Although a PS officer finally turned up, including minutes later one on a moped who had to be flagged (!), I made the mistake of thinking that Saturday afternoon was good to chill at the Oval Fountain (which is being worked on and silent because the workers have not shown up religiously).

So, I saw:

Not one but two dogs in the Oval Fountain area (what's it to you?) and a group of "Lord of the Flies" kids trying to damage the Oval Fountain.

Nice going, Rick!

BTW, the PS officers disappeared as fast as they were seen.

Last night I returned home to the property around midnight. Not a PS officer in sight, just packs of students coming in and out of buildings. After I returned to my apartment, there were two loud bursts of noise. One was the result of about 12 students exiting my building screaming and yelling loudly. I believe that PS is told to ignore all of this and not enforce rules in an efficient manner. This is the demographic Blackstone wants to churn these apartments over and over, raising rents. This place is becoming more and more a dorm dump.

I'm willing to bet that all 12 of those students also squeezed into one elevator, putting way too much stress on it.

I worked for a management company in the past, and once the students started moving into my buildings, the elevators went kaput. Only a matter of time!

Let's face it, we do not have "Security" anymore. They changed their name to Public Safety, as per college dorm usage, and ceased to offer any kind of "security" or protection. They are merely for show and nothing else. We are paying a perpetual MCI for cameras that don't work and "Security" we do not have.

I heard the drunks squealing and shouting all night long as they came and went through the property.

We don't have Security, we don't have a tenants association (the group that calls itself that is simply an arm of management and the property of our local councilman and are handsomely remunerated with taxpayers' money). This place has gone to hell, but that is what Blackstone is noted for. It has bought up distressed rentals all over the country and turned them into tenant-abusing nightmares. That is their business model. They are absolutely no better than Compass Rock. In fact, they kept on all the same human dreck (in managerial positions) and and philosophies of Compass Rock. I believe that they have downsized "Public Safety" as it is jokingly called and stripped them of all authority.

I think the ruination of this place is calculated and deliberate. It is a strategy to get rid of everybody who is not a student (especially the seniors!) so that it can be converted into a dedicated dorm.

I was talking to my doctor the other day (at NYU Medical Center) and he said he had heard that Stuyvesant Town and Peter Cooper Village were "finished, just completely finished." He meant finished as a place for non-students to live. Everywhere I go, if I mention that I live in Stuyvesant Town, I get the same reaction: "Isn't that place just a dorm now?" "I heard that place is a terrible place to live now." Now, if anyone asks me where I live, unless I am obligated to give them the full address (such as filling out a form), I just say I live in the East Village. I am embarrassed to say I live here.

Somebody recently said to me "I thought you guys had a great tenant association over there." I just laughed and said that he had been misinformed. Grossly misinformed!

Get privileged white moms with privileged brats and you get the type (the brats) who feel they can damage property just because they are privileged. Of course, this type is a hopefully a minority, but enough of a minority to make it a hell for everyone else. I actually had a laugh when I realized that most of these moms are medicated by their expensive shrinks.

From Blackstone's perspective (or any landlord's) the good thing about students is that they churn and the price of the apartment goes up and up. The base rent for some of these apartments has to be very high.

I tend to think most landlords in this city favor student renters. Mommy and daddy pay the rent monthly, kids move out steadily and easily, kids never complain about heat, water, noise, since they own the party noise club.

Blackstone favors student renters because they can't rent these overpriced apartments in non-luxury buildings to families and couples. The only way to rent them is to pack students into them and they can keep raising rents and churning apartments without a care. That is the main reason why this place is a dorm dump.

3:29 PM the kids also put a helluva strain on the infrastructure, water and electric. Maybe the grad students don't, but the undergrads most certainly do. They don't give a darn about what they damage because they don't have to pay for it to be fixed. I saw a young woman escorting a group of very young girls (they looked like high school kids!) around my building the other other day. She was showing them the laundry room, etc. They looked very sweet, but they were so young that I found it hard to believe they were old enough to live away from home! I don't think the young woman escorting them was a broker; she seemed more like a "den mother" type of figure.

I really miss when this was a place where families lived and enjoyed and respected the apartments because it was really a very good thing to be able to live in ST and the waiting list was very long to get in here. It has gone downhill mercurially since it became a dorm and families are not welcome any more. At least not families who are not just passing through.

