor policy, the workings of this complex will be forever a battle between what should be and what really is. Sorry, but this complex is not being run efficiently and it won't be run efficiently, at least not the way I see it. It's really a shame, but Stuy Town and Peter Cooper Village have been changed, for the worst, forever.... And that's the truth, and you know it. And it's not the students we should blame all the time. It's the "adults" who are here for a longer time. Not all of them, to be sure. But enough to make this a not very pleasant place to be. They know better, but they don't care. I me mine. That's the tune being played.

Was really annoyed to see that concerts and movies will be continuing on the oval this summer. Many of us did comment on the survey about how we disliked these events. I live on the oval and it is extremely annoying. Management is retaining these as a so-called "amenity", when they are actually a nuisance. I agree with the poster who said that they are using a Band-Aid approach. Very true, not getting at the core issues that cause the noise and problems.

It will get worse. The City Council made it ok to take a leak outside in anticipation of the students the Mayor and City Council are building housing for and hosting concerts for. Dogs are nothing compared to the number of drunk students who will be relieving themselves outside in what is the dumbest laws lifted.

6:36 pm, I agree that the mayor and the trash on the CC are lowering the standards in this city, but when did you ever see a drunken frat boy or woo-hoo gal get ticketed or arrested for public drunkenness and/urination? They are always given a pass, especially if they are white.

you are my go to community resource for the real skinny of what's what and who's who around here but yes it does help to take time off and get your head into happier space ..
their time will come up is down down is up when i moved to nyc it was 1970's and no one wanted to live here .. soon the RE bubble will burst and it will return to us longer termers so rest assured we will be the fat ladys singing :) and thats an avenue b promise!

Last year we heard their results and i know the paperwork was opened. I know this as they refused to pay the overcharges and are refusing to this minute. They just want you and us to move and be done with it. And yes, DHCR DOB and all are in on this, so ST and PC residents will never win this.

We moved from Pcv where it was gross and full of chopped up student housing to a better hood closer to a train with a doorman. I feel for you folks, but stop renting there.