This place has surpassed Normandy (nickname Dormandy) Court on 96th between 2nd and 3rd as the number one location for packing in students and just out of college transplants that unfortunately can't afford to live here unless packed like sardines into apartments.

I think Rick Hayduk is probably a very nice guy, but he's not got what is needed to run a joint like this. Vacationers and alter cockers in Boca are an entirely different breed from what we've got here! We don't want a cruise director or social coordinator. We want a MANAGER who manages and enforces the rules because the rules are essential to prevent this place from becoming a dangerous shit show, but they must be ENFORCED! He could start by getting rid of the clown who heads up PS and replacing him with somebody competent, as well as replacing some of those ornamental "officers." Not that they're even all that,ornamental! They're fat bozos who couldn't run for a bus, let alone chase a perp!

The ultimate choice of how this place is run is by the landlord, in this case Blackstone. For this community, it decides how much money to spend, the direction it takes, how the "books" are balanced, etc. Unless it is incoherent, it should have at least a general idea of what is happening in this place. So what you see is what you get. At least before it changes its tune, if current management ever does to any noticeable extent.

The STPCVTA as well as Dan Garodnick's people read this blog and hear all of your concerns. The TA will make the necessary inquiries regarding whether or not the security force here at stuy town is properly staffed, and why there isn't a security presence around the oval at all times, and why dog infractions (among others) are not addressed. This is what they are here for, and they will not let us down. Perhaps if more of us paid our dues the TA could better do their jobs, but this is what it is.

TA supporter has to be joking. After much contemplation I did decide to pay my dues this year. What for? The TA does nothing. Why are they not addressing these issues with management? They endorsed this Blackstone deal and now they have egg on their face. At least try to put some pressure on these landlords. Dues have nothing to do with it. The TA just silently stands by and watches as this development becomes a dorm dump, free for all pig sty. The TA has been very silent these past few months. I wonder why.

Very sad but very true. Anyone who has any time in these projects knows what it was like in the past as far as community is concerned. I've been here 18 years and when I moved in I remember thinking to myself what a wonderful community this is and that I would never leave. Nothing lasts forever I guess. Normally a post like this would make Blackstone very happy I would think but unfortunately for them I can't afford to leave (unless of course I leave our fair city).

As I strolled through much of Manhattan today for work purposes, can't help but notice the island is gearing now towards majority student life. Universities getting larger, dorms growing in building occupancy by the minute and even commercial real estate would prefer it so.

Students are chock full of cash, ready and able for franchises on every corner and come and go, never complain. Landlords love em. The parents have the tuition and rent roll saved for almost a decade and will pay through the nose to have them here in our city. Face facts folks. This will only get worse and in five years Manhattan will be predominantly students.

I was just listening to the news concerning a deadly fire in the Bronx this morning. A veteran firefighter was killed. Later updates have stated that the house was a pot growing "facility" and it is believed that students from some of the neighboring universities were involved in the enterprise.

This makes me wonder what is going on in the dorms here? We have already had a major, but not deadly, fire in one building. An apartment was gutted and neighbors' property was damaged by smoke and water. The culprits were students who had been a pain in the ass to tenants on their floor and above and below them for quite a while.

This makes me wonder about the safety issues of having these buildings used as dorms, particularly the safety of innocent tenants who moved in here - whether recently or long ago - believing they were moving into a safe and reputable residential property, well-managed and well-maintained. Will our renters insurance increase because of the dormification of the property and all of the safety and security issues involved? What insurance company will hesitate to raise the rates, or simply refuse to provide coverage, when the renter is living in a place with overcrowded, unsupervised undergrads whose behavior is often very wild and booze (and probably drug) fueled?

IF we had a tenants association, this is something that they would take up with management on behalf of the tenants. Alas, we are no so fortunate. If we had a Councilman who gave a damn beyond the money he makes, he or she would take this concern seriously. Again, we are not so fortunate. We have NO representation whatsoever at any level.

There is probably a lot of illegal activity going on with all of the "flex" apartments and the underage drinking and the very obvious pot smoking. I don't care if students (or anybody else) drinks and drugs themselves to death, I really don't, just so long as they don't endanger me and my regular tenants neighbors. The elderly are particularly vulnerable here because in the event of a fire or explosion, they cannot get out as fast as the younger folk. We know that apartments are dangerously overcrowded, electrical circuits are dangerously overloaded (and circuit breakers can be deliberately jammed so as not to trigger when there is an overload), so I think it is a matter of when, not if, we have a catastrophic horror show caused by Managements determination to subject us to the dorm life. On a real campus dorm, drunken and drug impaired residents can be dealt with by people who are aware of what goes on and what to expect. We don't have any of that kind of safety built in here. Public Safety is not here to babysit the undergrads and they don't show any interest in any kind of antisocial or dangerous behavior that they are made aware of.

The document cites “an array of income-producing structures” that could be built at Stuy Town, such as retail and parking, and mentions the possibility of demolishing one of the residential towers, in which case “air rights could be applied to the creation of additional units in a newly constructed building.”

Did he say they unregistered with the State as a "student housing" place? Can we class action suit using all the marketing to students on the internet that management says they stopped but all evidence is to the contrary and is putting our lives in danger with the strain on the infrastructure and entirely ruining our quality of life rights to a safe and secure peaceful enjoyment of our homes? Don't his lawyers co-write and review all his statements before he speaks making it a deliberate act to deceive residents when he says Blackstone is not "marketing" to students?

There is an illegal hotel operation in an apartment that is leased to a foundation that was reported a while back. Management is leasing to foundations instead of permanent residents and it is a money maker for those running illegal hotels.
Is the STPCV Tenants Association Foundation, Inc leasing units?
Or is the money going to "training" students who are here working with management?

What is the purpose, mission, reason for this "foundation" the Tenant Association is operating?

What is the foundation for and what is the foundation using the money for? Aren't foundations supposed to be nonprofit? Why did the Tenant Association open a "foundation" and did they do it the same time and with the same lawyer as the Mayor opening his Campaign for One New York?

In my 35+ years here, I have seen a first over the past few days - homeless people picking through the garbage cans in the property. Three separate times in 4 days. This can be blamed on DeBlasio, but also PS. Where are you guys?

Again, this is my take:

They want families as long as the families can afford base rent. They will charge "preferential" rent, but unless the base rent is too high, they will settle for "market value," whatever that can be. (By now, people should know the difference between preferential and base rent.)

They would rather have the stability of renting to families at market value than dealing with students continually. Obviously, they want these families to afford the market value pricing of Manhattan these days. The "poor" people who still live here: they are dying off steadily. That problem will be solved by time.

HOWEVER, student rental is part of the game in this city and they (management) wants these apartments filled. Students, with their turnover, increase the base rent of an apartment, which management has to love. So...on one hand they love students, but hate them at the same time. LOL.

The fact is that management (and this doesn't mean a particular management) wants this place to run smoothly, with it as the boss. They do not want trouble, whatever it is.

The TA should be around as a potential adversary and to stand up to the excesses of management. As this point, who is the TA standing up for? Where is some of the work that individuals are doing, but not the TA? I think we can see how this property has gone (over half of the apartments are now out of true RS safety), so the TA, which should be blaring such information, is playing nice and buddying up with Dan Garodnick, who is into his third term as councilman despite being officially against third terms for councilpersons. Dan sees where this city is heading, and that's why he is a friend of the REBNY, while at the same time for tenants! He is active in the middle zone quite well and should go far, unless someone else heads him off at the pass.

That's where we are.

Ah, but he is around. He and his family live in Peter Cooper, unless there has been a recent change. He makes the new "rules"... Whether they are enforced is another thing. He is also available to tenants via email. I can't say that he hasn't done good for his community at all.

This place has gone steadily downhill, though. My perception. Maybe it is yours.

You need a ball-buster in charge. I wouldn't last long working for Blackstone in this community, that's for sure!

I really don't think that Blackstone's ultimate goal is to rent to families. They know that most families will not pay these excessive rents to live here and if they do move in, they price them out after a year. Their goal is to make money and that means churning out dorm and hotel apartments. As for Rick, he is their PR machine. From what I understand he kibbutzes with the older tenants and once in a while solves an individual issue. That placates some of the tenants here. One of my elevators appears to be permanently padded for moving. That tells you what Blackstone is about.

The Tenant Association Foundation was set up in 2010 for expenses incurred in our work to put together a conversion that was announced in the 2011 Brookfield Partnership agenda. It is for us to buy our apartments and there are still incurring-expenses because to get a plan so we can buy our apartments takes a lot of work and expenses.

I would also be concerned about my firm’s in-ability to have highly professional environmental experts inspect the portion of the property that I believe is sitting on a registered, contaminated, parcel of land for which the “seal” has be broken and soil has been moved. I believe that it would be necessary to receive the results prior to closing, so we are able to determine what ongoing safety concerns we should immediately address.

Finally, why would my auditors tell me that it was unrealistic for my firm to expect a thorough review of 11,232 separate leases (for 11,232 separate apartments) together with an audit of rent increases during the period that CW controlled ST/PCV, in seventy-five days? After all, don’t I understand that CW is a mortgage lender’s servicing agent, with limited New York City Rent Stabilization and Rent Control experience.

Wouldn’t we also require a review of capital improvements completed by CW and the amounts charged to the tenants, as well as the effect of the New York Supreme Court mandated extension of the Rent Stabilization encumbrance on the property to the end date of the J-51 tax abatement? Wouldn’t we want it all within the seventy-five days prior to the Closing?

Looking at all that has happened to the Property during CW’s reign over the last eight years, I have to admit that I would be concerned with CW’s well thought out policy to “skirt” the Rent Stabilization Laws and building codes.

These laws and codes appear to allow apartments vacated for any reason to be put into college dormitory use, thereafter installing “false” walls in order to increase the number of adult occupants and encourage college students to rent for the college term and vacate at the conclusion of the term or slightly thereafter.

These laws and codes that would allow management to add a 10% “vacancy” sur-charge to the legally stabilized rental increase, so that during these last eight or so years, approximately 5,000 of the formally stabilized apartments, when adding the recurring vacancy extra-charge every year or two, would lose the protection of Rent Stabilization in a relatively short period.

The result would then allow the new owner to agree to “limited income” housing, with that same owner able to receive a significantly higher rental than that which would have been available through Rent Stabilization.

The question I have is, did the new owner install a highly skilled administrative group to review and tie in all of the previous leases including the increases, to be sure that those increases do not exceed the maximum allowable amounts. Probably not. Another unnecessary worry that I must get use to putting on the side.

One “last” also. I admit that I would not be able as CW was, to get the building department to make inspections of each “re-walled” apartment and especially, get the building department to allow the apartments that received the temporary walls and therefore an increase of at least three times the previous number of adults and adult weight, to not stop this mass change to the buildings structural and life safety systems.

My firm would not have been able to get the building department to ignore the obviously increased dangers to the elevators and elevator systems, especially the elevators inability to carry the vastly increased number of people or vastly increased weight. The building department would have surely told my firm, that if such an emergency occurred, even the stairwells as currently configured, would not be sufficient to accommodate the safe movement of the increased number of residents, if forced to vacate the buildings in mass.

All of this would worry me, because that is how I would look at the property and the sustainability of the “off the cuff” modifications to New York City’s laws.

Therefore, I really need to better understand the thinking of Blackstone, so that I can “upgrade” my own thinking to accommodate today’s business practices.

My downstairs neighbors slam their doors all the time. I am often woken up by them slamming bedroom and bathroom doors in the early hours of the morning. What's so hard about turning the knob and closing the door quietly?

This night I saw seven speeding bicycles around the Oval and two large-size dogs. If PS is around, they certainly aren't at the Oval outside where I was.

There is no change. Nothing for the better and most people seemed adapted to the new way of things. They don't know, cause nobody tells them, or they don't care.

In this way, management has won. The TA is mostly useless, aside from periodic bitching by some members.

David Wildstein -- who pleaded guilty to federal crimes related to the Bridgegate scandal and testified the traffic study claim was a bogus cover -- told jurors Thursday that Phil Kwon, a former nominee for the state Supreme Court, and Regina Egea, who would later serve as the governor's top aide, helped prepare Bill Baroni for his testimony.

Baroni, the former Port Authority deputy executive director now on trial for federal crimes related to the September 2013 lane closures, told lawmakers in a November 2013 hearing that the gridlock was result of a traffic study.

That claim was later refuted by Wildstein and federal prosecutors, who charge the closures were an act of political revenge against the mayor of Fort Lee for not endorsing Christie's re-election bid.

These big rent increases are going to the Blackstone offshore bank account in the Cayman Islands as an earlier commentator posted. de Blasio and deputy Mayor Glen gave Blackstone big tax breaks and free loans on top of de Blasio's DOB and DHCR deregulating 3/4 of the apartments. Tax breaks, illegal construction and Offshore accounts is the de Blasio Glen way of doing Wall Street City Hall "private public partnership" business. Use public resources to enrich private companies who invest $0 in the community and infrastructure like raises for NYPD, teachers. de Blasio does not deserve another term. I later found out what the rush was, when I saw him chatting away with PS van #1 and #9 in the 14th Street loop.

Calling All East Side Runners

The East River is great is because the waters are not congested with traffic like todays city streets and yesterdays old historic photos of the rivers are. That is until the NYC "Economic Development Corporation" chaired by Councilman Garodnick puts in his ferry docks and ferry system.

It is a system that was determined to be a disaster 50 years ago but will make a lot of money for waterfront real estate developers who are running the NYC "economic development corporation with Councilman Garodnick. The NYC EDC aren't building the economy but they are making themselves richer and building their own wallets and stock portfolios.

Who does the NYC EDC work for? It is not public service. It is not building the economy. It is more of the failed trickle down crap they have been pushing for 50 years on our parents that they want to keep pushing on us.

All StuyTown Runners let's start a petition to save Stuyvesant Town Cove from becoming a transit hub by the 20th Street Ferry Dock the old Councilman is putting in. The Ferry dock is good for the real estate developers. It is bad for the river, bad for the environment, bad for the economy, bad for East River Esplanade Runners.

Our generation is for keeping the World's Water Rivers Lakes and Oceans clean and not going back to repeat the crowded boats in the harbors of 100 years ago.
Out with the older politicians and polluters and in with the new fresh ways of thinking! New younger politicians and new, cleaner transportation!

Let's have a Run to Raise Awareness to save Stuyvesant Town Cove and the East River Esplanade Run.

FWIW, I am a longtime tenant and when I moved in 36 years ago there was a family on my floor who slammed (and I mean SLAMMED) their doors all the time any time of day or night. They were a very large family with extended family in several different apartments and the neighboring building and would come and go all day and night. We just had to put up with it because saying something to them would definitely have caused bad blood considering the nationality and disposition of the people (can't get specific and not get into trouble!). They were a very warm, friendly family and very good neighbors, otherwise. But they were noisy! Always shouting, arguing, yelling and slammed the fucking front door at least a dozen times an hour!

The point I'm making is that people will be people and it's not just the newbies and the students. Door-slamming is not a new annoyance in Stuyvesant Town.

The decent candidates don't make it out of the primaries alive, e.g., Zephyr Teachout. I can't imagine how the TA can show their faces at another tenant's meeting after the results of their deal with Blackstone become apparent. It is interesting that they have not called a meeting in a long time. I did not attend the last one. I am sick of all of the cozying up to management by the TA and the politicians and the failure to address what this place has become--a dorm/hotel dump.

The TA, Dan, and DeBlasio all think we are fools. How can they possibly say they saved affordable housing?

As per Peter Stuyvesant on the TA Facebook page, when a RS apartment vacates, they are renovating that apartment to become one of these new "platinum" apartments that they can rent for a lot. They then take an older renovated apartment and turn that over to the "affordable" housing lottery for only $3600.

On what planet is $3600/month affordable? Karma will come back and haunt Dan, Susan, the TA, etc for this deal.

When I move out of my not renovated apartment, they'd better not try to stick me with any charges to put things back to as they were. I know they are going to gut it and renovate it to a "Platinum" unit. We will have to go to Court if they try to stick me with a bill for anything. At my age, I don't give a flying fuck about my "credit rating."

There is a lot more door slamming because now there are people who are not related living together so they close their doors when they are in their dorm rooms plus there are more rooms in the "flex" two three four and five bedroom apartments so there are more doors. Related people and families don't close the doors.

5 bedroom layout has 8 doors not counting closets and kitchen.
